EBT in California is the Electronic Benefit Transfer system that delivers food and cash assistance on a single debit-style card called the Golden State Advantage card. Two programs load onto it: CalFresh, the state’s version of SNAP, which pays for groceries, and CalWORKs, which provides cash aid to families with children. You apply through BenefitsCal.com or your county welfare office, and if you qualify, benefits deposit automatically each month.
What the Card Carries: CalFresh and CalWORKs
CalFresh puts monthly food benefits on your EBT card and can only be spent on eligible groceries.1California Department of Social Services. CalFresh CalWORKs is a separate cash-aid program for families with children; those funds can be withdrawn at ATMs or spent on non-food essentials like rent and utilities.2California Department of Social Services. Electronic Benefits Transfer (EBT) Card Some households qualify for both, and both balances sit on the same physical card. Knowing which balance you’re spending matters, because the rules on where and what you can buy are different for each.
Who Qualifies for CalFresh
To apply, you must live in California and be either a U.S. citizen or a qualified noncitizen such as a lawful permanent resident.3BenefitsCal. CalFresh Details Income is the main gatekeeper. California uses a gross income limit set at roughly 200 percent of the federal poverty level, with dollar thresholds updated each October. For October 2025 through September 2026, a one-person household can earn up to $2,610 per month in gross income, and a four-person household can earn up to $5,360.4County of San Diego. Income Limits
Asset limits almost never come into play. If your household income is under 200 percent of the federal poverty level, there’s no cap on savings, vehicles, or other resources. Only households with income above that threshold that also include a member who is 60 or older or has a disability face a resource test, and the limit in that case is $4,250 in countable resources.
Rules for College Students
Full-time college students between 18 and 49 are generally ineligible for SNAP unless they meet an exemption. Common exemptions in California include working an average of at least 20 hours per week, participating in federal or state work-study, caring for a child under six, or receiving CalWORKs. Students enrolled in certain community college programs that boost employability, such as EOPS or DSPS, also qualify.5County of Fresno. CalFresh for Students The application walks you through the exemptions if you’re unsure.
How Much You Can Receive
Your CalFresh amount depends on household size, income, and allowable deductions for things like rent and dependent care. The maximum monthly allotment for federal fiscal year 2026 is:
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
- Each additional person: +$218
Most households get less than the maximum, because the allotment is reduced based on countable income after deductions. A household with zero countable income receives the full amount. CalWORKs cash grants are calculated separately and vary by county, household size, and other factors.
How to Apply
Apply online at BenefitsCal.com, which has replaced GetCalFresh.org for new applications,6GetCalFresh. CalFresh (SNAP) in California – What to Expect or in person at your county welfare office. The application covers everyone in your household, your income, your housing costs, and your assets.
Have these ready:
- Social Security numbers for each household member applying for benefits
- Photo identification such as a driver’s license, state ID, or passport
- Proof of income for the past 30 days, like pay stubs or an employer letter
- Housing costs documented by a rental agreement, mortgage statement, or utility bills
If you want CalFresh plus cash aid or Medi-Cal, the SAWS 2 Plus form covers all three programs in a single application.7California Department of Social Services. SAWS 2 PLUS – Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs BenefitsCal routes the right form automatically.
After You Apply
Once your application is in, the county assigns an eligibility worker who schedules an interview, almost always by phone. Standard processing is 30 days from the date you apply. If approved, you’ll get a mailed notice with your benefit amount and the length of your certification period.
Expedited service is available if you’re facing an immediate food crisis. You qualify if your gross monthly income is $150 or less and you have $100 or less in liquid assets, or if your rent and utilities exceed your combined income and savings. In those cases, the county must issue benefits within a few days.
Benefits deposit on a staggered schedule tied to the last digit of your case number. CalFresh hits during the first 10 days of each month: case numbers ending in 1 deposit on the 1st, those ending in 2 on the 2nd, through 0 on the 10th. CalWORKs cash benefits deposit during the first three calendar days of the month.
