EBT California: CalFresh Eligibility, Benefits, and How to Apply

In California, CalFresh food benefits are delivered on the Golden State Advantage EBT card, the same card the state uses for CalWORKs cash aid. If you qualify, up to $298 a month for one person or $994 for a family of four is loaded onto the card for grocery purchases.1Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions You apply through BenefitsCal, GetCalFresh, or your county social services office, and the county has 30 days to decide (three days if your situation is urgent). Several rules changed in 2026, especially for adults without children at home and for some non-citizens, so the details below matter even if you have applied before.

Who Qualifies for CalFresh

Eligibility depends on household income measured against the Federal Poverty Level. Your gross monthly income, before deductions, generally has to fall below 200 percent of the poverty level, and your net income after deductions must stay under 100 percent.2Food and Nutrition Service. Broad-Based Categorical Eligibility For the benefit year running October 2025 through September 2026, a single person’s gross monthly income cannot exceed $2,610, and a household of four tops out at $5,360.3California Department of Social Services. All County Information Notice I-46-25 – FFY 2026 Cost-of-Living Adjustments

The deductions that bring your gross income down to the net figure include a standard deduction based on household size, a 20 percent earned-income deduction, dependent care costs, legally owed child support, shelter costs above half your adjusted income, and medical expenses over $35 a month for household members who are elderly or disabled. The more deductions you qualify for, the higher your gross income can be while still passing the net income test.

California has no asset limit for CalFresh. Under Broad-Based Categorical Eligibility, the state waives the asset test entirely, so savings, vehicles, and other property do not count against you.2Food and Nutrition Service. Broad-Based Categorical Eligibility You do need to be a California resident, and every household member needs a Social Security number or proof they have applied for one.

Work Rules for Adults Without Dependents

This is the biggest shift hitting CalFresh in 2026. The statewide waiver that previously shielded able-bodied adults without dependents from federal work rules has expired in most counties. If you are 18 to 64, physically and mentally able to work, and do not live with a child under 14, you are classified as an ABAWD and must meet work requirements to keep CalFresh beyond three months in any 36-month window.4California Department of Social Services. CalFresh Work and Community Engagement Requirements

To stay eligible, you need to work, volunteer, or participate in a training program for at least 20 hours per week. Earning at least $217.50 per week before taxes also satisfies the rule regardless of hours, and so does being enrolled in school at least half-time. Miss those thresholds and your benefits stop after three months, with no re-enrollment for the rest of the 36-month window unless you start meeting the requirement or qualify for an exemption.

You are exempt if you are pregnant, receiving disability benefits, in a substance abuse treatment program, or living with a child under 14. As of late 2025, only seven counties still carry waivers that pause the ABAWD clock: Alpine, Colusa, Imperial, Merced, Monterey, Plumas, and Tulare. Everywhere else in the state, the requirement is live.

Students and Non-Citizens

College Students

If you are enrolled at least half-time in college or a training program, federal rules generally rule you out of CalFresh unless you meet a specific exemption. The common ones are working at least 20 hours per week on average, receiving federal or state work-study (even before a job assignment starts), having a child under six, being enrolled in a CalFresh employment and training program, or holding a TANF-funded Cal Grant A or B. International students, DACA recipients, and DREAM Act students are not eligible, regardless of a work visa or Social Security number.

Non-Citizen Changes Effective April 1, 2026

On April 1, 2026, several categories of non-citizens who previously qualified for CalFresh lose federal eligibility, including refugees, asylees, parolees, and people with deportation withheld.5Los Angeles County Department of Public Social Services. Changes to CalFresh Non-Citizens California runs a separate program called the California Food Assistance Program for some immigrants who are ineligible for federal SNAP based solely on immigration status, but people losing eligibility under this 2026 federal change may not qualify for CFAP either. If any of this could apply to you, contact your county office well before April to see what options remain.

How Much You Get Each Month

Benefit amounts depend on household size, income, and deductions. The figures below are the maximum monthly allotments for October 2025 through September 2026, and most households with any countable income receive less than the maximum.1Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183
  • 6 people: $1,421
  • 7 people: $1,571
  • 8 people: $1,789
  • Add $218 for each additional person

Your actual benefit is the maximum for your household size minus 30 percent of your net monthly income. Households with net income at or near zero receive the full maximum.

How to Apply

Gather these documents before you start to avoid back-and-forth with the county: Social Security numbers for every covered household member, pay stubs from the last 30 days or recent tax returns if you are self-employed, a photo ID or birth certificate, and documentation of shelter costs including rent or mortgage payments and utility bills. If you pay for child care or legally owed child support, bring that too, since both reduce your countable income.

The fastest route for most people is BenefitsCal.com, the state’s unified portal for CalFresh, CalWORKs, Medi-Cal, and other programs.6BenefitsCal. BenefitsCal – Together, We Benefit GetCalFresh.org offers a mobile-friendly alternative with a simplified application. You can also walk a paper application into your county social services office. Whichever channel you use, the county schedules an eligibility interview, usually by phone.

