An EZ Tag violation in Houston starts at the unpaid toll plus a $10 administrative fee and a $1 County Attorney fee per missed toll, but the total can climb past $120 for a single toll if you let it go to a hearing.1Harris County Toll Road Authority. TxTag FAQ2Harris County Toll Road Authority. Interim Tolling Policy Definitions Pay the first invoice and you’re done. Ignore it and the fees compound, your credit can take a hit, and your vehicle registration can eventually be blocked.
How The Fees Stack Up
Houston toll penalties escalate in stages, and each stage adds its own charge on top of what you already owe.
- Initial invoice: the unpaid toll, a $10 administrative fee, and a $1 County Attorney fee per unpaid toll.2Harris County Toll Road Authority. Interim Tolling Policy Definitions
- Collections: if the invoice sits unpaid for 60 calendar days, HCTRA refers it to a collection agency and adds a $10 collection fee per invoice.3Harris County Toll Road Authority. Hearing Process
- Administrative hearing: if the matter proceeds to a formal hearing, you face a $50 citation fee, a $50 county hearing fee, and a variable adjudication fee that can run from $1 to $500.1Harris County Toll Road Authority. TxTag FAQ
A toll that would have cost roughly a dollar with an EZ Tag can turn into more than $120 by the time the hearing fees are added. Across several missed tolls, the arithmetic gets ugly fast.
The 60-day collection clock starts when the invoice is generated, not when you receive it in the mail. If you suspect you drove a Houston toll road without a working tag, don’t wait for paper to arrive.
How To Check For Unpaid Tolls
HCTRA’s lookup tool at hctra.org/Violations lets you search for outstanding tolls using your license plate number and, if you have one, your invoice number. The results show which roads were used, what’s owed, and the deadlines for payment.4Harris County Toll Road Authority. Pay Tolls and Invoices The HCTRA mobile app offers the same lookup.
One housekeeping note: in late 2024, TxDOT transferred its TxTag billing to HCTRA. Former TxTag accounts were migrated to EZ Tag accounts, and non-tag drivers in the Houston and Austin regions now receive one combined statement from HCTRA for both TxDOT and HCTRA roads.5Texas Department of Transportation. How To Dispute An Invoice
Plate-reading cameras occasionally misread a character, and billing errors do happen. For a straightforward billing problem, contact HCTRA customer service through the website or by phone. If you have an EZ Tag account but were billed as a non-tag user, give them your account number and the invoice details so the transaction can be matched to your account. Move quickly, because fees keep accruing while a dispute is pending.
HCTRA will waive fees, though not the toll itself, in specific circumstances. If your vehicle was stolen, sold, repossessed, or donated before the violation occurred, submit documentation and request a waiver. The proof needs to be in HCTRA’s hands before the matter is scheduled for a court hearing, or additional fees may apply before any waiver takes effect.2Harris County Toll Road Authority. If customer service can’t resolve the dispute and the case moves toward a formal determination, you have 30 days from the notice to request an administrative hearing. Miss that window and the determination becomes final with no right to appeal.8State of Texas. Texas Transportation Code Chapter 372
What Happens If You Don’t Pay
Ignoring Houston toll invoices triggers consequences well beyond the fee stack.
Collections And Credit
Once the invoice is 60 days unpaid, HCTRA refers it to a collection agency.3Harris County Toll Road Authority. Hearing Process The collector must attempt to contact you before reporting, but once that notice requirement is met, the unpaid debt can appear on your credit report.9Consumer Financial Protection Bureau. When Can a Debt Collector Report My Debt to a Credit Reporting Company A collections mark for a few dollars in tolls is one of the more avoidable hits a credit file can take.
Vehicle Registration Hold
If you accumulate 100 or more events of nonpayment within a single year across at least two written notices, HCTRA can classify you as a habitual violator under Texas law. After a final determination, the toll authority reports you to the Texas Department of Motor Vehicles, which blocks the renewal of your vehicle registration until all tolls and fees are paid or you’ve entered a payment plan.8State of Texas. Texas Transportation Code Chapter 372 Driving on an expired registration opens a separate set of legal problems.
Misdemeanor Charges And Seizure
Failing to pay a toll on a county toll road is a misdemeanor under the Texas Transportation Code, punishable by a fine of up to $100, and the county has the authority to seize the vehicle and hold it until all tolls and related charges are paid.10State of Texas. Texas Transportation Code 284.070 – Nonpayment of Toll Offense The county can also place an immobilization device on a vehicle to enforce an administrative decision.11State of Texas. Texas Transportation Code Chapter 284 These tools are typically reserved for repeat offenders, but they are on the books and they do get used.
Rental Cars And Toll Charges
Rental vehicles are a frequent source of surprise toll charges. If you drive a rental through a Houston toll plaza without your own tag, the toll is billed to the rental company, which passes it on with its own fee attached. Daily administrative charges in the $4 to $6 range are typical, sometimes without a cap. Some agencies charge a flat per-toll fee instead, which can run higher.
If you already have an HCTRA account, the EZ Plate feature lets you temporarily add a rental’s license plate to your account so tolls bill directly to you instead of the rental company. EZ Plate vehicles pay the higher non-tag rate rather than the discounted EZ Tag rate, but that is still well below rental-agency surcharges. EZ Plate works on Harris County and Fort Bend County toll roads.12Harris County Toll Road Authority. What Is an EZ Plate
How To Avoid Future Violations
A single violation fee costs more than opening an EZ Tag account. The tags themselves are free for up to eight vehicles on one account, and the minimum prepaid deposit is $10, which goes straight toward tolls.13Harris County Toll Road Authority. EZ Tag Benefits You can open an account at hctra.org, through the HCTRA mobile app, or at an HCTRA customer service location. Once the tag is on your windshield, tolls deduct from your prepaid balance automatically and the invoice problem goes away.
