EBT Discounts in Massachusetts: Museums, MBTA, and Utilities

Your Massachusetts EBT card does more than pay for groceries. Cardholders qualify for a stack of EBT discounts in Massachusetts that includes free fruits and vegetables at farmers’ markets, cheap or free museum admission, half-price MBTA fares, discounted electric and gas rates, cheaper phone and internet service, and half-off memberships at Amazon and Walmart. Some discounts apply automatically when you swipe; others need a short enrollment.

Free Fruits and Vegetables Through HIP

The Healthy Incentives Program is the single most valuable perk for SNAP households. When you buy eligible produce at a participating farm stand, farmers’ market, or CSA, the state reimburses the purchase by crediting HIP funds back to your card so your SNAP balance stays intact. If everything in your cart is HIP-eligible and you have HIP funds available, your receipt shows no change to your SNAP balance.1Mass.gov. Massachusetts Healthy Incentives Program (HIP) Frequently Asked Questions

Monthly HIP caps depend on household size:

  • 1 to 2 people: up to $40 per month
  • 3 to 5 people: up to $60 per month
  • 6 or more people: up to $80 per month

The caps reset each month and unused amounts do not roll over. There is one catch worth knowing: HIP only activates when you have at least some SNAP balance on the card, even though the state reimburses the full produce cost. If your SNAP balance hits zero before you reach the market, you lose HIP access for the rest of the month regardless of how many HIP dollars you have left. No separate application, coupon, or sign-up is needed; the discount applies at the register.

Discounted Museums, Theaters, and Historical Sites

EBT Card to Culture, a partnership between the Mass Cultural Council and the Department of Transitional Assistance, gets you into hundreds of museums, theaters, nature preserves, and historical sites across the state at a steep discount. Show your EBT card at the entrance or box office.2Mass.gov. EBT Card to Culture

Discount terms vary by venue. Some give you free admission outright. Others charge somewhere between $2 and $12 per ticket. Many venues extend the discount to additional family members or guests, usually two to four people per cardholder. The American Heritage Museum, for example, charges $3 for the cardholder and admits up to four children under 18 for free; the American Repertory Theater sells up to four tickets per season at $5 each.3Mass.gov. Half-Price MBTA Fares and Discounted Bluebikes

The MBTA’s income-eligible reduced fare program cuts roughly 50% off standard one-way fares on bus, subway, and commuter rail. A 7-Day LinkPass runs $10, and the monthly LinkPass is $30. You must be a Massachusetts resident between 18 and 64 and enrolled in SNAP, TAFDC, MassHealth, EAEDC, or another qualifying state program. Eligibility renews annually.5MBTA. In Greater Boston, Bluebikes offers EBT cardholders a $50 annual membership or a $5 monthly plan with no annual commitment. Boston residents pay $5 for the full year. You must be at least 16, and SNAP benefits cannot be used to pay for the membership itself.6Bluebikes. Plans and Pricing

Discounted Electric and Gas Rates

Massachusetts law requires electric and gas distribution companies to offer discounted rates to low-income customers. Under General Laws Chapter 164, Section 1F(4)(i), you qualify by verifying that you receive any means-tested public benefit, including SNAP, TAFDC, SSI, public housing assistance, or veterans’ benefits, or by verifying eligibility for LIHEAP at or below 200% of the federal poverty level.7General Court of Massachusetts. Massachusetts General Laws Chapter 164 Section 1F

The size of the discount depends on your income and household size. The Department of Public Utilities has set up a tiered structure with discounts ranging from 32% to 71% off delivery and supply charges, with lower-income households receiving the steeper discounts. Your utility is required to conduct outreach, and some providers automatically enroll customers they can match against public benefit recipient lists. If you receive SNAP or TAFDC, call your electric or gas company and ask about the low-income discount rate. In many cases the utility can verify your eligibility directly without extra paperwork from you.

Cheaper Phone and Internet Through Lifeline

The federal Lifeline program takes up to $9.25 per month off phone or broadband service for eligible low-income households. Subscribers on qualifying Tribal lands get up to $34.25 per month.8Federal Communications Commission. Lifeline Support for Affordable Communications SNAP participation qualifies you automatically, as does Medicaid, SSI, Federal Public Housing Assistance, or the Veterans Pension program. You can also qualify by income at or below 135% of the federal poverty guidelines.9Universal Service Administrative Company. How to Qualify

Only one Lifeline benefit is allowed per household, and you choose whether to apply the credit to phone or internet service with a participating provider. Lifeline requires periodic recertification.

Half-Off Amazon Prime and Walmart+ Memberships

Both major online retailers that accept SNAP for groceries also sell their membership programs to EBT cardholders at 50% off.

Amazon Prime Access is $6.99 per month once you verify your EBT card or other qualifying government assistance. You get the same free shipping, streaming video, and Prime-exclusive discounts as full-price members. SNAP pays for eligible food on Amazon; delivery fees and tips come out of a separate non-SNAP payment method.10Amazon. How to Use SNAP EBT Benefits on Amazon

Walmart+ Assist runs $6.47 per month or $49 per year, also half the standard price. You get free delivery on orders of $35 or more, free shipping, fuel savings, pharmacy delivery, and streaming video. Eligibility is verified through SheerID with no credit check, and new members can try it free for 30 days.11Walmart. Walmart+ Assist Membership

Activating Discounts That Don’t Apply Automatically

HIP and Card to Culture work at the register with no setup. The others take a short enrollment: a call to your utility for the discount rate, an application through the MBTA for reduced fares, a sign-up on the Lifeline provider’s site, and account verification on Amazon or Walmart.

The DTA Connect app is worth downloading the day you receive your card. It shows your EBT balance, the date of your next benefit issuance, and the status of any documents you have submitted, and it sends alerts about upcoming appointments and deadlines.13Mass.gov. DTA Connect Checking the balance before a farmers’ market trip is the simplest way to make sure HIP will actually fire at the register.
