Economic relief for California families comes through a network of state and federal programs covering cash aid, food, refundable tax credits, utility discounts, wage replacement when you cannot work, and health coverage. Eligibility for most of them is measured against the Federal Poverty Level, which for 2026 is $15,960 a year for a single person and $33,000 for a family of four. Many can be started from a single online portal, and qualifying for one program often opens the door to others.
Cash Aid for Families With Children
CalWORKs, the California Work Opportunity and Responsibility to Kids program, pays monthly cash benefits to families with children who have lost the support of a parent through absence, disability, or death.1California Department of Social Services. California Work Opportunity and Responsibility to Kids (CalWORKs) The money can go toward rent, food, clothing, utilities, or any other basic need. Eligibility is based on both income and assets, and your home does not count against the asset limit.
CalWORKs also pays for childcare while parents take part in welfare-to-work activities or hold a job. Families still on cash aid pay no childcare fee. If the problem is a single emergency rather than an ongoing shortfall, ask your county welfare office about a diversion payment. Federal rules let states issue a one-time payment to solve a specific short-term crisis, such as an eviction threat, a utility shutoff, or a car repair needed to keep a job. Diversion is limited to four months of assistance and is meant for a defined emergency.3Administration for Children and Families. Food Assistance
CalFresh
CalFresh is California’s version of the federal Supplemental Nutrition Assistance Program. Monthly benefits load onto an EBT card that works like a debit card at most grocery stores and many farmers’ markets.4California Department of Social Services. CalFresh Most households qualify with a gross monthly income at or below 200% of the Federal Poverty Level. For a family of four, that ceiling is $5,360 per month through September 2026. You can start an application at BenefitsCal, and it usually takes 30 to 60 minutes to finish.5BenefitsCal. About the BenefitsCal Application Process Have proof of income, California residency, and citizenship or legal immigration status ready.
College students enrolled at least half-time are generally shut out of CalFresh unless they meet a specific exemption. The common ones include working at least 20 hours a week for pay, caring for a child under six, receiving CalWORKs, or being in federal work-study.6Food and Nutrition Service. Students Students in remedial education, ESL, or workforce training programs are not subject to the student restriction at all.
WIC
WIC serves pregnant and postpartum women, infants, and children up to age five. The income cutoff is 185% of the Federal Poverty Level, which lets a family of four earn up to $59,478 a year and still qualify.7California Department of Public Health. WIC Income Guidelines If you already receive CalFresh, Medi-Cal, or CalWORKs, you automatically meet the WIC income test.
Benefits cover specific foods including whole grains, canned fish, yogurt, fresh fruits and vegetables, eggs, milk, beans, and infant formula or cereal.8California WIC. Your WIC Foods The program also offers nutrition education and breastfeeding support. Benefits load onto a WIC card, and the California WIC App lets you scan items in the store to confirm they are covered before you check out.
State Tax Credits That Pay Cash Back
Two refundable California credits send actual money to working families, even those who owe no state income tax. Refundable means you get the balance as a payment, not just a smaller tax bill.
The California Earned Income Tax Credit is worth up to $3,756 for tax year 2025, the return most families file in early 2026. Earned income and adjusted gross income must be $32,900 or less.9Franchise Tax Board. California Earned Income Tax Credit You claim it by filing a state return with Form FTB 3514.
The Young Child Tax Credit adds up to $1,189 on top of CalEITC for families with at least one child under age six.10State of California Franchise Tax Board. Young Child Tax Credit You generally must qualify for CalEITC first, with one exception: for tax year 2025, families with zero earned income or a net loss can still claim YCTC as long as total wages do not exceed $35,640.
One point that catches people. Unlike the federal Earned Income Tax Credit, which requires a Social Security number, CalEITC is open to filers using an Individual Taxpayer Identification Number. Filing a state return is the only way to claim either credit, so families who skip filing because their income was too low to owe tax often leave real money behind.
Help With Utility Bills
Ongoing Discounts: CARE and FERA
The California Alternate Rates for Energy program takes 30% to 35% off monthly electric bills and 20% off natural gas.11California Public Utilities Commission. CARE/FERA Program Household income has to be at or below 200% of the Federal Poverty Level. Being enrolled in CalFresh, CalWORKs, Medi-Cal, or several other assistance programs can qualify you automatically without a separate income check.
