If you live in Washington County, Oregon and your address sits inside the Portland Vehicle Inspection Area, your 1975-or-newer gas, diesel, or hybrid vehicle must pass a Department of Environmental Quality emissions test every two years before you can renew its registration.1Oregon Department of Environmental Quality. New to Oregon and DEQ? – Vehicle Inspection The test costs $25, and you only pay if the vehicle passes.2Oregon Department of Environmental Quality. Vehicle Inspection – Fees Most of the county falls inside the boundary, but a few rural edges do not, so the first thing to do is confirm your own address.
Check Whether Your Address Is Inside the Boundary
DEQ publishes an online testing boundary lookup. Enter your address and you will see immediately whether your registration falls within the Portland Vehicle Inspection Area.3Oregon Department of Environmental Quality. Testing Boundaries – Vehicle Inspection A faster shortcut: look at your DMV renewal notice. If the DEQ box says “Yes,” you need a passing test before DMV will issue new tags.4Oregon Driver & Motor Vehicle Services. Vehicle Registration – Renew/Replace/Transfer
Which Vehicles Need Testing and Which Do Not
Oregon Administrative Rule 340-256-0300 covers anyone who owns or leases a 1975-or-newer vehicle registered inside the Portland Vehicle Inspection Area, including gasoline, diesel, and hybrid vehicles with internal combustion engines.5Legal Information Institute. Oregon Admin Code 340-256-0300 – Emission Control System Inspection: Scope New vehicles get a grace period. They are exempt from the OBD test until January 1 of the calendar year four years after their model year, so a 2025 model would not need testing until 2029. After that, it is every two years, timed to your registration renewal.
Several categories never need to visit a Clean Air Station:

- Fully electric vehicles, since they have no tailpipe emissions.6Oregon Department of Environmental Quality. Vehicles Tested and Exempted

- Certain heavy-duty diesel vehicles, which may qualify for a separate exemption through DEQ.
Where to Get Tested in Washington County
Two Clean Air Stations sit inside the county: the Sunset Station in Hillsboro and the Sherwood Station. You are not assigned to one based on your address, so if a Portland location such as Northeast, Clackamas, or Gresham is more convenient on a given day, use it.7Oregon Department of Environmental Quality. What to Bring, What It Costs, and How Long It Takes
You do not need any paperwork for the test itself. Just drive the vehicle in; the technician looks everything up electronically.1Oregon Department of Environmental Quality. New to Oregon and DEQ? – Vehicle Inspection If you want to finish your registration renewal at the same window, bring your DMV renewal notice or current registration card so you can buy tags on the spot.4Oregon Driver & Motor Vehicle Services. The fee is $25, paid only after the vehicle passes and receives a Certificate of Compliance.2Oregon Department of Environmental Quality. Vehicle Inspection – Fees A failed test costs you nothing that day. Registration fees collected at the station are separate and go to DMV and the county.
For most cars, the test is an OBD scan: the technician plugs a reader into the diagnostic port under the dash, and the system pulls data straight from the vehicle’s emissions computer. Older vehicles get a basic idle-mode tailpipe check instead. The whole visit usually takes just a few minutes, and results upload to the state system immediately.8Oregon Department of Environmental Quality. Prepare for the Test – Vehicle Inspection
How to Avoid an Automatic Failure
A lit check engine light is the fastest way to fail. The OBD scan checks whether the malfunction indicator light has triggered, and if it has, the vehicle fails automatically.9Oregon Secretary of State. Oregon Administrative Rule 340-256-0355 – Emission Control System Inspection: Emissions Control Test Method for OBD Test Program Low or missing battery voltage at the diagnostic port will also fail you.
Do not disconnect the battery to clear a warning light before your test. That resets the vehicle’s internal monitors, and the OBD system needs a certain amount of driving before those monitors are “ready” again. Show up too soon and the vehicle registers as “not ready” and cannot pass. After any emissions repair, ask your mechanic to confirm the vehicle is inspection-ready so you do not waste a trip.10Oregon Department of Environmental Quality. Failed Vehicle – Vehicle Inspection
If Your Vehicle Fails
You will leave with a fail form that explains what went wrong. Take it, along with your test results, to a mechanic for diagnosis and repair.10Oregon Department of Environmental Quality. Failed Vehicle – Vehicle Inspection
One thing to know up front: Oregon does not offer a repair cost waiver. Many other states let you renew after spending a set amount on repairs even if the vehicle still fails. Oregon does not. Every failing vehicle has to be fully repaired before it can pass, with no spending threshold that gets you off the hook.11Oregon Department of Environmental Quality. The relief is that retests are free. Once repairs are done, return to any Clean Air Station at no charge. You pay the $25 only when the vehicle finally passes.10Oregon Department of Environmental Quality. Failed Vehicle – Vehicle Inspection
If repair costs are a hardship, you may qualify for the Clean Air Partners Program. Eligibility requires a 1996-or-newer model year, a failed OBD test, and minor emissions-related repair needs. The program uses donation funds to help cover repair costs for qualifying Portland-area owners.10Oregon Department of Environmental Quality. Failed Vehicle – Vehicle Inspection
What Happens If You Skip the Test
Because the DEQ and DMV systems are linked, skipping the test means you simply cannot renew your registration.8Oregon Department of Environmental Quality.
