Pennsylvania does accept a federal extension for partnerships, but with one important condition. If your partnership has filed federal Form 7004 to extend its Form 1065, the Department of Revenue automatically grants a five-month extension on the PA-20S/PA-65 Information Return, provided the partnership does not owe any Pennsylvania nonresident withholding tax.1Pennsylvania Department of Revenue. How Do I Get an Extension of Time to File the PA-20S/PA-65 Information Return For a calendar-year partnership, that moves the Pennsylvania deadline from April 15 to September 15. No form needs to be sent to Harrisburg before the original due date.
The Withholding Condition That Trips Filers Up
The automatic acceptance only works when the partnership owes no Pennsylvania nonresident withholding on the return. Partnerships must withhold at a flat 3.07% on income allocated to nonresident partners, and that liability is reported and remitted with the PA-20S/PA-65.2Pennsylvania Department of Revenue. At What Rate Is a Partnership Required to Withhold Taxes on PA Net Income
A filing extension does not extend the payment deadline. If any nonresident withholding is owed, it must be paid by April 15 even if the return itself does not have to be filed until September. A partnership relying on the automatic federal extension while carrying a withholding balance still has to act by the original deadline, or penalties will accrue on the unpaid amount.
What to Do When You File the Return
When the partnership eventually submits its PA-20S/PA-65, it must include a copy of federal Form 7004 with the return as documentation of the federal extension.1Pennsylvania Department of Revenue. How Do I Get an Extension of Time to File the PA-20S/PA-65 Information Return If the return is e-filed, Form 7004 should be attached as a PDF. Nothing goes to the Department before the original deadline; the proof travels with the eventual return.
When You Need Form REV-276 Instead
A partnership must file its own Pennsylvania extension request on Form REV-276, Application for Extension of Time to File, in three situations: it did not file federal Form 7004, its federal extension was denied, or it owes nonresident withholding tax.3Pennsylvania Department of Revenue. REV-276 Application for Extension of Time to File REV-276 grants up to five additional months.
To file it properly, estimate the current-year nonresident withholding liability, enter that amount on the form, and submit REV-276 with payment by the original due date. The form itself can only be filed on paper and mailed to the Bureau of Individual Taxes in Harrisburg. There is one shortcut: paying any tax owed by credit card or ACH debit on or before April 15 automatically triggers a six-month extension without a mailed REV-276. Each return needs its own REV-276; blanket requests covering multiple entities or years will not be accepted.
Pennsylvania’s Deadline Is Not the Federal Deadline
The PA-20S/PA-65 is due April 15 for calendar-year partnerships, or the 15th day of the fourth month after the close of a fiscal year.4Pennsylvania Department of Revenue. What Is the Due Date of a Partnership and/or S Corporation Tax Return Federal Form 1065 is due a month earlier, on March 15 for calendar-year filers. A partnership can miss the federal date and still be on time for Pennsylvania, or the other way around. If you are relying on a federal extension to carry you through, confirm the 7004 was actually accepted before the Pennsylvania clock runs.
Partnerships With Only Corporate Partners: No Extension Available
Partnerships whose only partners are corporations file PA-65 Corp rather than the PA-20S/PA-65, and no extension is available for that return. It is due April 15 for calendar-year filers, and a federal extension of Form 1065 does not move that date.5Pennsylvania Department of Revenue. Penalties If the Extension Does Not Hold
If the automatic acceptance fails because withholding was owed and not paid, or REV-276 was not filed when it needed to be, the return is treated as late and Pennsylvania’s penalty structure applies.
The late-filing penalty is 5% of the tax due for the first month, plus 5% for each additional month or partial month the return is unfiled, capped at 25%. The minimum penalty is $5 even on a small underpayment. The penalty can be waived for reasonable cause where the failure was not due to willful neglect.6Pennsylvania Code. 61 Pa Code 121.26 – Penalties for Failure to File or for Filing a Late Return
Interest runs on any unpaid tax from the original due date until payment. The Pennsylvania underpayment interest rate for 2026 is 7% per year, set from the federal short-term rate and fixed for the full calendar year.7Pennsylvania Bulletin.
