EBT Benefits in California: Eligibility, Applying, and Purchases

Electronic Benefit Transfer, or EBT, is the debit-style card California uses to deliver two different programs: CalFresh food assistance (the state’s version of SNAP) and CalWORKs cash aid for eligible families. EBT benefits in California range from $298 a month for a single person on CalFresh up to $1,789 for a household of eight, with CalWORKs cash loaded onto the same card for families who separately qualify.1Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information You apply for both programs through BenefitsCal.com, by paper application, or in person at any county social services office.2California Department of Social Services. How Much You Get Each Month

CalFresh maximum allotments are set by the USDA for each federal fiscal year (October through September). These FY 2026 maximums took effect October 1, 2025:1Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information

  • 1 person: up to $298
  • 2 people: up to $546
  • 3 people: up to $785
  • 4 people: up to $994
  • 5 people: up to $1,183
  • 6 people: up to $1,421
  • 7 people: up to $1,571
  • 8 people: up to $1,789
  • Each additional person: add $218

These numbers are ceilings. The actual benefit depends on your countable income after deductions for rent, utilities, dependent care, and medical costs for elderly or disabled household members. Only a household with no net income receives the full allotment; most get something less. Completing the expenses section of the application carefully matters, because each qualifying deduction lowers your countable income and raises your monthly benefit.

Who Qualifies for CalFresh

California uses broad-based categorical eligibility, which simplifies the test for most applicants. Gross monthly income (before deductions) must be at or below 200 percent of the federal poverty level for your household size.3Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria The FY 2026 gross limits:

  • 1 person: $2,610/month
  • 2 people: $3,526/month
  • 3 people: $4,442/month
  • 4 people: $5,360/month
  • 5 people: $6,276/month
  • Each additional person: add $918/month

After deductions, net income must also fall below 100 percent of the federal poverty level. That net limit is $1,305 per month for one person and $2,680 for a household of four.1Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information A household that looks over-income on gross can still qualify once rent, utilities, and other expenses are counted.

Most California households face no asset or resource test. The federal resource limits ($3,000 for most households, $4,500 if someone is elderly or disabled) apply only to the small group that doesn’t qualify under California’s expanded rules.4Food and Nutrition Service. SNAP Eligibility A savings balance will not disqualify you in the vast majority of cases.

You must live in California, with no minimum residency period. U.S. citizens and qualified immigrants are eligible. Parents without qualifying immigration status can apply on behalf of their eligible children without being required to supply their own status in the application.

Special Rules for Students and Adults Without Dependents

College Students

Students enrolled at least half-time in higher education must meet an additional exemption to qualify. The most common ones are working at least 20 hours per week in paid employment, participating in a federal or state work-study program, caring for a child under age six, or receiving CalWORKs or other TANF benefits.5Food and Nutrition Service. Students Single parents enrolled full-time while caring for a child under 12 qualify, as do students placed in college through a SNAP Employment and Training program or a Workforce Innovation and Opportunity Act program. Without an exemption, students are ineligible regardless of income.

Adults Without Dependents

Able-bodied adults between 18 and 64 who don’t have a dependent child under 14 are limited to three months of CalFresh in any three-year period unless they’re working, volunteering, or in school or job training for at least 20 hours per week.6California Department of Social Services. CalFresh Work and Community Engagement Requirements Paid work counts if you earn at least $217.50 per week before taxes or average 20 hours weekly. Some counties have waivers from this rule based on local unemployment, which pauses the three-month clock. Anyone physically or mentally unable to work is exempt.

How to Apply

The online portal for California is BenefitsCal.com. You can also apply at any county social services office or submit a paper application by mail or fax. The combined SAWS 1 form applies for CalFresh, CalWORKs, and Medi-Cal together.7California Department of Social Services. SAWS 1 – Initial Application for CalFresh, Cash Aid, and Medi-Cal/Health Care Programs

You don’t need every document in hand before you file. Submit first; the county will request what’s missing. Having these ready moves things faster:8GetCalFresh. CalFresh FAQs – Eligibility, Interviews and Case Status

  • Photo ID for the person applying
  • Recent pay stubs, benefit award letters, or self-employment records
  • Immigration documents for any non-citizen household members
  • Rent receipts, mortgage statements, or property tax bills
  • Utility bills (or you may use the Standard Utility Allowance without itemizing)
  • Receipts for child care or adult care paid while working or in school

Social Security numbers are needed for every household member seeking benefits.

After you file, the county schedules an eligibility interview, usually by phone. Standard processing runs up to 30 calendar days.7California Department of Social Services. SAWS 1 – Initial Application for CalFresh, Cash Aid, and Medi-Cal/Health Care Programs If you’re in urgent need, you may qualify for expedited service, which puts benefits on the card within three calendar days. Any one of these makes you eligible:9eCFR. 7 CFR 273.2 – Office Operations and Application Processing

  • Gross monthly income under $150 and liquid resources of $100 or less
  • Destitute migrant or seasonal farmworkers with liquid resources of $100 or less
  • Combined gross monthly income and liquid resources less than your rent or mortgage plus utilities

That third criterion catches people the others miss. If rent alone is $1,500 and your total income plus cash on hand is $1,400, you qualify for expedited service even though income is well above $150.

