Michigan’s Department of Technology, Management & Budget publishes DTMB bid results in two places depending on what was bought: construction bid tabulations are posted as downloadable PDFs on the Construction Bid Results page, usually finalized by noon on the Thursday after the bid opening,1Michigan Department of Technology, Management & Budget. Construction Bid Results and bids for services, IT, and commodities are posted on the Contract Connect Bid Proposals page and through the SIGMA Vendor Self Service portal.2Michigan Department of Technology, Management & Budget. Bid Proposals One thing to know before you open the file: the lowest price on the sheet is not automatically the winner.
Where the Results Live
Construction bid tabulations sit on the DTMB’s Construction Bid Results page, organized by bid opening date. Each PDF lists every bidder that submitted and their pricing. The page itself notes that best value determinations may change which bidder ultimately gets the contract.1Michigan Department of Technology, Management & Budget. Construction Bid Results
Everything else — services, equipment, supplies — runs through SIGMA, Michigan’s centralized solicitation system. SIGMA has a public access function that lets anyone view solicitations and posted bid submissions without a registered vendor account.3Michigan Department of Technology, Management & Budget. How to Register as a Vendor Copies of bidder submissions are also mirrored on the DTMB’s Bid Proposals page for direct review.2Michigan Department of Technology, Management & Budget. Bid Proposals
Searching is fastest if you already have the solicitation number. Enter it directly. Otherwise, you can filter by keyword and narrow to “Closed” status, which pulls only solicitations where the submission deadline has already passed and results would be posted or forthcoming.
How to Read a Bid Tabulation
A tabulation is a side-by-side comparison of every submission the state received for one project or purchase. Each row shows a bidder’s name, their unit prices for individual line items, and their total bid amount. That’s it. You can see who bid, what they offered, and how they ranked on price.
What a tabulation does not show is the final answer. These are initial offers. They don’t necessarily reflect a final negotiated price, and they don’t tell you who won. The document confirms that the listed bids arrived before the deadline and were logged according to state procedures. The award decision is a separate step.
Why the Lowest Number Isn’t Always the Winner
For construction projects funded in whole or in part with state money, PA 430 of 2012 amended the Management and Budget Act to require awards go to the “responsive and responsible best value bidder.”4Michigan Department of Technology, Management & Budget. Best Value Construction Contract Bidder Evaluation That phrase does real work, and it changes how you interpret the tabulation.
On construction contracts under $250,000, best value is primarily based on the lowest responsive and responsible bid. Price still dominates on smaller projects. On larger ones, the state weighs qualitative factors — technical design, the quality of proposed personnel, management plans — alongside price.4Michigan Department of Technology, Management & Budget. Best Value Construction Contract Bidder Evaluation A bidder with a somewhat higher price can win if their approach, team, or track record justifies the difference.
For non-construction procurement, the DTMB similarly looks past price. Best value in those solicitations can consider quality, expertise, scheduling, environmental practices, Michigan economic impact, and compliance with labor laws.
Responsive and Responsible
Two other words shape every award. A responsive bid follows the solicitation’s instructions and meets every mandatory requirement. If the solicitation asks for three references and a bidder submits two, that bid is non-responsive no matter what price is on it.
A responsible bidder is one that can actually do the work. The state looks at financial stability, technical capability, professional expertise, past performance on government and private contracts, insurance and bonding capacity, and business integrity.4Michigan Department of Technology, Management & Budget. Best Value Construction Contract Bidder Evaluation A low bidder with a history of defaulting or signs of financial distress can be found non-responsible and passed over.
So when you compare a posted tabulation to the eventual award, a higher-priced bidder winning doesn’t mean the process went sideways. It usually means the lower bidder was non-responsive, non-responsible, or outscored on qualitative factors.
When Results Become Public
Timing explains why you sometimes can’t see what you’re looking for. Under the Management and Budget Act, bids, quotes, proposals, and the state’s internal evaluation records are exempt from Freedom of Information Act disclosure until the state issues its final notification of award.5Michigan Legislature. Michigan Compiled Laws MCL 18.1261 Michigan’s FOIA statute carries the same timing: bids and proposals are exempt until the public bid opening or, where there isn’t one, until the submission deadline passes.6Michigan Legislature. Michigan Compiled Laws Act 442 of 1976 – Freedom of Information Act Trade secrets and proprietary financial information submitted with a bid stay exempt permanently, even after the award.
Once the state announces the award, most of the remaining bid records become available.
The Recommendation of Award and the Protest Window
After the evaluation wraps up, the DTMB posts a Recommendation of Award. That announcement signals which vendor the state intends to hire. It is not yet a binding contract. It also starts a protest window during which other bidders can challenge the decision.
The protest deadline sits inside the solicitation documents themselves. Check your specific solicitation for the exact date and time, because missing the window generally forecloses the chance to contest the award. If the deadline falls on a weekend or state holiday, a protest can be submitted by the published time on the next business day.
What Belongs in a Protest
A protest letter should include the solicitation number, a clear description of the facts you believe constitute an error, and the remedy you’re seeking. Vague disagreement with the outcome won’t get traction. Strong protests identify one or more of the following:
- A specific Michigan statute that was violated, such as a required preference that wasn’t applied.
- A procurement policy that wasn’t followed, such as a conflict of interest, fraud, or ethics violation.
- A solicitation instruction that was ignored, such as the published evaluation and award criteria.
One tactical point worth keeping in mind: concerns about the solicitation specifications themselves, like overly restrictive requirements that appear to favor one vendor, belong in the question-and-answer period before bids are due. Waiting until after the award to protest a specification issue you knew about earlier weakens the protest significantly.
If the Portal Doesn’t Have What You Need
If the Construction Bid Results page, Bid Proposals page, or SIGMA public access don’t show the record you want, Michigan’s Freedom of Information Act is the backup. Any person can submit a written FOIA request to the DTMB describing the procurement records they want to inspect or copy.6Michigan Legislature. Michigan Compiled Laws Act 442 of 1976 – Freedom of Information Act
The same timing rules apply. Before the award notification, evaluation records stay closed. After it, most records open up, though the DTMB can still redact trade secrets and proprietary financial information. When a record mixes exempt and non-exempt material, the department has to separate them and release what it can.
The broader statutory frame is Public Act 431 of 1984, which requires the DTMB to use competitive solicitation for state purchases unless a narrow exception applies.5Michigan Legislature. Michigan Compiled Laws MCL 18.1261 That’s the reason bid tabulations exist and get posted in the first place: the default rule is competition, and the posted results are the public record of it.
