Dutchess County tax rates come in several layers: an 8.125 percent combined sales tax on most purchases, property taxes that vary by town and school district, a 5 percent hotel occupancy tax, a mortgage recording tax on new home loans, and New York State’s real estate transfer tax when property changes hands. Here is what each one costs and how it is calculated.
Sales Tax: 8.125 Percent
Every taxable purchase in Dutchess County carries a combined sales tax rate of 8.125 percent. That figure is three pieces stacked together: 4 percent for New York State, 3.75 percent for Dutchess County, and a 0.375 percent surcharge for the Metropolitan Commuter Transportation District.1Dutchess County Government. Sales Tax
Since March 1, 2022, clothing and footwear priced under $110 per item have been fully exempt from all three layers.2New York State Department of Taxation and Finance. NYS Tax Department: Dutchess County Enacts Local Sales and Use Tax Exemption The exemption runs per item, not per receipt. A $90 pair of shoes and a $105 jacket rung up together are both tax-free even though the combined total passes $110. An item priced at exactly $110 or more is taxable on the full amount.3New York State Department of Taxation and Finance. Clothing and Footwear Exemption
Hotel Occupancy Tax: 5 Percent
Dutchess County charges a 5 percent occupancy tax on hotel rooms and short-term rentals. The rate was raised from 4 percent by Local Law No. 1 of 2025 and took effect on March 1, 2025. If you list through Airbnb, the platform collects and remits the tax for you. Hosts booking through other channels have to charge, collect, and remit the 5 percent to the county themselves.4Dutchess County Government. Hotel Occupancy Tax
Property Taxes
Property taxes in Dutchess County are not a single rate. Your bill adds up the levies from every taxing body with authority over your parcel: the county, your town or city, your school district (usually the largest piece), and any special districts for fire, library, or sewer service. Each body sets its own rate per $1,000 of taxable assessed value and adjusts it annually based on budget needs. The Dutchess County Real Property Tax Service Agency publishes the full set of current rates for every town, city, and district.5Dutchess County Government. Tax Rates in Dutchess County
How Your Bill Is Calculated
Your local assessor sets an assessed value for your property. Subtract any exemptions you qualify for and you have your taxable assessed value. Divide that by 1,000 and multiply by the combined rate from every applicable taxing body. If your taxable assessed value is $200,000 and the combined rate works out to $25 per thousand, you owe $5,000.
Equalization Rates
Towns in Dutchess County do not all assess at the same percentage of market value. One town might assess at 50 percent, another at 100 percent. The New York State Office of Real Property Tax Services publishes an equalization rate for each municipality that converts its total assessed value to full market value, so the county and school districts can split their levies fairly across town lines.6New York State Department of Taxation and Finance. Equalization Rates For homeowners, the related Residential Assessment Ratio is the number to know. It measures the overall ratio of assessed value to market value for residential property in your municipality, and it is the standard tool for showing your home is over-assessed in a grievance or Small Claims Assessment Review.7New York State Department of Taxation and Finance. Exemptions That Reduce Your Property Tax
Several exemptions can cut your taxable assessed value, but all applications must reach your local assessor by March 1, the tax status date for every Dutchess County municipality.8Dutchess County, NY. Exemption Information Miss the date and you wait a full year.
STAR (School Tax Relief)
STAR reduces the school tax portion of your bill. Basic STAR is available to homeowners with combined household income of $500,000 or less for the STAR credit, or $250,000 or less for the STAR exemption. Enhanced STAR applies if all owners are 65 or older and household income is $110,750 or less for the 2026–2027 school year, measured against your 2024 tax return.9New York State Department of Taxation and Finance. STAR Eligibility New homeowners register with the New York State Tax Department rather than the local assessor and receive the benefit as an annual credit check. Homeowners already on Basic STAR who turn 65 are automatically moved to Enhanced STAR starting in 2026.
Veterans Exemption
Dutchess County uses the alternative veterans exemption under Real Property Tax Law Section 458-a. As of March 1, 2025, the maximum assessed value reductions are:
- War veterans: $54,000
- Combat zone veterans: $90,000
- Disabled veterans with a service-related disability: $180,000
The actual benefit depends on which taxing jurisdictions have adopted the exemption at these levels.10Dutchess County, NY. Article IV: Alternative Veterans Exemption
Senior Citizens Exemption
Separate from Enhanced STAR, the senior citizens exemption under Real Property Tax Law Section 467 can reduce the assessed value used for county and town taxes. Income thresholds and the percentage of reduction vary because each municipality adopts its own options, so check with your local assessor for the numbers in your town or city.8Dutchess County, NY. Taxes When You Buy or Sell
Real Estate Transfer Tax
New York State imposes a transfer tax on every conveyance of real property where the price exceeds $500. The rate is $2 for every $500 of consideration, or 0.4 percent. On a $400,000 sale, the transfer tax is $1,600. Residential properties selling for $1 million or more owe an additional 1 percent “mansion tax” on top of the base rate.11New York State Department of Taxation and Finance. Real Estate Transfer Tax
Mortgage Recording Tax
Taking out a mortgage on Dutchess County property triggers a recording tax based on the loan amount, with the mortgage amount rounded to the nearest $100:
- One or two family home, mortgage of $9,950 or less: 0.75 percent
- One or two family home, mortgage of $10,000 or more: 1.05 percent, minus $30
- Three to six family residence: 1.05 percent
- Commercial property: 1.05 percent
On a $300,000 mortgage for a single-family home, the tax is $3,150 minus $30, or $3,120. Properties in the town of Red Hook owe an additional local transfer tax.12Dutchess County, NY. Mortgage Tax
When Property Tax Bills Arrive and What Late Costs
Town and county tax bills go out at the beginning of January. School tax bills go out at the beginning of September.13New York State Department of Taxation and Finance. Property Tax Calendar You can pay by mail to your local receiver of taxes or through an online portal where one is offered. Keep the stamped receipt showing payment within the grace period.
Being late is expensive. New York law sets a floor of 12 percent per year on interest for late property taxes, applied monthly at one-twelfth the annual rate for each month or partial month overdue.14New York State Senate. New York Real Property Tax Law 924-A – Interest Rate on Late Payment of Taxes and Delinquencies Dutchess County adds a 5 percent penalty on top of that interest.15Dutchess County, NY. Frequently Asked Questions On a $5,000 bill, one month late means a $250 penalty plus $50 in interest, and the figure compounds from there.
Challenging an Assessment You Think Is Too High
If your assessment looks wrong, you have a formal path to contest it. Grievance Day in most Dutchess County towns is the fourth Tuesday in May, but confirm the date with your local assessor since some municipalities differ.16New York State Department of Taxation and Finance. Grievance Procedures Before May 1 you can approach the assessor informally. After that, the formal process is your only route. File Form RP-524 with the local Board of Assessment Review, listing the current assessed value, your estimate of market value, and the grounds for the complaint. The two usual grounds are that the assessment exceeds market value or that it is unequal relative to comparable properties.17New York State Department of Taxation and Finance. Completing the Grievance Form
Be careful with the reduction you request on the form. You may be held to that number even if later evidence would support a bigger cut. If the Board of Assessment Review denies your grievance, a Small Claims Assessment Review hearing is the next step, with a $30 filing fee for residential property. You must have gone through the BAR process first to qualify.