What You Can Buy
CalFresh covers food for home preparation: fruits, vegetables, meat, dairy, bread, cereal, snacks, and non-alcoholic beverages. Seeds and plants that produce food are also eligible. You can’t buy alcohol, tobacco, vitamins or supplements, pet food, or non-food household items like cleaning supplies.8Food and Nutrition Service. What Can SNAP Buy?
Hot prepared foods are generally off-limits. The exception is the Restaurant Meals Program, which allows adults 60 and older, people with disabilities, and people experiencing homelessness to buy prepared meals at approved restaurants. All household members must meet one of those criteria. The program operates statewide across all 58 counties as of 2021.9California Department of Social Services. RMP – CalFresh
CalWORKs cash benefits work more like a regular debit card. You can withdraw cash at ATMs and spend on rent, clothing, or anything else you need. Both CalFresh and CalWORKs transactions are prohibited at casinos, liquor stores, and adult entertainment venues.
Online Grocery Shopping
California takes part in the USDA’s online purchasing option, which lets you spend CalFresh benefits at approved online retailers.10California Department of Social Services. Electronics Benefits Transfer (EBT) Online Purchasing Pilot Participants include Amazon, Walmart, Albertsons, Safeway, and Vons. CalFresh pays only for the food itself; delivery fees, service charges, and tips come out of another payment method. The list of participating stores changes periodically, so check before ordering from a new retailer.
Setting Up and Managing Your Card
When your card arrives, set a four-digit PIN by calling EBT customer service at (877) 328-9677. You’ll enter that PIN with every purchase.11California Electronic Benefit Transfer Project. California EBT Project – Client FAQ
Check your balance from your last transaction receipt, through the ebtEDGE mobile app, or by calling customer service. If your card is lost or stolen, report it right away to freeze the account and request a replacement. California issues replacements centrally, so delivery usually takes about five business days excluding Sundays and holidays.12BenefitsCal. EBT FAQs Replacement cards are free.
Card Security and Theft Replacement
California was the first state to roll out chip-and-tap EBT cards, starting in February 2025. The embedded chip makes skimming at point-of-sale terminals far harder. By early 2026, the state reported an 83 percent reduction in EBT theft after the chip rollout and forced PIN resets for compromised accounts.13Governor of California. You can lock your card in the ebtEDGE app when you’re not shopping. A locked card can’t be used for any transaction, so even someone with your number can’t drain the account. Unlock before checkout, then lock again.
Never share your PIN or card number. Neither the state nor your county will call or text asking for that information.2California Department of Social Services. Electronic Benefits Transfer (EBT) Card If benefits are stolen through skimming or a scam, file a Report of Electronic Theft (form EBT 2259) through your BenefitsCal account or at your county office. You have 90 calendar days from the date of the theft to file and remain eligible for replacement. One limit worth knowing: when a scam (rather than skimming) is involved, cash benefit replacement is capped at one incident within any 36-month period.14California Department of Social Services. Keeping Your Benefits Active
CalFresh does not renew automatically. Certification periods usually run 12 months, and partway through you’ll receive a Semi-Annual Report form (SAR 7). It’s due by the 5th of the sixth month of your certification period and is considered late after the 11th. If the county hasn’t received it by the first business day of the next month, your case is discontinued. On the form you’ll report the prior month’s income, any household changes, and any income changes you expect going forward.
Certain changes have to be reported within 10 days outside the SAR 7 cycle, including a significant jump in income.
Before your certification period ends, the county sends a recertification application. You must submit it and complete another interview before the period expires, or benefits lapse. If you’re more than 30 days late returning the recertification, the county treats it as a brand-new application instead of a renewal. Interviews are usually by phone, and the county must accommodate disabilities and language needs at no cost to you.15California Department of Social Services. CalFresh Program Rules
If You’re Denied or Benefits Are Cut
You have the right to a state fair hearing if the county denies your application, reduces your benefits, or discontinues your case. The deadline is 90 days from the date on the notice of action.16California Department of Social Services. File within 10 days of the notice and your benefits continue at the current level until an administrative law judge decides. Miss that 10-day window and benefits are reduced or stopped during the appeal, though you may be able to show good cause for the late filing. The hearing can be held by phone, and you can bring evidence, witnesses, and a representative.
