If you have failed the Virginia permit test three times, the DMV will not let you attempt it a fourth time until you complete a state-approved driver training course and hand the completion certificate to a customer service center. The completion date on that certificate must fall after the date of your third failure, so any coursework you did earlier will not count.1Virginia Department of Motor Vehicles. The Course Requirement After a Third Failure
Once your third failure is on the record, the retest lock is automatic and applies to every applicant regardless of age. You need the classroom portion of a Virginia-approved driver training program, and you need to bring the original certificate of completion to a DMV customer service center before the system will let you sit for the exam again.2Virginia Department of Motor Vehicles. If You Are 18 or Older
Adults have the shorter route. You can complete an 8-hour Driver’s Manual course, offered either in a classroom or online through a DMV-licensed driver training school.3Virginia Department of Motor Vehicles. The online option is usually the fastest way back to the testing station.
For online courses, the school must use a DMV-approved curriculum, or one it has submitted and had approved before instruction begins.4Virginia Department of Motor Vehicles. If You Are Under 18
Applicants under 18 have to complete the full classroom portion of driver education: 36 sessions of 50 minutes each. When you finish, the school issues a certificate of completion, and the DMV accepts a DEC-1 from a public or private school, a DMC-3 issued through the Department of Education in partnership with VADETS, or a DTS 36 from a DMV-licensed driver training school.3Virginia Department of Motor Vehicles. There is one exception that saves some applicants a lot of time. If you already finished the classroom component of driver education before your third failure, you don’t have to repeat all 36 sessions. Courses That Do Not Count
Two Virginia programs sound similar but will not clear the retest lock. The behind-the-wheel re-examination course is for people who fail the road skills test three times, not the knowledge exam. Certificates the DMV Accepts
The DMV recognizes three completion certificates for the three-failure requirement:
- DEC-1, issued by a public or private school offering full driver education.
- DMC-3, issued through the Department of Education in partnership with VADETS.

Bring the original, not a copy or a screenshot. Check the date printed on the form before you go; if it is on or before the date of your third failure, the DMV will turn you away.
Scheduling the Fourth Attempt
You can book an appointment through the Virginia DMV website for a weekday visit, or walk in during regular hours. Once you pass, the DMV mails the learner’s permit to the address on file. No temporary card is issued at the counter for the knowledge exam.6Virginia Department of Motor Vehicles. Apply for a Learner’s Permit
If You Fail Again
Fail the fourth attempt and the counter resets. Three more failures put you right back under the same course requirement before a seventh try. Each cycle costs you time and course fees, so use the required course as a foundation rather than the whole of your preparation, and spend extra time on the road signs section, where a single wrong answer ends the exam.