If your income is a little too high for CARE, the Family Electric Rate Assistance program offers an 18% discount on electricity for households earning up to 250% of the Federal Poverty Level.11California Public Utilities Commission. CARE/FERA Program FERA does not cover natural gas. Both programs use income guidelines effective June 1, 2025 through May 31, 2026, so check the current thresholds for your household size.
Emergency Help: LIHEAP
The Low-Income Home Energy Assistance Program makes one-time payments toward heating or cooling bills, including emergency help to stop a shutoff or restore disconnected service.12Administration for Children and Families. Low Income Home Energy Assistance Program (LIHEAP) For California’s fiscal year 2026, the maximum heating benefit is $1,500 and the maximum crisis benefit is also $1,500.13The LIHEAP Clearinghouse. For a four-person household in 2026, the monthly income limit is roughly $6,407.14California Department of Community Services and Development. LIHEAP Income Eligibility LIHEAP is not an ongoing discount. It is a one-time payment each program year, so treat it as emergency help rather than a monthly budget item.
Wage Replacement When Income Stops
Unemployment Insurance
If you lose your job through no fault of your own, Unemployment Insurance pays a weekly benefit based on your earnings during the past 18 months. Payments range from $40 to $450 a week and last up to 26 weeks.15Employment Development Department. Unemployment Benefits You have to be actively looking for work each week you collect. Filing requires a Social Security number, or work authorization if you are not a U.S. citizen, plus recent employment information.16Employment Development Department. Being fired does not automatically disqualify you. If you were let go for poor performance or because the job was not the right fit, you can still qualify. What disqualifies you is willful misconduct, meaning deliberate violations of workplace rules or behavior showing intentional disregard for your employer’s interests. Ordinary mistakes and honest failure to meet expectations are not misconduct.
Disability Insurance and Paid Family Leave
State Disability Insurance covers workers who cannot work because of a non-job-related illness, injury, or pregnancy. Paid Family Leave uses the same system to cover time off to bond with a new child or care for a seriously ill family member.17Employment Development Department. Medi-Cal
Medi-Cal is California’s Medicaid program, offering free or low-cost coverage based on income. Adults 19 through 64 qualify with a modified adjusted gross income up to 138% of the Federal Poverty Level, which comes out to roughly $22,025 a year for a single adult in 2026.19Covered California. Covered California
Families who earn too much for Medi-Cal can buy private coverage through Covered California and may qualify for two kinds of financial help. Premium Tax Credits lower the monthly premium. For 2026, they are available to households with income up to 400% of the Federal Poverty Level, which is $132,000 for a family of four.21HHS ASPE. 2026 Poverty Guidelines
A big change hit for 2026. The enhanced premium subsidies in place since 2021, which removed the 400% cap and held everyone’s costs to 8.5% of household income, expired on December 31, 2025.22Covered California. Important Changes The 2025 budget reconciliation law did not extend them.23Congress.gov. Enhanced Premium Tax Credit and 2026 Exchange Premiums Subsidies are smaller than in 2025, and households above 400% of the Federal Poverty Level no longer get any premium help. If you were on a Covered California plan through the enhanced-subsidy years, look closely at your 2026 premium.
Cost-Sharing Reductions are still available for households with incomes up to 250% of the Federal Poverty Level who enroll in a Silver-level plan. These lower your deductibles, copays, and annual out-of-pocket maximum at no added premium cost. If your income falls in that range, a Silver plan is almost always the right pick because no other metal tier includes these built-in savings.
Outside the annual open enrollment period, you can sign up only after a qualifying life event such as losing other coverage, moving, marrying, or having a baby. You usually have 60 days from the event to enroll.20HealthCare.gov. Special Enrollment Period (SEP)
If Your Application Is Denied
If your application for CalWORKs, CalFresh, Medi-Cal, or Covered California is denied, or if your benefits are cut or reduced, you can request a state fair hearing. The deadline is 90 days from the date on the notice of action.24California Department of Social Services. Hearing Requests After 90 days you have to show good cause for the delay, so do not sit on a denial letter.
You can request a hearing four ways: online through the state hearings portal, by calling the State Hearings Division at (800) 743-8525, by mail, or by filling out the hearing request form on the back of your notice of action. Include your full name, address, phone number, the county that took the action, the program involved, and why you disagree. If English is not your primary language, say so, and the state will arrange an interpreter. Requesting a hearing before benefits are actually reduced or terminated may let you keep receiving them at the current level while the case is pending.24California Department of Social Services.
