Financial assistance for veterans in California runs through several separate programs: property tax exemptions on your home, the CalVet home loan, tuition waivers for your children and spouse, a contracting preference for disabled-veteran-owned businesses, a vehicle registration fee exemption, emergency aid coordinated by county officers, and long-term residential care through the Veterans Homes. Most applications go through your County Veteran Service Officer (CVSO), and most require a copy of your DD-214.
Property Tax Exemption on Your Home
If you have a 100 percent service-connected disability rating, or you’re paid at the 100 percent rate because of individual unemployability, California exempts a large portion of your primary residence’s assessed value from property tax.1California Board of Equalization. - The low-income exemption applies when household income is below $81,131. It exempts $271,009 of assessed value for the 2026 lien date.2California Board of Equalization. LTA 2025/014, Disabled Veterans’ Exemption Increases for 2026
The exemption reduces taxable assessed value, not your bill dollar-for-dollar. In a county with a 1.1 percent effective rate, the basic tier saves roughly $1,987 a year and the low-income tier roughly $2,981. File the claim with your county assessor. The low-income tier has to be refiled every year because the income limit changes.
A separate, much older Veterans’ Exemption of $4,000 exists on the books, but the property value thresholds ($5,000 unmarried, $10,000 married) are so low that almost no one qualifies today. If a county assessor mentions it, it’s usually not the program you want.
Tuition Waivers for Your Children and Spouse
The California College Fee Waiver covers systemwide tuition and mandatory fees at any California Community College, CSU, or UC campus for qualifying dependents. It does not cover books, parking, or room and board.3CalVet. California Veteran Dependent College Fee Waiver There are four eligibility plans:
- Plan A covers the child (ages 14 to 27, or up to 30 if the child is also a veteran), spouse, or unmarried surviving spouse of a wartime veteran who is 100 percent service-connected disabled or died of service-related causes. - Plan B covers the child of a veteran with any service-connected disability rating, not just 100 percent. The child’s own annual income (including parental support) must fall below an annual limit. There is no age restriction and no wartime requirement.
- Plan C covers dependents and unmarried surviving spouses of a California National Guard member killed, disabled by duty, or permanently disabled while on active state service.
- Plan D covers Medal of Honor recipients and their children under 27.
Plan B is the one families miss most often. A partial disability rating is enough to qualify a child, as long as the child’s income stays under the cap. Households that assumed only 100-percent-rated veterans qualified sometimes discover a full tuition benefit they’ve been leaving on the table for years.
CalVet Home Loan
The CalVet Home Loan finances an owner-occupied home or working farm in California, with competitive rates, low fees, and little to no down payment. Eligibility requires at least 90 days of active-duty service (training excluded) and a discharge under honorable conditions.4CA.gov. Get a CalVet Home Loan
One point matters before you sign. Under a CalVet loan, the state records the deed in its own name and gives you a recorded contract of sale. You hold equitable title (the right to possess and use the property), but the state keeps legal title until the loan is paid off.5CalVet. The practical consequence is what happens if you default. The state can cancel the contract and treat your prior payments as rent for the time you occupied the property, rather than going through the longer foreclosure process a conventional mortgage requires.5CalVet. Federal Grants to Adapt a Home
Veterans with certain service-connected disabilities may qualify for federal Specially Adapted Housing (SAH) or Special Home Adaptation (SHA) grants to build, buy, or modify a home for accessibility — ramps, wider doorways, accessible bathrooms.6Department of Veterans Affairs. Disability Housing Grants for Veterans For fiscal year 2026, the maximum SAH grant is approximately $126,526 and the maximum SHA grant approximately $25,350. The caps adjust annually. If you already have a CalVet loan, a separate CalVet home improvement loan can also fund accessibility modifications or general remodeling.
Disabled Veteran Business Enterprise Certification
If you own a business, DVBE certification gives you a preference on California state contracts. The Department of General Services certifies qualifying businesses under Military and Veterans Code Section 999.5.7California Department of General Services. Certified DVBEs receive an incentive of up to 5 percent on competitive solicitations. On low-price bids, the state applies a price incentive between 1 and 5 percent; on scored evaluations, a comparable point incentive applies.8California Department of General Services. Certification is not automatic once granted. Certified businesses must submit federal tax returns to the Office of Small Business and DVBE Services and declare whether they operate as a broker or agent. Businesses that rent equipment to the state also have to submit personal tax returns. Miss those filings and the state automatically converts the business to broker-or-agent status, which means it no longer counts toward DVBE participation goals.10California Department of General Services. Vehicle Registration Fee Exemption
Qualifying disabled veterans pay no registration fees on one vehicle. It has to be a passenger car, motorcycle, or commercial vehicle with an unladen weight of 8,000 pounds or less that isn’t used for hire, and it must display Disabled Veteran license plates and be owned by the veteran.11California DMV. 21.095 Disabled Veteran License Plates and Fees Exemption Fees for duplicate plates, certificates, and stickers are still charged. The exemption applies to one vehicle only and cannot be combined with other special-plate exemptions such as the POW plate.
Emergency Aid Through Your CVSO
When the problem is an eviction notice, a utility shutoff, or an empty pantry, your County Veteran Service Officer is the first call. CVSOs connect veterans to government-funded emergency aid and to local nonprofit resources that can cover food, utility bills, or short-term rent.12California Association of County Veterans Service Officers. CVSOs also work with nonprofits that write direct cash grants. Groups like the Veterans of Foreign Wars run relief funds for mortgage payments, auto repairs, and basic living expenses. These grants are generally small and one-time, meant to bridge a crisis rather than provide ongoing support.
California National Guard members and families facing hardship because of activation or deployment may qualify for short-term grants through the Military Family Relief program, run by the California Military Department’s Family Programs office.13California Military Department. License Portability for Military Spouses
If you’re moving into California on military orders and your spouse holds an out-of-state professional license, federal law under the Servicemembers Civil Relief Act requires California to recognize that license (including law licenses as of late 2024) when the move is due to those orders. The rule applies to both servicemembers and spouses.14United States Department of Justice. Professional License Portability
California runs the process through a Department of Consumer Affairs registration portal. You submit military orders, verification that the out-of-state license is in good standing, and (for spouses) proof of marriage. The licensing authority cannot demand transcripts, test scores, or references.15California Department of Consumer Affairs. Federal Professional License Portability and State Registration A license that authorizes prescribing or dispensing controlled substances also has to register with California’s Prescription Drug Monitoring Program (CURES) as an out-of-state practitioner. The registration is temporary; if you plan to stay past the period covered by the orders, you’ll need to obtain full California licensure.
Long-Term Care at the Veterans Homes of California
CalVet operates a network of veterans homes offering long-term residential care to aged and disabled veterans and eligible spouses or domestic partners. The homes provide different levels of care, from independent living through skilled nursing, and resident fees are typically scaled to income. Ask your CVSO about eligibility and waitlists — some homes have substantial wait times.
How to Actually Apply
Your County Veteran Service Officer is the starting point for almost every benefit above. CVSOs are county employees who help file state and federal claims at no cost.16California Legislative Information. California Code MVC 970 Most California counties maintain a CVSO office.
The one document you can’t apply without is your DD-214, the Certificate of Release or Discharge from Active Duty. It confirms your service dates, discharge status, and character of service, and nearly every program requires it.17National Archives. Programs will also ask for proof of California residency, income documentation, and medical records for any service-connected disability. Your CVSO can tell you exactly what each program needs.
