West Virginia’s Emergency LIEAP in WV is a one-time payment that keeps the heat on when you have a shutoff notice or a near-empty fuel tank and no way to cover it yourself. The West Virginia Department of Human Services (DoHS) runs the program, pays your utility or fuel vendor directly, and caps the benefit at $2,000 per household for fiscal year 2026. Apply at your local DoHS county office or online at wvpath.wv.gov as soon as the emergency is real, because funding closes without notice once it runs out.
Who Qualifies
Three things have to line up: income, a verified heating emergency, and responsibility for the heating bill.
Income is measured as your household’s total gross monthly income against 60 percent of the State Median Income.1The LIHEAP Clearinghouse. West Virginia For FY2026, the ceiling is $2,454 a month for a single person, $4,720 for a household of four, and $8,144 for a household of ten, with $688 added per additional person. Every person living with you counts, related or not, and the figure is gross income before any deductions.2Bureau for Family Assistance. Utility Assistance/LIEAP
The emergency piece is where people get tripped up. A disconnection notice by itself does not qualify you, and neither does a low bulk fuel supply. The state’s policy manual says so plainly: you must be without home heating or in immediate danger of losing it, and you must lack the resources to fix it yourself.3West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Chapter 26.2 – Eligibility Requirements A shutoff notice plus an empty bank account qualifies. A shutoff notice plus enough money in the account to pay the bill likely does not. The same logic applies to propane, oil, or wood: you need to show the supply is about to run out and you cannot afford a delivery. Filing a false claim can bring fines and loss of future LIEAP eligibility.
You also have to be responsible for your home heating costs. That means paying a utility, a fuel supplier, or a landlord directly, either as a separate bill or as a stated portion of your rent or mortgage, with the heating amount documented on a rent receipt, lease, or similar paper.4West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Chapter 26.2 – Eligibility Requirements If someone outside your household pays your entire heating bill, you are considered “invulnerable” to heating costs and cannot qualify. Partial outside help is fine as long as some of the cost still falls on you.
One emergency payment per household per year. If you already got one this season, a second application will be denied.3West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Chapter 26.2 – Eligibility Requirements Having already received a Regular LIEAP payment does not disqualify you from emergency benefits.
What to Have Ready Before You Apply
Gather everything first. A missing document delays the application while the clock is already running. You will need:
- Social Security numbers for every person in your household, including children and non-family members.5West Virginia Department of Health and Human Resources. Low-Income Energy Assistance Program Instructions
- Names, birthdates, and relationship to you for everyone in the home.6West Virginia Department of Health and Human Resources. Application for Low Income Energy Assistance Program
- Proof of gross monthly income for all household members: pay stubs, Social Security or SSI award letters, child support records, or unemployment documents.
- Your utility account number if you heat with a regulated utility. You must provide it at application or within 15 calendar days.4West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Chapter 26.2 – Eligibility Requirements
- Proof of the emergency, such as a shutoff notice from your utility or a written statement from your bulk fuel supplier about current supply. Electronic notices count.
If you report zero income, expect follow-up. You will have to explain and verify how you have paid for food, shelter, and other basics for at least the 30 days before you applied.5West Virginia Department of Health and Human Resources. Low-Income Energy Assistance Program Instructions
How and Where To Apply
Submit your application to your local DoHS county office. You can hand-deliver it, mail it, or apply online through WV PATH at wvpath.wv.gov.2Bureau for Family Assistance. Utility Assistance/LIEAP
Federal law requires the state to provide assistance within 48 hours of your application if you are eligible for emergency crisis benefits. In a life-threatening situation, the window drops to 18 hours.7Office of the Law Revision Counsel. 42 USC 8623 – State Allotments West Virginia’s policy manual mirrors those deadlines.3West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Chapter 26.2 – Eligibility Requirements
Apply as early in the day as you can and bring complete documentation. A missing document forces the caseworker to request it while the 48-hour clock keeps running. If the cold is dangerous and you have a vulnerable person in the home, say so explicitly when you apply so the office can flag the file for the 18-hour timeline. You will get a written notice telling you whether the application was approved or denied, including the payment amount or the reason.
How the Payment Works
Emergency LIEAP money goes directly to your fuel vendor or utility company. You do not get cash or a check. That rule is firm for emergency benefits, which is different from Regular LIEAP where direct household payments are allowed in some cases.8West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Chapter 26.4 – Payment and Authorization Process
The payment can cover more than the current bill. It may go toward past-due balances, reconnection charges, and deposits needed to restore service. In some situations it can also pay for furnace repair or propane tank replacement when the home has no safe alternative heat source.9West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Chapter 19.6 – Low-Income Energy Assistance Program Vendors who charge extra for an emergency delivery outside normal routes can have the surcharge added to the payment. The FY2026 maximum is $2,000 per household.
If your Regular LIEAP payment is still pending when you apply for emergency help, the caseworker will process the regular one first. If that payment alone solves the crisis, no emergency payment is issued. If it falls short, an emergency payment covers the remaining balance needed to fix the problem.
When Emergency LIEAP Is Open
Emergency LIEAP opens after the Regular LIEAP season closes and runs only as long as federal funds last. The program can shut down without advance notice once funds are exhausted.10West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Chapter 26 – Low Income Energy Assistance Program For FY2026, the regular cycle starts in early winter, with mailed applications due back from prior recipients by the end of January and the general public applying starting in early February. Call your local DoHS county office or check wvpath.wv.gov to confirm the program is currently taking applications.2Bureau for Family Assistance. Utility Assistance/LIEAP
If Your Furnace Is the Real Problem
If the issue is a broken heating system rather than an unpaid bill, West Virginia runs a separate Repair and Replacement Program under the broader LIHEAP umbrella. It is open to homeowners with unsafe or non-functioning heating systems and uses the same income guidelines. (Cooling-unit help has an added requirement: the household must include someone who is disabled, age 60 or older, or a child age five or younger.)2Bureau for Family Assistance. Utility Assistance/LIEAP Ask about both programs when you call, because people often apply for Emergency LIEAP when what they really need is equipment repair.
If You Are Denied
You can request a fair hearing if your application is denied, you think the payment amount is wrong, processing was unreasonably delayed, or you believe you were discriminated against. File the request within 60 days of the written notice.2Bureau for Family Assistance. Utility Assistance/LIEAP Your denial notice should include instructions and where to send the request. Contact your local DoHS county office to start the process. A denial is not the end of the road, especially when you have reason to think the documentation was misread or the emergency was not properly verified.
