Seattle does not have an income tax, and neither does the state of Washington. Your wages, salary, and tips are not subject to any state or city income tax withholding, and you will never file a Washington or Seattle income tax return. That said, Washington funds its government through other means, and a few of them show up on your pay stub or at the register in ways that can surprise people moving from an income-tax state.
Why There Is No State or City Income Tax
Washington has no individual or corporate income tax, period.1Washington Department of Revenue. Income Tax Whether you earn $30,000 or $3 million, no percentage comes out of your paycheck for the state. Seattle cannot create its own income tax either. Under RCW 36.65.030, no county, city, or combined city-county in Washington may levy a tax on net income.2Washington State Legislature. Revised Code of Washington 36-65-030 – Tax on Net Income Prohibited
The deeper reason is constitutional. Article VII, Section 1 of the Washington State Constitution requires all taxes to be uniform on the same class of property.3FindLaw. Washington Constitution Art 7 1 – Taxation In 1933, the Washington Supreme Court ruled in Culliton v. Chase (174 Wash. 363) that income is a form of property. That means any tax on income would have to be charged at a single flat rate rather than graduated brackets. Worse, Article VII, Section 2 caps all property tax levies at one percent of a property’s true and fair value.4Washington State Legislature. Amendment 95 (2002) – Art 7 Section 2 Limitation on Levies A flat income tax capped at 1% would raise too little to matter. Changing this would take a constitutional amendment, and voters have rejected several.
You are treated as a Washington resident for other state tax purposes if you keep a home here for personal use, hold a Washington driver’s license, register to vote in the state, or list a Washington address on your federal return, among other factors.5Washington Department of Revenue. Washington State Residency Definition You can qualify as a Washington resident even if another state also considers you one.
What Does Come Out of Your Paycheck
Two state-run insurance programs do show up as deductions. They are not income taxes, but they function like payroll taxes and reduce your take-home pay.
Paid Family and Medical Leave
Washington’s Paid Family and Medical Leave program covers paid time off for qualifying medical events, bonding with a new child, and certain military-connected situations. For 2026, the total premium is 1.13% of your gross wages, up to the Social Security wage cap of $184,500.6Washington State’s Paid Family and Medical Leave. Updates If your employer has 50 or more employees, you pay 71.43% of the premium and your employer pays the rest. At smaller workplaces, you may pay the full premium yourself, because employers with fewer than 50 workers are not required to contribute.7Washington State’s Paid Family and Medical Leave. WA Cares Fund
WA Cares is a state-run long-term care insurance program. The 2026 premium is 0.58% of gross wages with no earnings cap, paid entirely by the employee.8Employment Security Department / Paid Leave WA. Employer Wage Reporting and Premiums Toolkit Several groups qualify for exemptions: workers on non-immigrant work visas (automatically exempt starting January 1, 2026), workers who obtained a private-insurance opt-out before the December 31, 2022 deadline, veterans with a service-connected disability rating of 70% or higher, active-duty military spouses, and workers who live outside Washington.9WA Cares Fund. Exemptions
Combined, these two premiums run roughly 1.4% to 1.71% of your gross wages depending on employer size.
Seattle also levies a JumpStart payroll expense tax on large employers under Seattle Municipal Code Chapter 5.38, but it is paid by the business and employers are legally barred from passing the cost to employees through payroll deductions.10City Finance | seattle.gov. Payroll Expense Tax
Capital Gains Tax on Investment Sales
The closest thing Washington has to an income tax applies when you sell investments. The state imposes an excise tax on the sale or exchange of long-term capital assets like stocks, bonds, and business interests held more than one year. The base rate is 7% on gains above a standard deduction, and starting in 2025 an additional 2.9% applies to gains above $1 million, bringing the top combined rate to 9.9%.11Washington State Legislature. RCW 82.87.040 – Tax Imposed – Long-Term Capital Assets
The deduction is inflation-adjusted each year. For 2025 it was $278,000 per individual or per married couple filing jointly.12Washington Department of Revenue. Capital Gains Tax You pay only on the amount above the deduction, not on the full sale price.
Several categories of assets are exempt entirely:
- Real estate transferred by deed, contract, or judgment.
