Yes — Washington State insurance does cover dental, but how depends on which kind of coverage you have. Apple Health, the state’s Medicaid program, includes dental benefits for both children and adults at no cost. Plans sold through Washington Healthplanfinder, the state’s ACA marketplace, do not build dental into their medical plans, so adults who want coverage buy a standalone dental plan. Employers in Washington are not required to offer dental at all, with one narrow exception for employees’ children. And residents without any insurance can still get care through community health centers that charge on a sliding scale.
What Apple Health Dental Covers
Apple Health is administered by the Washington State Health Care Authority, and dental benefits are included across all its eligibility categories.1Washington State Health Care Authority. One point that trips up enrollees: dental is not run through the managed care plan you may have for medical care. It’s billed through the state’s ProviderOne system, so you present your ProviderOne card at the dentist, not your managed care card.3DentistLink. Apple Health Medicaid Covers Dental Care
Adults 21 and Older
The state calls the adult benefit “comprehensive dental coverage,” restored in January 2014 after several years of being limited mostly to emergencies.2Arcora Foundation. Medicaid Facts and Figures Covered services include:

Children’s coverage is also reinforced by the federal Early and Periodic Screening, Diagnosis, and Treatment rule, which requires coverage of any medically necessary care, even if it’s not on the standard benefit list. Who Qualifies for Apple Health
Eligibility is based on household income compared to the Federal Poverty Level. Adults 19 to 65 qualify at or below 138% of FPL, which was roughly $21,597 a year for a single person as of April 2025. Children qualify for free coverage up to 215% of FPL, and premium-based coverage is available between 215% and 317% of FPL. Most applicants face no asset or resource test.1Washington State Health Care Authority. Apple Health Coverage Categories

Washington also launched Apple Health Expansion in July 2024 for low-income immigrants who don’t qualify for traditional Apple Health because of immigration status. The program includes dental and is funded by the state at about $76.8 million a year, with roughly 13,000 enrollment slots. Those slots filled within 48 hours, and about 17,000 people were on the waiting list as of April 2025. A 2025 legislative effort to lift the cap did not advance.11Washington State Standard. Buying Dental Through Washington Healthplanfinder
If you don’t qualify for Apple Health, you can buy a standalone dental plan through Washington Healthplanfinder. The medical plans on the exchange do not include adult dental, so dental is a separate purchase.12Washington Healthplanfinder. Get Coverage
For 2026, monthly premiums for a single adult run between $18 and $47, with offerings from Delta Dental of Washington, LifeWise WA, Dentegra, and Companion Life (EMI Health), plus Kaiser dental plans in Clark and Cowlitz counties.13Washington Health Benefit Exchange. Pediatric dental is an essential health benefit under the ACA, and Washington meets that requirement through its standalone dental plans. Dental Through an Employer
Washington law does not require employers to offer dental insurance, and neither does the ACA. The ACA requires employers with 50 or more full-time workers to provide minimum health benefits, but there is no federal mandate for separate dental or vision. The exception is pediatric: if an employee’s health plan covers a child under 19, essential health benefits including pediatric dental and vision must be included. Employers with fewer than 50 full-time workers have no ACA obligation to offer health insurance at all.16MRSC. Health Insurance
If You’re Uninsured
Several options exist for Washington residents who don’t have Apple Health or private dental coverage.
DentistLink is a free referral service run by the Arcora Foundation with the Health Care Authority. It connects both insured and uninsured residents to dental providers through an online directory, a phone or text line at 844-888-5465 on weekdays, or an online request form. Interpretation and help arranging transportation are available.17DentistLink. DentistLink Home
Federally Qualified Health Centers around the state offer dental care on a sliding fee scale based on income and family size. What’s Changing for 2026
The Health Care Authority set up the Apple Health Oral Health Advisory Workgroup in January 2025 to recommend benefit improvements, focused on expanding access for people with disabilities and reviewing new service codes, though none have been finalized. On the administrative side, crown build-up and post-and-core services no longer require prior authorization for clients age 20 and younger, and new prior authorization forms for dental prostheses took effect in April 2026.8Washington State Health Care Authority. Budget proposals in the 2025 legislative session included significant cuts to Apple Health dental reimbursement. The House budget package proposed cutting adult dental rates by roughly $38 million and children’s dental rates by roughly $46 million over the 2025–2027 biennium.22Washington State Hospital Association. Inside Olympia: House and Senate Release Proposed Budgets Dental advocates have said the cuts could reduce the number of providers willing to see Apple Health patients, which would affect how easily enrollees can book an appointment even though the benefits themselves remain in place.
