The Elkhart County income tax rate is 2.0%, charged on your Indiana adjusted gross income on top of Indiana’s 2.95% flat state rate for 2026, for a combined state and local rate of 4.95%.1Indiana Department of Revenue. 2025 Indiana County Income Tax Rates and County Codes2Indiana Department of Revenue. DOR: Rates Fees and Penalties Whether that rate applies to you depends on where you lived or worked on January 1 of the tax year, not on where you are now.3Indiana Department of Revenue. Who Actually Pays the 2.0%
Your county tax locks in on January 1. If you move counties in March or change jobs in July, your county rate for the full year still reflects your situation on that first day.3Indiana Department of Revenue. Departmental Notice 1 – How to Compute Withholding for State and County Income Tax
Three situations cover most people:
- You lived in Elkhart County on January 1. You owe 2.0% on your entire Indiana adjusted gross income, no matter where you work.4Indiana Department of Revenue. Income Tax Information Bulletin 32 – General Information on Local Income Taxes
- You lived outside Indiana on January 1 but your principal workplace was in Elkhart County. You owe 2.0% on the income you earned there. Indiana’s state-level reciprocity with neighboring states does not exempt you from the county tax.5Indiana Department of Revenue. Withholding Requirements for Nonresident Employees
- You lived in another Indiana county on January 1 and commuted into Elkhart County for work. You pay your home county’s rate, not Elkhart’s. Residency in an Indiana county always wins over workplace location.3Indiana Department of Revenue. Departmental Notice 1 – How to Compute Withholding for State and County Income Tax
That third one catches people. A St. Joseph County resident who drives into Goshen or Elkhart every day pays the St. Joseph rate on everything, and Elkhart’s 2.0% never touches that paycheck.
How to Calculate What You Owe
Start with your Indiana adjusted gross income. That figure begins with your federal AGI and then picks up Indiana-specific additions and subtractions, though for most filers it tracks the federal number closely. Multiply the Indiana AGI by 0.02, and you have your Elkhart County liability for the year.
On $60,000 of Indiana AGI, the breakdown looks like this: $1,770 in Indiana state tax at 2.95%, plus $1,200 in Elkhart County tax at 2.0%, for a combined Indiana income tax bill of $2,970.
Withholding Through Your Employer
If you work for an employer, the county tax normally comes out of your paycheck automatically. You tell your employer your county of residence and county of employment as of January 1 by filling out Indiana Form WH-4, and the employer uses that to withhold the correct county rate.6Indiana Department of Revenue. DOR: Withholding Tax Forms
Employers must withhold Indiana county tax even for nonresident employees. If you live in Michigan and work in Elkhart County, your paycheck still has the 2.0% taken out.5Indiana Department of Revenue. Withholding Requirements for Nonresident Employees At year end, Box 18 of your W-2 shows your local wages and Box 19 shows the local tax withheld.
Quarterly Estimates If You’re Self-Employed
Without an employer to handle withholding, you need to make quarterly estimated payments whenever you expect to owe $1,000 or more in combined state and county tax for the year. Due dates are April 15, June 15, September 15, and January 15 of the following year.7Indiana Department of Revenue. DOR: Estimated Payments
Pay online through Indiana’s INTIME portal or mail Form ES-40 with a check. Underpayment or missed quarters can trigger penalty and interest, so it’s worth estimating the county piece early and building it into your payment schedule.
Reconciling on Your Indiana Return
You settle up when you file Form IT-40. The return totals your county liability, credits what was withheld and what you paid in estimates, and tells you whether you owe more or have a refund.
A full-year Elkhart County resident with ordinary W-2 income can handle the county piece inside the standard IT-40 calculation. If you moved between counties during the year, lived out of state, or earned income in more than one county, add Schedule CT-40PNR. That schedule applies the January 1 rules and allocates your income to the right county at the right rate.
Deducting It on Your Federal Return
The Elkhart County tax you pay during the year counts toward the federal state and local tax deduction if you itemize on Schedule A, alongside your Indiana state tax, estimated payments, and any balance due you paid with your return.8Internal Revenue Service. Topic no. 503, Deductible Taxes
For 2026, the combined SALT deduction is capped at $40,000 for most filers and $20,000 if married filing separately, with a phase-down at higher incomes that cannot drop the deduction below $10,000.8Internal Revenue Service. Topic no. 503, Deductible Taxes Most Elkhart County households with moderate incomes will fit under the cap once state tax, county tax, and property taxes are added up, but it’s worth totaling them before assuming the full deduction is available.
