EBT Requirements in California: Income Limits and Work Rules

To get an EBT card in California, you need to qualify for CalFresh, the state’s version of SNAP. California EBT requirements cover five things: you have to live in California, fall within the citizenship or immigration categories the program now allows, have household income at or below 200 percent of the federal poverty level, meet work rules if you’re an able-bodied adult without dependents, and meet a student exemption if you’re enrolled in college at least half-time. For 2026, the gross income cutoff is $2,610 a month for one person and $5,360 for a family of four.

Living in California

You have to reside in California, but the state cannot require any minimum length of stay, a permanent address, or an intent to stay permanently. People without fixed housing qualify as long as they currently live in the state.1California Department of Social Services. All County Letter 15-94 – CalFresh Program Residency

Your household is the group of people who live together and regularly buy and prepare meals together. The county adds up the income of everyone in that group to decide the benefit.

One exception matters: a person 60 or older, or a person with a disability who cannot prepare their own meals, can be treated as a separate one-person household even while living with others. This only works if the income of the other people in the home does not exceed 165 percent of the federal poverty level.2Los Angeles County Department of Public Social Services. Separate Household Rule for the Elderly and Disabled When it applies, eligibility is measured against that person’s own finances rather than the whole home’s.

Citizenship and Immigration Status

As of April 1, 2026, CalFresh eligibility is limited to:

  • U.S. citizens
  • U.S. nationals
  • Lawful permanent residents (green card holders)
  • Cuban or Haitian entrants
  • COFA citizens, meaning residents from the Federated States of Micronesia, the Republic of the Marshall Islands, and Palau

Refugees, asylees, parolees, and people with deportation withheld are no longer eligible as of April 2026. They can regain eligibility if they adjust status to lawful permanent resident.3Los Angeles County Department of Public Social Services. Changes to Non-Citizen Policy Frequently Asked Questions

In mixed-status households, ineligible members can apply on behalf of eligible household members, including U.S. citizen children. Only the people who qualify receive benefits. Applying does not trigger immigration enforcement and does not affect anyone’s path to a green card or citizenship. CalFresh is not counted for public charge purposes.4GetCalFresh. Immigrants

Income Limits for 2026

Most California households are evaluated under Modified Categorical Eligibility (MCE), which sets the gross income limit at 200 percent of the federal poverty level. There’s also a net income test at 100 percent of FPL. Both are monthly figures. Here are the 2026 limits:5County of Santa Clara Social Services Agency. • 1 person: $2,610 gross / $1,305 net
  • 2 people: $3,526 gross / $1,763 net
  • 3 people: $4,442 gross / $2,221 net
  • 4 people: $5,360 gross / $2,680 net
  • Each additional person: add $918 gross / $459 net

Gross income is everything the household earns before taxes or payroll deductions. Net income is what’s left after CalFresh subtracts certain allowed costs.6Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria

Deductions That Lower Your Net Income

Every household gets a standard deduction. On top of that, you can deduct shelter costs — rent or mortgage, property taxes, insurance, and utilities — that exceed half of your income after other deductions. For households without an elderly or disabled member, the shelter deduction is capped at $744 per month in fiscal year 2026. Households with an elderly or disabled member have no cap.7Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information

Households with an elderly or disabled member also get a medical expense deduction for out-of-pocket medical costs over $35 per month. Dependent care costs for a working, job-searching, or school-attending household member are deductible too.

What About Savings and Cars?

Under MCE, the traditional asset test is eliminated for most households. Your bank balance and the value of your car do not count against you. The exception is a small group of households that do not qualify under MCE, including some elderly or disabled households that exceed the MCE gross income limit but meet the net income test. For them, the countable asset limit is $4,250.6Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria

Work Rules for Adults Without Dependents

If you’re between 18 and 54, physically and mentally able to work, and have no dependents in your household, you’re classified as an Able-Bodied Adult Without Dependents (ABAWD). ABAWDs can only get CalFresh for three months within any 36-month period unless they meet a work requirement of at least 80 hours per month. Those hours can come from paid employment, volunteering, or an approved job training program.8Food and Nutrition Service. SNAP Work Requirements

You’re exempt from the ABAWD time limit if any of the following apply:

  • You are pregnant
  • You have a physical or mental condition that limits your ability to work
  • You live with a child under 18
  • You are participating in a drug or alcohol treatment program

Some California counties have had waivers suspending the time limit in high-unemployment areas, though those waivers have been narrowing. If you lose benefits because of the time limit, you can regain them by working 80 hours in any subsequent month.9Napa County, CA. CalFresh ABAWD Work Requirement

College Students

If you’re between 18 and 49 and enrolled at least half-time in higher education, you must meet at least one exemption to qualify. The most common ones:

  • Working 20 hours per week (or 80 hours per month)
  • Approved for federal or state work-study for the current term, even if you haven’t started working yet
  • Receiving a TANF-funded Cal Grant A or B
  • Caring for a child under 12 as a full-time student, or under 6 as a part-time student
  • Receiving CalWORKs benefits
  • Enrolled in an approved job training program, including CalFresh Employment and Training

The temporary COVID-era student exemptions expired in mid-2023, so only these permanent exemptions apply. The student rule doesn’t apply at all if you’re under 18, over 49, enrolled less than half-time, or attending a program that doesn’t require a high school diploma or GED.

How to Apply and What to Bring

California uses Form CF 285 as the CalFresh application.10California Department of Social Services. CF 285 – Application for CalFresh Benefits You can submit it online at BenefitsCal, or mail or hand-deliver a signed paper application to your local county social services office.11BenefitsCal. BenefitsCal An eligibility worker will schedule a phone interview after your application is received; you can request a face-to-face interview instead. The county must issue a decision within 30 days.

The county will ask you to verify:

  • Identity, with a driver’s license, state ID, passport, or similar photo ID
  • Social Security numbers for each household member applying (some noncitizens in specific immigration situations may not need to provide one)
  • Income, through pay stubs covering the past 30 days, employer statements, self-employment records, or award letters for Social Security, unemployment, veterans’ benefits, or child support
  • Shelter costs, through rent receipts, mortgage statements, property tax bills, and insurance documents
  • Utility costs, if paid separately from rent
  • Out-of-pocket medical expenses for any household member 60 or older or with a disability
  • Dependent care costs tied to work, job search, or school

You don’t need every document in hand before filing. Submitting early protects your benefit start date, and the county will tell you what else it needs.

Expedited Benefits Within Three Days

If your household is in immediate need, you may qualify for expedited processing, which gets benefits onto your EBT card within three calendar days of applying. You qualify if either of these fits:

  • Your gross monthly income is under $150 and you have $100 or less in cash and bank accounts, or
  • Your rent or mortgage plus utilities exceeds your total cash, bank balances, and gross monthly income combined

You don’t need all your documents ready to get expedited benefits. The county issues the first allotment based on your application and verifies the details afterward. People experiencing homelessness and domestic violence survivors in shelters also frequently qualify.

Once approved, your monthly benefit depends on household size and net income, with a maximum of $298 for one person and $994 for a family of four in federal fiscal year 2026.5County of Santa Clara Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility Standards Charts Most households receive less than the maximum because 30 percent of their net income is subtracted from it.
