EBT Qualifications in California: Income, Assets, and Work Rules

You qualify for a California EBT card through CalFresh if you live in California, meet immigration status rules, and have household income within the program’s limits. For fiscal year 2026, EBT qualifications in California set gross monthly income at or below $2,610 for a single person and $5,360 for a family of four, with higher ceilings for larger households.1County of Santa Clara Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility Standards Charts Benefits arrive monthly on an EBT card and can be used at most grocery stores.2California Department of Social Services. CalFresh Students, able-bodied adults without dependents, and some immigrants face additional rules on top of the income test.

Who Counts as Your Household

Household size drives both the income limit you’re measured against and the benefit you receive, so getting it right matters. CalFresh defines a household as the people who live together and usually buy and prepare food together. Federal law overrides that definition in two situations: spouses living together always count as one household, and parents living with their children aged 21 or younger count together, even if they shop and cook separately.3Office of the Law Revision Counsel. 7 US Code 2012 – Definitions

Roommates or boarders who pay rent but don’t share food costs can be excluded. Leaving out a mandatory household member can trigger an overpayment the state later collects; folding in a high-earning roommate who should be separate can make you look ineligible when you aren’t.

The Income Test

California uses a two-part income test. The first looks at gross monthly income, meaning everything your household earns before taxes or deductions. Under California’s Modified Categorical Eligibility policy, most households qualify if gross income is at or below 200% of the Federal Poverty Level.4California Department of Social Services. All County Welfare Directors Letter – CalFresh Modified Categorical Eligibility The FY2026 gross income ceilings:

  • 1 person: $2,610
  • 2 people: $3,526
  • 3 people: $4,442
  • 4 people: $5,360
  • 5 people: $6,276
  • 6 people: $7,192
  • 7 people: $8,110
  • 8 people: $9,026
  • Each additional person: add $918

The second part is net income, which is gross income minus allowable deductions. Net income must be at or below 100% of the Federal Poverty Level: $1,305 per month for one person, $2,680 for four. Net income also determines how much benefit you receive.

Both earned income (wages, salary, self-employment) and unearned income (Social Security, unemployment, pensions) count. Student financial aid used for tuition, federal tax refunds, and most loans are excluded.

Deductions That Lower Your Countable Income

The gap between gross and net is where a lot of households find their eligibility. Several deductions apply, and most applicants qualify for at least two:

  • Standard deduction: $209 per month for households of one to three, $223 for four, $261 for five, and $299 for six or more. Every household gets this automatically.
  • Earned income deduction: 20% of all earned income is subtracted. On $2,000 of monthly wages, $400 comes off before the net income test.5Office of the Law Revision Counsel. 7 USC 2014 – Eligible Households
  • Excess shelter deduction: Housing costs (rent or mortgage, property taxes, insurance, utilities) above half your income after other deductions are deductible up to $744 per month. Households with an elderly or disabled member have no cap.
  • Dependent care: Out-of-pocket child or disabled-adult care costs that allow someone in the household to work or train.
  • Medical expenses: For elderly or disabled members only, costs above $35 per month, including insurance premiums, prescriptions, and transportation to appointments.
  • Child support: Legally obligated payments to someone outside the household.

California uses a Standard Utility Allowance of $663 per month for households paying any separate heating or cooling cost. You don’t need to prove your actual bill. A $170 allowance applies if you pay utilities other than heating or cooling, and a $20 telephone-only allowance exists as well.

Savings and Other Assets

For most California applicants, savings don’t matter. Modified Categorical Eligibility removes the asset test entirely when gross income is at or below 200% of the Federal Poverty Level, so money in a bank account won’t disqualify you.6California Department of Social Services. CalFresh Modified Categorical Eligibility Fact Sheet

One exception: households with an elderly or disabled member whose gross income exceeds 200% of poverty don’t get Modified Categorical Eligibility, so the federal resource limit applies. Countable resources must stay at or below $4,500.7Food and Nutrition Service. SNAP Eligibility Your home, most vehicles, and personal belongings don’t count.

Work Requirements and the ABAWD Time Limit

All non-exempt recipients between 16 and 59 must register for work, accept suitable job offers, and not quit a job voluntarily without good cause. Most people meet these general rules without doing anything extra.

A tighter rule applies to able-bodied adults without dependents (ABAWDs): for FY2026, adults aged 18 through 54 who are physically able to work and don’t care for a child or other dependent.8Food and Nutrition Service. SNAP Work Requirements If this describes you and you don’t meet the work requirement, your benefits are limited to three months in any three-year period. To keep benefits past that, you must work, volunteer, or take part in approved training for at least 80 hours per month, roughly 20 hours a week.

California exempts people who are pregnant, have a physical or mental health condition that prevents them from working 20 hours a week, are experiencing chronic homelessness tied to a health issue, are participating in a refugee training program, or identify as an Indian under the Indian Health Care Improvement Act.9California Department of Social Services. CalFresh Work and Community Engagement Requirements Imperial, Merced, Monterey, and Tulare counties, among others, have federal waivers that suspend the ABAWD time limit through October 2026 due to high local unemployment.

Rules for College Students

If you’re enrolled at least half-time in college, federal law makes you ineligible unless you meet one of several exemptions.10Food and Nutrition Service. Students The common qualifying exemptions:

  • Working at least 20 hours a week in paid employment
  • Participating in federal or state work-study
  • Caring for a child under 6
  • Caring for a child aged 6 through 11 when adequate child care isn’t available to allow both school and 20 hours of work
  • Being a single parent enrolled full-time with a child under 12
  • Receiving TANF
  • Being under 18 or 50 and older
  • Having a physical or mental disability that prevents work
11Federal Student Aid. SNAP Benefits for Eligible Students

Students enrolled less than half-time aren’t subject to these extra rules. One disqualifier applies regardless of exemption: students who get most of their meals through a campus meal plan can’t receive CalFresh.10Food and Nutrition Service. Students The temporary student exemptions created during COVID expired in July 2023.

Immigration Status and Residency

You must live in California to receive CalFresh. Beyond residency, immigration status is decided for each household member individually. U.S. citizens qualify, as do lawful permanent residents, refugees, asylees, trafficking victims, and certain other humanitarian categories. CalFresh is not a public charge benefit, so receiving it does not harm a future green card or citizenship application.12California Department of Social Services. California Food Assistance Program – Who is Eligible

Mixed-status households can still receive partial benefits. If an undocumented parent lives with U.S. citizen children, the children remain eligible. The parent’s income still counts toward the household total, but the benefit is calculated using only the eligible members. Recently arrived lawful permanent residents who haven’t yet met certain federal qualifying conditions may be eligible for the California Food Assistance Program, a state-funded parallel that provides the same EBT benefits.

How Much You’d Receive

Qualifying is one thing; the amount deposited each month is another. Maximum FY2026 allotments apply when a household has zero net income after deductions:

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183
  • 6 people: $1,421
  • 7 people: $1,571
  • 8 people: $1,789
13Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information

For most households, the formula takes the maximum allotment for your size and subtracts 30% of your net monthly income, on the assumption that you’ll spend roughly 30% of your own income on food. A single person with $800 in net monthly income would receive $298 minus $240, or $58 per month. The minimum benefit for one- and two-person households is $23.

How to Apply

You can apply online at BenefitsCal.com, the state’s official portal, or through GetCalFresh.org, which uses a simpler interface. You can also mail or deliver a completed CF 285 form to your county social services office.14California Department of Social Services.
