E-ZPass Suspended Your Maine Registration: Fees, Disputes, and Fixes

If your Maine vehicle registration has been suspended for unpaid tolls, you get it back by paying the Maine Turnpike Authority every outstanding toll, administrative fee, and civil penalty, and then paying a $50 reinstatement fee to the Secretary of State. The Secretary of State cannot lift the suspension until the Turnpike Authority confirms you’ve paid in full.1Maine State Legislature. What You Have to Pay the Turnpike Authority

The Turnpike Authority’s bill is almost never just the toll you missed. For each unpaid toll, Maine law adds a $20 administrative fee and a civil penalty that climbs with repeat offenses in an 18-month window:4Maine State Legislature. Maine Code Title 23 1980 – Penalties

  • First violation: $50 civil penalty
  • Second violation within 18 months: $100 civil penalty
  • Third or later violation within 18 months: $150 civil penalty

So a single missed toll of a few dollars typically becomes a $70-plus balance once the administrative fee and first-tier penalty are added. If several tolls stacked up before the suspension, each one carries its own $20 fee and its own civil penalty at the applicable tier.

Pay the full balance the Turnpike Authority has on file. Partial payment will not trigger reinstatement, because the Authority has to notify the Secretary of State that the account is clear.1Maine State Legislature. Maine Revised Statutes Title 29-A Motor Vehicles 154

The $50 Reinstatement Fee

Once the Turnpike Authority has your money, you still owe the Secretary of State a $50 reinstatement fee before the suspension actually lifts and the registration certificate is restored.2Maine Legislature. The order matters. Paying the Secretary of State first does nothing if the Turnpike Authority has not yet confirmed your account is paid, because the suspension stays in place until both sides are settled. Clear the toll debt, confirm the Authority has notified the Secretary of State, and then handle the reinstatement fee.

Do Not Drive the Vehicle

While the registration is suspended, driving the vehicle, or letting anyone else drive it, is a Class E crime in Maine.3Maine State Legislature. Maine Code Title 29-A 2417 – Suspended Registration Class E is the lowest level of crime in Maine, but it is still a criminal charge rather than a traffic ticket. A stop in a suspended vehicle can mean arrest, additional fines, and a criminal record on top of the toll debt that started the whole thing. The cheapest move, by a wide margin, is to leave the car parked until reinstatement is complete.

If You Believe the Violation Is Wrong

If you think the underlying toll violation shouldn’t stand, Maine law gives you two levels of administrative review and a path to court. The catch is timing: these windows run from notices earlier in the process, and by the time a suspension is in effect, most of them have usually closed.

Written Dispute

Within 30 days of the original notice of liability, you can mail a written dispute to the violation clerk named on it, with any supporting evidence. The clerk issues a written decision within 60 days, and a denial has to explain the reasons. Filing a written dispute does not give up your right to request a hearing afterward.4Maine State Legislature. Maine Code Title 23 1980 – Penalties

Hearing Before a Violation Clerk

You can request a hearing within 30 days of the original notice, or within 30 days after a written dispute is denied. The Turnpike Authority sends a certified letter with the date, time, and place. The hearing is informal, with no formal rules of evidence, and if you don’t show up the appeal is automatically denied. The clerk issues a final written decision afterward.4Maine State Legislature. Maine Code Title 23 1980 – Penalties

Judicial Review

If the violation clerk rules against you, you can seek judicial review under Maine’s Administrative Procedure Act. Filing this appeal blocks the Turnpike Authority from requesting a registration suspension while the case is pending, which is one reason to file it quickly if you have a genuine dispute.4Maine State Legislature. Maine Code Title 23 1980 – Penalties The court can uphold, modify, or reverse the clerk’s decision. For most people, hiring a lawyer to litigate a toll violation only makes financial sense when the total penalties are substantial or the facts are seriously contested.

If You Live Out of State

Maine can’t suspend a registration another state issued, so the Secretary of State instead suspends your right to operate your vehicle in Maine and notifies the motor vehicle department in your home state.6Maine State Legislature. Maine Code 29-A 2461 – Suspension for Nonresident Owner or Operator Getting caught driving in Maine on a suspended operating privilege carries the same consequences as a Maine resident driving on a suspended registration.

The reverse also happens. Maine law authorizes the Turnpike Authority to enter reciprocal collection agreements with other states’ toll agencies, and an agreement with Massachusetts and New Hampshire has been in effect. Under those agreements, an out-of-state liability determination that goes unpaid for 30 days can trigger a Maine suspension of your registration or operating privilege.4Maine State Legislature. Maine Code Title 23 1980 – Penalties To reinstate, you still pay the originating toll agency in full and then handle Maine’s $50 reinstatement fee.

Keeping It From Happening Again

The Maine Turnpike accepts only cash or E-ZPass at its toll plazas. There is no pay-by-plate billing: if you drive through without paying, the Turnpike Authority treats it as a violation unless you go online and settle the toll before enforcement is issued.7Maine Turnpike Authority. Toll Rates Most violations trace back to an E-ZPass transponder with an insufficient balance, a device that didn’t read, or a driver who passed a plaza without paying cash.

A funded Maine Turnpike E-ZPass account is the simplest safeguard, and it also qualifies you for discounted toll rates.7Maine Turnpike Authority.
