Driving Permit Rules for Drivers Over 18 in Washington State

If you’re 18 or older in Washington, you aren’t required to get an instruction permit before taking your road test, but you also can’t legally practice on public streets without one. That’s the practical reason most adults get one anyway. The driving permit rules over 18 in Washington State are set by the Department of Licensing: the permit costs $35, lasts one year, and comes with real restrictions on who can be in the car with you and what you can do while driving.1Washington State Department of Licensing. Who Qualifies

Adults clear the age requirement easily; the minimum is 15½. The gating step is testing. Before DOL will hand you a permit, you have to pass every part of the licensing exam except the behind-the-wheel driving test.2Washington State Legislature. Washington Code 46.20.055 – Instruction Permit

At the office, that works out to two things. A vision screening confirms you can see well enough to drive safely; bring your glasses or contacts if you use them, and the permit will note the restriction.3Washington State Department of Licensing. Medical and Vision Screening Then you’ll take the written knowledge test on traffic laws, signs, and safe driving. A passing score stays valid for two years, and the test is offered in multiple languages. If you fail, there may be a waiting period before you can retest.4Washington State Department of Licensing. What to Bring to the DOL Office

You’ll need to prove three things: who you are, your Social Security number, and that you live in Washington. For identity, Washington accepts a single strong document (such as a U.S. passport or an out-of-state driver license with photo and signature), two documents from DOL’s A list, or a combination that pulls from the A and B lists.5Washington State Legislature. WAC 308-104-040 DOL’s document guide spells out which items fall where.6Washington State Department of Licensing. You can pre-apply through a License Express account on DOL’s website, which cuts down the time at the counter.7Washington State Department of Licensing. Pre-Apply Online You still have to schedule an in-person appointment for the document check, vision screening, knowledge test, photo, and the $35 fee. You’ll leave with a temporary paper permit; the card arrives by mail in about 7 to 10 days.8Washington State Department of Licensing. One boundary worth knowing: an instruction permit does not cover motorcycles. Riding requires a separate motorcycle endorsement process.2Washington State Legislature. Washington Code 46.20.055 – Instruction Permit

Rules You Must Follow While Driving

A permit is not a license. The restrictions apply every time you get behind the wheel, and they’re stricter than what full license holders face.

A qualifying supervisor has to be next to you. That means a licensed driver with at least five years of experience, or a certified driving instructor, in the front passenger seat. Driving alone is not allowed under any circumstances.2Washington State Legislature. Washington Code 46.20.055 – Instruction Permit

No wireless devices, including hands-free. You can’t use a cell phone or any other wireless communications device while driving on a permit. The hands-free ban is what trips people up, because it goes beyond the usual rule for licensed drivers. The only exceptions are calling to report a crime, calling for emergency help, or preventing injury.2Washington State Legislature. Washington Code 46.20.055 – Instruction Permit

Carry the permit. You need the physical permit on you whenever you drive. Without it, you’re driving without authorization as far as a traffic stop is concerned.

How Long the Permit Lasts and How to Renew

The permit is valid for one year from the date it’s issued. If you aren’t ready for the road test by then, DOL can issue one additional one-year permit. A third permit is possible in some cases, if the department determines you’re actively working to improve your driving skills.2Washington State Legislature. Each renewal is $25 rather than the initial $35, and you submit a new application each time.2Washington State Legislature. Let the score lapse and you’re back to the knowledge test.4Washington State Department of Licensing. Do I Need to Take a Test?

Taking the Road Test

Adults 18 and older in Washington do not need to complete a formal driver training course before the driving test. Practice time with your supervising driver is enough.1Washington State Department of Licensing. Driver License Application: Ages 18+

You’ll bring a vehicle in safe working condition. The examiner checks headlights, brake lights, turn signals, mirrors, seatbelts, and the horn before starting. Bring current registration and proof of insurance. If anything fails the pre-test inspection, the test gets rescheduled. The test itself covers basic maneuvers: turns, lane changes, parking, and responding to signs and signals. Pass, and you get a temporary license on the spot with the permanent card mailed to you. There’s no intermediate or provisional stage for adults.
