If you were convicted of a DUI or a wet reckless in the Fairfield area, you have to finish a state-licensed alcohol and drug education program before the DMV will fully restore your license, and the court requires it as a condition of probation. DUI classes in Fairfield, CA run anywhere from 12 hours over six weeks to 30 months of counseling, depending on your blood alcohol concentration and whether you have prior convictions within the last ten years. Every program must be licensed by the California Department of Health Care Services (DHCS), and for Solano County residents that almost always means enrolling with a provider physically located in the county.
Which Program Length You Have to Complete
California sets the length of your program based on your conviction, your BAC at arrest, and your prior record. Your court minute order or the DMV’s Order of Suspension tells you exactly which tier applies. If the two documents disagree, you have to complete the longer one.1California Department of Health Care Services. Driving-Under-the-Influence Programs
- Wet reckless (Vehicle Code 23103.5): 12 hours of alcohol and drug awareness classes over six weeks. Only available when the prosecution reduces the original DUI charge.
- First DUI, BAC under 0.20%: 30 hours over three months, combining education and group counseling.
- First DUI, BAC 0.20% or higher: 60 hours over nine months, with extra counseling for the high-BAC tier.
- Second DUI within 10 years: 18 months, including 52 hours of group counseling, 12 hours of education, 6 hours of community reentry monitoring, and biweekly individual interviews during the first year.
- Third or subsequent DUI: 30 months (where the county elects to offer it), with 78 hours of group counseling, 12 hours of education, 120 to 300 hours of community service, and regular individual interviews.
Finding a Licensed Provider Near Fairfield
DHCS licenses every DUI program in California and does not license any fully internet-based program. Online-only classes will not satisfy your court or DMV requirement. Some licensed providers mix in-person and virtual sessions, but all of them have to maintain a physical location where you can attend in person.2California Department of Health Care Services. You can only enroll in a program located in the county where you were convicted, the county where you live, or a county that holds a reciprocal agreement with your home county.2California Department of Health Care Services. Not every provider runs the longer 18-month or 30-month tracks, so call ahead and confirm the provider handles your specific program before you pay anything.

What to Bring When You Enroll
State regulations require the provider to verify your offense before enrolling you.4Legal Information Institute. California Code of Regulations Title 9 Section 9848 – Participant Enrollment Bring:
- Photo identification.
- Your DS 367, the pink Admin Per Se temporary license and suspension order the arresting officer handed you.
- Your court minute order or abstract, which specifies the program type and any enrollment deadline. Enroll before that deadline; missing it means the court has to issue a new order.
- A driving record. The DMV discontinued the old H6 printout. You can order a K4 driving record online for $2 (unofficial) or request an official INF 1125 record in person or by mail for $5.5California Association of DUI Treatment Programs. DUI Program Enrollment Guidelines Technical Assistance
If you are missing any of this paperwork, call the provider first. They can usually tell you what alternative documents they accept so you don’t waste a trip.
What the Classes Cost
DUI programs in California are funded entirely by participant fees, with no state subsidy. DHCS approves each provider’s fee schedule, so pricing is regulated but still varies.6California Legislative Information. California Code Health and Safety Code HSC 11837.4 As a general range, a 12-hour wet reckless program runs in the low hundreds of dollars; an 18-month program typically falls between $1,500 and $1,800. Providers are required by law to offer a payment plan for the full program cost, so you should not have to pay the whole amount upfront.
If the standard fees are out of reach, you have the right to a financial assessment. Based on the results, you may qualify for a reduced fee or a maximum payment of $5 per month. The criteria are set by state regulation, not the provider, so the program cannot refuse to run the assessment.7New York Codes, Rules and Regulations. 9 CCR 9879 – Financial Assessment to Determine Participants Ability to Pay Program Fees Ask for it at your first visit if money is tight. Waiting until you have already missed payments creates problems the assessment cannot fix.
The hardship assessment applies only to the DUI program’s own fees. It does not reduce court fines, the DMV’s $125 reissue fee, or your insurance premiums.
Don’t Miss the 10-Day DMV Hearing Window
This is the deadline most people overlook. When you were arrested, the officer took your license and handed you the pink DS 367, which acts as a temporary license for 30 days. Your regular suspension starts automatically on day 31 unless you request an administrative hearing from the DMV within 10 days of the suspension order.8Department of Motor Vehicles. Driving Under the Influence
Requesting the hearing doesn’t guarantee you’ll win, but it does temporarily stay the suspension while the hearing is pending, which can keep you legal to drive for weeks or months longer. Let the 10 days pass and you lose the right to challenge the administrative suspension at all. Your license goes down on day 31 regardless of what happens in court.
How the Class Connects to Getting Your License Back
Your DUI program talks directly to the DMV through two electronic forms that mark the start and end of your participation.
When you enroll, the provider submits a Proof of Enrollment Certificate (form DL 107) to the DMV. That document is what lets you apply for a restricted license, which is why most providers process it the same day you enroll. The provider also sends a copy to the court and gives you a participant copy.9New York Codes, Rules and Regulations. 13 CCR 120.01 – Acquisition and Use of Proof of Enrollment Certificates When you finish all required hours, counseling sessions, and interviews, the provider electronically submits a Notice of Completion Certificate (form DL 101). That transmission is the final educational requirement for full reinstatement.10Department of Motor Vehicles. Participants Certification of DUI Program Enrollment or Completion DL 804
To actually get a restricted license, the DL 107 is only one piece. You also need proof of ignition interlock device installation (form DL 920), a California Insurance Proof Certificate (SR-22) from your auto insurer, and payment of the fees: $125 reissue plus $103 in IID administrative service fees.11Department of Motor Vehicles. Statewide Ignition Interlock Device Pilot Program The SR-22 is a certificate your insurer files with the DMV confirming you carry at least the minimum required liability coverage, and California requires it on file for three years. If the policy lapses during those three years, the insurer notifies the DMV and your license is suspended again.12Department of Motor Vehicles. DUI First Offenders Alcohol Involved Non-Injury
All of this is why getting into a class quickly matters. The DMV will not even process a restricted license application until the program has submitted your enrollment certificate.
What Happens If You Drop Out
Skipping sessions or dropping out creates problems on two fronts. In court, failure to complete the program violates your probation. A judge can add community service, extend classes, or revoke probation entirely and impose the original jail sentence from your DUI conviction. At the DMV, you simply will not get your license back. Reinstatement is not processed without a DL 101 from a licensed program.
If you need to pause for a legitimate reason, talk to the program about a leave of absence before you stop showing up. Most programs terminate your enrollment after 21 days without attendance, at which point they refer you back to court and you may have to start over with a new enrollment.