What You Can Buy With CalFresh

CalFresh works at any retailer displaying the Quest acceptance mark, including grocery stores, corner markets, and retail pharmacies. Eligible items include bread, produce, meat, dairy, cereal, snack foods, non-alcoholic beverages, and seeds and plants that grow food for your household.10Food and Nutrition Service. What Can SNAP Buy

You cannot use CalFresh for alcohol, tobacco, vitamins, supplements, medicines, pet food, cleaning supplies, paper products, or hot prepared foods ready for immediate consumption.10Food and Nutrition Service. What Can SNAP Buy A simple test: if the package carries a Nutrition Facts label it’s generally eligible; a Supplement Facts label means it isn’t.

Restaurant Meals Program

California participates in the federal Restaurant Meals Program, which lets certain CalFresh recipients buy prepared meals at approved restaurants. Every member of the household must be elderly (60 or older), disabled, or experiencing homelessness; a spouse of someone meeting those criteria also qualifies.11Food and Nutrition Service. SNAP Restaurant Meals Program Participation varies by restaurant and county.

Online Grocery and Farmers’ Markets

California runs a pilot that lets CalFresh households order groceries online from USDA-approved retailers. Cash benefits cannot be used for online orders.12California Department of Social Services. Electronics Benefits Transfer (EBT) Online Purchasing Pilot Many California farmers’ markets also accept EBT, and roughly 250 participate in Market Match, which gives you additional dollars toward fresh fruits and vegetables, effectively doubling your spending power on produce at those sites. Match limits vary by market, so check locally.

Using the Cash Aid Side

CalWORKs benefits for eligible families load onto the same EBT card. Cash aid can be withdrawn at ATMs or spent at most point-of-sale terminals for any legal purchase. Federal law prohibits using the cash side at ATMs or terminals in liquor stores, casinos, or adult entertainment establishments; the restriction applies to the business type, not the item.13Administration for Children and Families. Q and A – TANF Requirements Related to EBT Transactions

Non-network ATMs may charge surcharges, though California requires access to at least one free withdrawal option. Fees add up fast if you default to out-of-network machines, so keep receipts and watch what’s coming out.

Keeping Your Card Safe

California has upgraded its EBT cards with chip and tap technology, the first state in the country to do so. The new cards carry an EMV chip, contactless tap-to-pay, and a three-digit security code that enables online purchases.14EHSD. New EBT Card Security and Technology Upgrade If you still have an older magnetic-stripe-only card, request an upgrade through your county office or ebtEDGE.

Card skimming at retailers has been a persistent problem. The USDA recommends changing your PIN at least once a month, ideally right before benefits deposit. Skip obvious combinations like 1234. Never share the PIN with anyone outside your household, and cover the keypad at terminals. No state agency or EBT processor will call or text to ask for your PIN or card number.15Food and Nutrition Service. Addressing Stolen SNAP Benefits

If you see unauthorized charges, change your PIN immediately and report the theft to the county. Congressional authority to reimburse benefits stolen through skimming expired on December 20, 2024.16Food and Nutrition Service. Replacing Stolen SNAP Benefits – State Plan Approvals As of 2026, there is no federal mechanism guaranteeing replacement of stolen CalFresh funds, which makes PIN security and account monitoring more important than ever.

For a lost, stolen, or damaged card, request a replacement through ebtEDGE (app or web), by calling EBT customer service at (877) 328-9677, or in person at your county office.17California Department of Social Services. Electronic Benefits Transfer (EBT) Call customer service first to disable the lost card so the balance can’t be drained. The first replacement is free.

Keeping Benefits Going

Most CalFresh households file a Semi-Annual Report (SAR 7) every six months with updated income, household composition, and other changes. Missing the deadline suspends benefits automatically, and the county won’t restart them until the completed form is in. Once a year, the county also does a full recertification with another interview.

Between SAR 7 filings, certain changes must be reported within 10 days. The CalFresh Household Change Report (CF 377.5) covers income that pushes you over your assigned Income Reporting Threshold, household members moving in or out, and changes in address or shelter costs.18California Department of Social Services. CF 377.5 CR – CalFresh Household Change Report Updating your address keeps county mail and SAR 7 forms reaching you, which prevents accidental suspensions. Unreported changes can create overpayments, which the state is required to recoup from your future benefits.

If You’re Denied or Your Benefits Are Cut

Any denial, reduction, or discontinuance comes with a Notice of Action explaining why. You have 90 days from the date of that notice to request a state fair hearing.19California Department of Social Services. State Hearing Requests File online, call the State Hearings Division at (800) 743-8525, or mail a written request to the address on your Notice of Action.

If benefits were already running and are being reduced or discontinued, requesting a hearing before the effective date of the change can keep your current benefit level in place while you wait for a decision. That protection matters because hearings take time. Be aware that if the hearing decision goes against you, you may have to repay benefits received during the appeal.