Counties have up to 30 days to process your application and mail the approval or denial notice. If your situation is urgent, you may qualify for expedited processing that delivers benefits within three calendar days. Expedited service applies when your household’s gross monthly income is under $150 and you have $100 or less in cash and bank accounts combined.7California Department of Social Services. What You Can Buy With the Card

CalFresh covers most food and beverages meant to be taken home and prepared: bread, dairy, meat, produce, cereal, snack foods, seeds and plants that grow food, and non-alcoholic drinks. It does not cover alcohol, tobacco, vitamins, supplements, medicines, pet food, household supplies, or food that is hot at the point of sale.8Food and Nutrition Service. What Can SNAP Buy?

Hot Meals at Restaurants

California runs a Restaurant Meals Program that lets some CalFresh recipients buy prepared hot meals at participating restaurants. To qualify, every member of your household has to be 60 or older, disabled, experiencing homelessness, or the spouse of someone in one of those categories.9California Department of Social Services. The CalFresh Restaurant Meals Program The program is not available in every county, and participation varies by restaurant, so check CDSS or your county office for current vendors.

Online Groceries

California participates in the SNAP Online Purchasing Pilot. Major retailers that accept California EBT for online food purchases include Amazon, Walmart, Albertsons, Safeway, and Vons.10California Department of Social Services. Electronic Benefits Transfer Online Purchasing Pilot Delivery fees and tips cannot be paid with CalFresh, so you need another payment method for those charges. Walmart’s free grocery pickup sidesteps the delivery fee entirely.

Discounts the Card Unlocks

Your Golden State Advantage card is good for more than groceries. Through Museums for All, EBT cardholders get free or reduced admission at over 1,600 museums, zoos, and science centers nationwide by presenting the card and a photo ID.11Museums for All. Museums for All Many California state parks offer reduced-fee passes for EBT holders, and Amazon Prime offers a discounted monthly membership to SNAP recipients.

If you also receive CalWORKs cash aid on the same card, you can withdraw it from any ATM. The first four ATM or point-of-sale cash withdrawals each month are free; after that, each costs 80 cents, and the ATM may add its own surcharge. Balance checks at an ATM cost 25 cents.12California Department of Social Services. California Electronic Benefit Transfer Card

Managing Your Card and Keeping Benefits Active

Checking Your Balance

Check your balance and recent transactions at ebtedge.com, through the ebtEDGE mobile app, or by calling the automated line at (877) 328-9677, the number printed on the back of your card.13California Electronic Benefit Transfer. Electronic Benefit Transfer Card Every purchase receipt also prints your remaining balance.

Lost or Stolen Cards

If your card is lost or stolen, call (877) 328-9677 immediately to disable it and request a replacement, or order a replacement through BenefitsCal or the ebtEDGE app.14California Department of Social Services. Electronic Benefits Transfer Card Phone-ordered replacements typically arrive within five business days; cards ordered online may take up to ten.15BenefitsCal. EBT FAQs If you cannot wait, your county office can issue a same-day replacement.

SAR 7 and Recertification

Keeping benefits active takes two periodic steps. Every six months you must complete the Semi-Annual Eligibility Status Report (SAR 7), reporting changes in income, household members, address, and property. The county mails the form with a deadline; return it by mail, fax, or through BenefitsCal. Late filing can delay or interrupt your benefits.

Separately, CalFresh certification periods typically last 12 months, after which you must complete a full recertification with a new form and an interview. Submit before your certification period ends to avoid a gap. If you file within 30 days after it expires, you can still recertify without starting over, though benefits may lapse in the meantime. More than 30 days late, and you need a brand-new application.16California Department of Social Services. Recertification for CalFresh Benefits

If Your Benefits Are Denied or Reduced

When the county denies an application or cuts your benefits, it must send a written Notice of Action with the reason. You have 90 days from the mailing date on that notice to request a state fair hearing, and if you had a good reason for missing the window, you may still be able to request one.17California Department of Social Services. Your Hearing Rights

Timing matters. If you request a hearing before the county’s action actually takes effect, your CalFresh benefits continue at the same level until the hearing decision or the end of your certification period, whichever comes first. The catch: if you lose, you may owe back the benefits you received during the appeal. For many families, continued benefits during the process are still worth it.

Stolen Benefits

Card skimming at ATMs and point-of-sale terminals has been a long-running problem for EBT users. The state invested in anti-skimming technology and reported an 83 percent reduction in benefit theft as a result.18Governor of California. California Reduces Theft of Food and Cash Benefits by 83% With State-of-the-Art Technology If your benefits are stolen, report the theft to your county caseworker; once the county confirms it, the stolen amount is reimbursed, largely with state funds. Change your PIN immediately through the customer service line or BenefitsCal to shut down further unauthorized access.
