Does South Carolina Accept an International Driver’s License?

South Carolina does accept an International Driving Permit, but only as a translation of your home-country license, not as a license on its own. The state recognizes a valid foreign driver’s license under Section 56-1-30, and if that license isn’t in English, an IDP from an authorized issuer lets an officer read it during a stop. How long you can rely on this arrangement depends on your immigration status and whether you’ve put down roots in the state.1South Carolina Legislature. South Carolina Code 56-1-30 – Persons Exempt From Licensing Requirements

What South Carolina Recognizes

The statute exempts nonresidents aged sixteen or older from the state’s licensing requirements as long as they hold a valid license issued by their home country and keep a permanent address there.1South Carolina Legislature. South Carolina Code 56-1-30 – Persons Exempt From Licensing Requirements South Carolina doesn’t limit this recognition to countries that signed the 1949 Geneva Convention on Road Traffic. Any valid foreign license fits the statute.

An International Driving Permit is a separate document. It isn’t a license and doesn’t grant any driving privilege on its own. Its job is translation: it renders your license into English so law enforcement can read the categories and expiration date. The SCDMV advises visitors whose licenses aren’t in English to obtain one before arriving.2SCDMV. Visiting SC If your license is already in English, you don’t need an IDP at all.

The exemption also has a built-in limit. Under the same statute, you can’t claim nonresident status if you’ve “for all other intents and purposes” moved your residence into South Carolina. Signing a lease, taking a job, or enrolling your children in school can tip you into resident status even if you’ve never said so out loud.1South Carolina Legislature. What to Carry When You Drive

Your original, valid foreign license has to be on you whenever you’re behind the wheel. South Carolina law requires it in your “immediate possession,” not in a drawer at your hotel.1South Carolina Legislature. South Carolina Code 56-1-30 – Persons Exempt From Licensing Requirements

Carry your passport with its visa or entry stamp as well. That paperwork backs up your claim to nonresident status if an officer asks. Rental counters and police may also want to see a hotel booking or return ticket. Neither is legally required, but both help confirm you’re a visitor rather than a resident driving unlicensed.

If you brought an IDP, it travels with the foreign license, never instead of it. An officer who sees only the IDP has no license to check.

How Long You Can Drive on It

There’s no single countdown that applies to every foreign driver. The rule depends on why you’re in the state.

Tourists and Short-Term Visitors

On a tourist visa or visa waiver, your driving privilege runs for the length of your authorized stay. When your lawful presence ends, so does your right to drive, even if the license itself is still years from expiring. South Carolina doesn’t impose a separate 30- or 90-day driving window on top of your immigration status.

Students on F-1 and J-1 Visas

Students sit in a harder spot because their stay is tied to a program rather than a fixed date. The Department of Homeland Security notes that F and M students and their dependents may drive in the United States, often on temporary licenses.3Study in the States. Driving in the United States Clemson University advises international students to apply for a South Carolina license within their first 90 days, even if they hold a valid IDP, to avoid being treated as unlicensed residents.4Clemson University. Employed Foreign Nationals From Reciprocal Countries

If you’re working in South Carolina, at least eighteen, and your home country meets two conditions, the exemption gets much longer. The country’s licensing standards must be at least as strict as South Carolina’s, and it must grant reciprocal driving rights to South Carolinians. Qualifying workers and their dependents may drive on the foreign license for up to five years. The SCDMV decides which countries make the list, so confirm your country’s status with them directly.1South Carolina Legislature. Returning Military Personnel

Active-duty service members coming back to the United States with a foreign license or an Armed Services license can drive in South Carolina for up to 90 days from the date of their return.1South Carolina Legislature. South Carolina Code 56-1-30 – Persons Exempt From Licensing Requirements

You Still Need Insurance

Foreign license holders have to meet the same liability minimums as everyone else: $25,000 for bodily injury to one person, $50,000 for bodily injury to two or more people in one accident, and $25,000 for property damage.5South Carolina Legislature. South Carolina Code of Laws Title 38 Chapter 77 Driving without that coverage adds a $550 uninsured motorist fee to any other penalty.

