Electronic Benefit Transfer in North Carolina: Eligibility and Use

In North Carolina, the EBT card is the single plastic card that carries both SNAP food benefits and Work First cash assistance, issued by the state Department of Health and Human Services (NCDHHS) and used at the register like a debit card.1North Carolina Department of Health and Human Services. Food and Nutrition Services Food Stamps Benefits load automatically each month on a staggered schedule tied to the last digit of your Social Security number, and the balance from one month rolls into the next.

Who Qualifies for an EBT Card

North Carolina uses broad-based categorical eligibility. The state has eliminated the asset test and raised the gross income ceiling to 200 percent of the federal poverty level, so bank balances and vehicles do not count against you.2Food and Nutrition Service. Broad-Based Categorical Eligibility What matters is household income.

For October 1, 2025 through September 30, 2026, the gross monthly income limit is $2,610 for one person, $3,526 for two, $4,442 for three, $5,360 for four, and $6,276 for five, with $918 added for each additional person. Net monthly income — what remains after allowable deductions for shelter, dependent care, and medical costs for elderly or disabled members — must sit at or below 100 percent of poverty: $1,305 for one person, $1,763 for two, $2,221 for three, $2,680 for four, and $3,138 for five.3Food and Nutrition Service. SNAP Income Eligibility Standards FY 2026 Both tests have to pass.

Maximum monthly SNAP allotments run $298 for one person, $546 for two, $785 for three, and $994 for four.4Food and Nutrition Service. SNAP Maximum Allotments and Deductions FY 2026 Your actual allotment depends on net income.

NCDHHS defines a household as the people who live together and normally buy and prepare meals together. If you share an address with someone but shop and cook separately, you may qualify as a separate household, which changes the income math.

Applying and Getting the Card

You can apply online through the NCDHHS ePASS portal, by mail, or in person at your county Department of Social Services office. Before you start, pull together documents in four areas: identity (valid ID for the head of household and Social Security numbers for everyone in the home), residency (utility bill, lease, or similar), income (pay stubs, tax returns, or benefit letters covering the past 30 days), and expenses (rent or mortgage, property taxes, insurance, utilities, child care, and out-of-pocket medical costs for elderly or disabled members). Missing paperwork is the most common reason applications stall.1North Carolina Department of Health and Human Services. Food and Nutrition Services Food Stamps

Federal rules give the state up to 30 calendar days from the application date to give you a chance to participate.6eCFR. 7 CFR 273.2 – Office Operations and Application Processing Expedited processing cuts that to seven days for households in severe hardship — generally those with under $150 in monthly gross income and under $100 in liquid resources, or whose rent and utilities exceed their income and resources combined.

When Benefits Load Each Month

North Carolina spreads SNAP deposits across the first three weeks of the month based on the last digit of your Social Security number:7Food and Nutrition Service. Monthly Issuance Schedule for All States and Territories

Benefits are available to spend the moment they post. Any unspent balance carries forward, so there is no penalty for not using the full allotment immediately.

What You Can and Cannot Buy

Your card can hold two separate pools: SNAP food benefits and Work First cash. The rules differ.

SNAP Food Benefits

SNAP covers food for home consumption: fruits, vegetables, meat, poultry, fish, dairy, breads, cereals, snack foods, and non-alcoholic beverages. Seeds and plants that produce food for the household also qualify.8Food and Nutrition Service. What Can SNAP Buy?

SNAP cannot be used for alcohol, tobacco, vitamins, medicines, supplements, live animals, hot prepared foods sold at the register, cleaning supplies, paper goods, pet food, or hygiene items.8Food and Nutrition Service. What Can SNAP Buy? The register blocks ineligible items automatically.

Work First Cash Benefits

Work First cash is more flexible and can go toward household necessities beyond food. Federal law blocks EBT cash withdrawals and purchases at liquor stores, casinos, and adult entertainment establishments, and the EBT system is set up to refuse transactions at those locations. Violations can disqualify you from future benefits.

If you spend from both pools in a single trip, check the receipt. The accounts are separate, and cashier errors sometimes charge an item to the wrong one.

Checking Your Balance and Replacing a Lost Card

The ebtEDGE mobile app shows your current balance, deposit history, and up to a year of past transactions.9FIS. ebtEDGE App – Manage EBT Benefits With FIS You can also use the ebtEDGE cardholder portal online or call the NC EBT Call Center at 1-866-719-0141, which operates 24 hours a day.1North Carolina Department of Health and Human Services. If the card is lost, stolen, or damaged, call that number right away to lock the account and request a replacement. You can reset your PIN through the automated phone line or the cardholder portal if you think someone else has your information.

Keeping the Card Active

Recertification

SNAP in North Carolina is not permanent. Most households recertify every six months by updating income, household size, and expense information, and you can do it online through ePASS.10North Carolina Department of Health and Human Services. Online FNS and SNAP Recertifications Miss the deadline and benefits stop until you recertify, with no automatic grace period. NCDHHS mails a notice before your certification period ends, but tracking the date yourself is the safer habit.

Unused Benefits Expire After Nine Months

Unspent SNAP rolls from month to month, but it does not last forever. Federal rules remove benefits that sit untouched for nine months (274 days).11eCFR. 7 CFR 274.2 – Providing Benefits to Participants Using the card at any point during that window resets the clock on the remaining balance. If the card sits idle, the state expunges the oldest allotment first and keeps removing them as each hits nine months.

Work Requirements

Most adults on SNAP must register for work and accept a suitable job if offered. You generally cannot quit a job or drop below 30 hours a week without a good reason and keep benefits.

A stricter rule applies to able-bodied adults without dependents (ABAWDs). Federal law caps ABAWD participation at three countable months inside a 36-month period unless you work or take part in a qualifying work program for at least 80 hours a month. North Carolina uses a fixed 36-month clock running January 1, 2025 through December 31, 2027.12North Carolina Department of Health and Human Services. FNS 260 – Able-Bodied Adults Without Dependents The 80 hours can combine paid work, volunteer work, and approved training.

Use your three months and stop meeting the work rule, and you lose eligibility for the rest of the 36-month period. The clock runs continuously whether or not you are drawing benefits. Exemptions apply if you are under 18 or over the applicable age threshold, pregnant, caring for a child or incapacitated household member, physically or mentally unable to work, or already meeting the work requirement through a job or training program.12North Carolina Department of Health and Human Services. Misuse and Penalties

Selling or trading SNAP benefits for cash, drugs, firearms, or anything else of value is a federal crime called trafficking. Penalties scale with the dollar amount: $5,000 or more is a felony carrying up to 20 years in prison and a fine up to $250,000; $100 to $4,999 is a felony with up to 5 years and a $10,000 fine on a first conviction, with a six-month mandatory minimum on a second; under $100 is a misdemeanor with up to a year and a $1,000 fine.13Office of the Law Revision Counsel. 7 USC 2024 – Unauthorized Use, Transfer, Acquisition, Alteration, or Possession of Benefits

Intentional program violations also trigger mandatory disqualification: one year on a first finding, two years on a second, permanent on a third.14Office of the Law Revision Counsel. 7 USC 2015 – Eligibility Disqualifications Trading controlled substances for benefits brings a two-year ban on a first offense and permanent disqualification on a second. Trading firearms or ammunition for benefits is permanent disqualification on the first offense. Courts can tack on an additional 18-month suspension after a conviction.13Office of the Law Revision Counsel. 7 USC 2024 – Unauthorized Use, Transfer, Acquisition, Alteration, or Possession of Benefits Lying on an application about income, household size, or identity falls under the same framework, with the same escalating disqualification timeline.
