The 30-Day Deadline for New Residents
If you’ve moved to West Palm Beach from another state, Florida gives you 30 days to get a Florida license once you take a job, start a business, or enroll a child in public school.2The Florida Legislature. Florida Code 322.031 – Nonresident; When License Required The same clock applies to your spouse and dependents.

Documents to Bring
Florida follows the federal REAL ID Act, so the document rules are strict.4Florida Senate. Florida Code 322.08 – Application for License Bring originals or certified copies in three categories. Photocopies and digital versions are not accepted.
Proof of Identity
One primary identification document. The common choices are a certified U.S. birth certificate, a valid unexpired U.S. passport, or a REAL ID-compliant license from another state.4Florida Senate. Florida Code 322.08 – Application for License If your current legal name doesn’t match your primary ID because of marriage, divorce, or a court order, bring every document that connects the two names.5Florida Department of Highway Safety and Motor Vehicles. What to Bring A single marriage certificate showing both your birth and current name is enough on its own.
Proof of Social Security Number
Bring a document showing your full Social Security number: a Social Security card, W-2, 1099, or military ID card.4Florida Senate. Florida Code 322.08 – Application for License
Two Proofs of Residential Address
You need two separate documents listing your West Palm Beach address.6Florida Department of Highway Safety and Motor Vehicles. Certification of Address Form A deed, mortgage statement, lease, property tax bill, voter registration card, vehicle registration, utility bill, bank statement, or document from a government agency all qualify. Utility bills, bank statements, and similar time-sensitive paperwork usually must be dated within the last 60 days.
If you don’t have two documents in your own name, someone you live with can vouch for your address with a Certification of Address form plus their own two proofs. That person either appears with you at the counter or has the form notarized.
Non-U.S. Citizens
If you aren’t a U.S. citizen, bring original USCIS proof of legal immigration status along with the standard documents. The immigration document must have at least 61 days remaining before it expires, and anything in a foreign language needs a written English translation. Any name changes must be updated with USCIS and the Social Security Administration at least 48 hours before your visit.

What Happens at the Appointment
After check-in, staff review your documents and run you through the required screenings. Every Class E applicant takes a vision test and a hearing test.9Florida Department of Highway Safety and Motor Vehicles. General Information If your vision falls below 20/40, you’ll be sent to an eye specialist before you can continue. Deaf and hard-of-hearing applicants aren’t disqualified; they receive a restriction requiring an outside left rearview mirror or a hearing aid while driving.
If you’re transferring a valid out-of-state license, the vision and hearing screenings are the only tests you take. Everyone else also takes a written knowledge exam and a behind-the-wheel driving test.9Florida Department of Highway Safety and Motor Vehicles. General Information
The Knowledge Exam
The written test is multiple choice and covers Florida traffic laws, road signs, and safe driving practices. Study the official Florida Driver’s Handbook. First-time applicants who have never held a license in any state or country must also complete a four-hour Traffic Law and Substance Abuse Education (TLSAE) course before applying.10Florida Department of Highway Safety and Motor Vehicles. Traffic Law and Substance Abuse Education TLSAE is taken online through state-approved providers and is separate from the in-office exam.
The Driving Skills Test
You bring your own vehicle for the road test, and the examiner inspects it first. The car needs a valid registration, a valid license plate, and proof of insurance showing Florida’s required Personal Injury Protection and Property Damage Liability coverage (minimum $10,000 each).11Florida Department of Highway Safety and Motor Vehicles. Florida Insurance Requirements It also needs to be in safe operating condition: working headlights, brake lights, turn signals, horn, windshield wipers, seatbelts, and an emergency brake. Both doors must open from inside and outside, and the windshield must give a clear view in every direction. A vehicle that fails inspection means a rescheduled test.
Fees
Florida sets license fees by statute, and every Palm Beach County service center charges the same amounts.

REAL ID Compliance
Federal REAL ID enforcement began on May 7, 2025.14Transportation Security Administration. REAL ID Without a REAL ID-compliant license, marked with a gold star in the corner, your driver license alone won’t get you through TSA for a domestic flight or into certain federal buildings. Any new Florida license issued in person meets the standard, so a first-time applicant who brings the required documents walks out REAL ID compliant.
After the Appointment
Once you pass your tests, pay your fees, and have your photo taken, you leave with a temporary paper permit that’s legally valid for driving. The hard-plastic REAL ID card arrives at your verified address in two to three weeks.15Florida Department of Highway Safety and Motor Vehicles. Renew or Replace Your Florida Driver License or ID Card If 30 days pass without a card, open an inquiry with FLHSMV through their online customer service portal. The state will not resend a card before that 30-day window, so earlier calls won’t move anything.
Renewing Later
Florida licenses are valid for eight years.16Florida Department of Highway Safety and Motor Vehicles. Driver Licenses and ID Cards The state mails a renewal notice at least 30 days before your birthday in the year the license expires. Florida allows one online renewal through the MyDMV Portal per renewal cycle for a $2 processing fee; if you renewed online last time, you have to come in person this time.15Florida Department of Highway Safety and Motor Vehicles. Renew or Replace Your Florida Driver License or ID Card You can renew up to 12 months after expiration, but you’ll owe the $15 late fee and may be required to retake the written exam.17Florida Senate.