- Distributions from 401(k) plans, 403(b) accounts, IRAs, and similar retirement accounts.
- The portion of a gain from selling an interest in a privately held entity that is directly attributable to real estate the entity owns.13Washington State Legislature. Chapter 82.87 RCW – Capital Gains Tax
In 2023, the Washington Supreme Court upheld the tax in Quinn v. State, classifying it as an excise tax on the transaction of selling an asset rather than a property tax on the asset itself.14Washington State Courts. Quinn v State, No 100769-8 That classification is what keeps the tax outside the constitutional uniformity rules that would otherwise sink it.
Returns are due the same day as your federal income tax return, typically April 15. Late filing triggers a penalty of 5% of the tax owed per month or partial month, up to 25%.13Washington State Legislature. Chapter 82.87 RCW – Capital Gains Tax
Where Washington Actually Gets Its Revenue
Without income tax dollars, the state leans heavily on consumption and property.
The combined sales tax rate in Seattle is currently 10.55%, built from the 6.5% state rate plus local levies for the city, King County, and the Regional Transit Authority. That is among the highest combined rates in the country. Groceries bought for home consumption, prescription drugs, and insulin are exempt.
Property tax is the other major source. Bills are calculated as a dollar amount per $1,000 of assessed value, with the rate depending on which taxing districts your property sits in. The aggregate of all levies is constitutionally capped at one percent of true and fair market value, though voter-approved special levies for schools and other purposes can push the effective rate higher.4Washington State Legislature. Amendment 95 (2002) – Art 7 Section 2 Limitation on Levies
Several targeted excise taxes hit Seattle residents as well. Distributors pay $0.0175 per fluid ounce on sugary drinks sold inside city limits, a cost usually built into shelf prices.15City of Seattle. Sweetened Beverage Tax Vehicle owners in the Sound Transit district pay an annual Regional Transit Authority excise tax of 1.1% of the vehicle’s depreciated value at tab renewal.16Washington State Department of Licensing. Regional Transit Authority (RTA) Tax
Put together, the overall tax burden on a Seattle resident is not necessarily lower than in a state with an income tax. It is structured differently, falling more on spending and property than on earnings.
The SALT Deduction on Your Federal Return
Because you pay no state income tax, the sales tax election becomes the useful choice on your federal return. If you itemize on Schedule A, the IRS lets you deduct state and local sales tax or state income tax, but not both.17Internal Revenue Service. Publication 17 (2025), Your Federal Income Tax In Washington, sales tax is the only option, and with a 10.55% combined rate the deduction can be meaningful.
The total state and local tax deduction, covering sales tax plus property tax combined, is capped at $40,000 for 2025 returns ($20,000 if married filing separately), with the cap rising 1% a year through 2029.17Internal Revenue Service. Publication 17 (2025), Your Federal Income Tax For filers with adjusted gross income above $500,000, the cap phases down to $10,000. You can calculate the sales tax portion from actual receipts or from the IRS sales tax tables, which estimate the figure based on your income and location.
Estate Tax
Washington is one of roughly a dozen states with its own estate tax, separate from the federal one. For 2026, estates valued at $3,076,000 or less are exempt.18Washington Department of Revenue. Estate Tax Tables Estates above that owe tax on the excess at graduated rates. The state threshold is much lower than the federal exemption, so a Seattle resident’s estate can owe Washington estate tax even when no federal estate tax is due.
If You Are Self-Employed
The lack of an income tax does not mean freelance or business earnings go untaxed. Washington imposes a Business and Occupation (B&O) tax on gross receipts, meaning the tax applies to total revenue rather than profit. You do not need to file unless your annual gross income reaches $125,000, and a small-business credit reduces the effective tax for businesses earning under $250,000.1Washington Department of Revenue. Seattle separately requires most businesses operating in the city to hold a business license tax certificate, with annual fees tiered by prior-year taxable revenue starting at $73 for businesses under $20,000 and rising to $3,210 for those above $5 million.19City Finance | seattle.gov. Business Licenses Businesses with $4,000 or less in annual Seattle revenue and no physical city location are exempt from the license requirement.