A rental car’s policy usually covers these minimums; confirm the details at the counter. Borrowing a private vehicle is more complicated. Insurance in South Carolina generally follows the car, so the owner’s policy may extend to you, but some insurers restrict or exclude coverage for drivers with foreign licenses. The owner should check with their insurer before handing over the keys. If you’ll borrow cars regularly and can’t be added to a policy, a non-owner liability policy is worth looking into.

When You Have to Switch to a South Carolina License

Once you’ve established residency, the SCDMV gives new residents 45 days to apply for a South Carolina license.6SCDMV. Moving to SC – License After that, your foreign license no longer covers you.

Not every branch handles international applications, so check which offices offer international customer services before you go. Bring originals in each of these categories:7South Carolina Department of Motor Vehicles. International Customers’ Checklist MV-94

  • Proof of identity, date and place of birth, and authorized stay. An unexpired passport with a valid visa plus your I-94 arrival record is the usual combination. Permanent residents can use an unexpired green card.
  • Proof of a South Carolina address, such as a current lease or a utility bill mailed to you.
  • A document corresponding to your specific visa category that confirms your current authorized length of stay.
  • Your Social Security card, or a letter from the Social Security Administration confirming you aren’t eligible for one.

Every applicant takes a vision screening. Whether you also sit for the written knowledge exam and the road skills test depends on your home country. If the SCDMV treats your country’s standards as at least as strict as its own and a reciprocal agreement is in place, a direct exchange may be possible. Otherwise, plan on both tests. The branch issues a temporary driving certificate, and the permanent card arrives by mail.7South Carolina Department of Motor Vehicles. International Customers’ Checklist MV-948SCDMV. Where to Get a Legitimate IDP

In the United States, only two organizations are authorized by the State Department to issue International Driving Permits: the American Automobile Association (AAA) and the American Automobile Touring Alliance (AATA).10USAGov. International Driver’s License for U.S. Citizens Any other website selling IDPs is selling a forgery. The Federal Trade Commission has warned that scammers run polished-looking sites offering fake IDPs at inflated prices to steal money and personal information.11Federal Trade Commission (FTC). Planning to Drive in Another Country? Here’s How to Avoid International Driver’s Permit Scams

If your home country has its own authorized IDP issuer, obtain the permit there before you travel. South Carolina does not issue IDPs and does not recognize unofficial third-party documents that claim to serve as them. Showing an officer a fake IDP is worse than showing nothing, because you’ll be treated as driving without valid documentation.

Penalties If You Get It Wrong

If your foreign license has expired, you’ve overstayed your visa, or your IDP turns out to be fraudulent, South Carolina treats the situation as driving without a license under Section 56-1-440. The offense is a misdemeanor, and the penalties climb with each conviction:12South Carolina Legislature. South Carolina Code 56-1-440 – Penalties for Driving Without License, Summary Court Jurisdiction

  • First offense: a fine between $50 and $100, or up to 30 days in jail.
  • Second offense: a $500 fine, or up to 45 days in jail, or both.
  • Third and subsequent offenses: imprisonment for 45 days to six months.

The statute carves out one defense. If you can prove to the court that you actually held a valid license when you were stopped, the charge must be dismissed. That matters if your license was valid but simply wasn’t on you at the time.12South Carolina Legislature. South Carolina Code 56-1-440 – Penalties for Driving Without License, Summary Court Jurisdiction

Officers may also impound the vehicle, especially if no licensed driver is available to take over or the license problem comes alongside another violation. Missing a court date can produce a bench warrant, which creates immigration trouble on top of the criminal charge.

Commercial Driving Is a Separate Question

Everything above covers standard passenger vehicles. Commercial driving runs on a separate federal track. The Federal Motor Carrier Safety Administration restricts non-domiciled Commercial Driver’s Licenses, and as of March 2026 only H-2A, H-2B, and E-2 visa holders are eligible. No other nonimmigrant category qualifies, and applicants must document lawful status at issuance, renewal, and each address change; a Form I-797C alone is not enough.13FMCSA.
