Florida 2-15 License Requirements: Exam, Fingerprinting, and Appointments

To get a Florida 2-15 Life, Health, and Variable Annuity Agent license, you need to be at least 18 and a Florida resident, finish a 60-hour approved pre-licensing course, pass a fingerprint-based background check, submit an application with a $50 fee through the MyProfile portal, and pass a 165-question state exam with a score of at least 70%. The Florida 2-15 license requirements also include a separate FINRA registration if you intend to sell variable annuities, because the state license alone does not authorize securities transactions.

Who Qualifies to Apply

You must be 18 or older, a United States citizen or legal alien with work authorization, and a bona fide Florida resident.1Florida Department of Financial Services. 2-15 Resident Health and Life Agent License You cannot hold a resident insurance license in another state when you apply, and employees of the U.S. Department of Veterans Affairs or a state service office are ineligible.

The Department of Financial Services also evaluates character. It has discretionary authority to deny a license for insurance law violations, deceptive business practices, cheating on a licensing exam, or failing to report a felony conviction within 30 days.2Online Sunshine. Florida Code 626.621 – Grounds for Discretionary Refusal, Suspension, or Revocation

One federal rule deserves its own flag. Under 18 U.S.C. ยง 1033, anyone convicted of a felony involving dishonesty or breach of trust commits a federal crime by working in the insurance business without first obtaining written consent from the state insurance regulator.3Office of the Law Revision Counsel. 18 USC 1033 – Crimes by or Affecting Persons Engaged in the Business of Insurance The age of the conviction does not matter, and the penalty reaches up to five years in prison. If this applies to you, get written consent before you apply.

Pre-Licensing Education

The standard requirement is a 60-hour pre-licensing course from a provider approved by the Department of Financial Services, covering life insurance, health insurance, and variable annuity contracts.1Florida Department of Financial Services. 2-15 Resident Health and Life Agent License The course credit is good for four years from the completion date.

You can also split the coursework into a 30-hour life, annuity, and variable contracts course plus a 40-hour health course. Certain designations substitute for one half. A Chartered Financial Consultant (ChFC) or Fellow, Life Management Institute (FLMI) covers the life portion; a Registered Health Underwriter (RHU) or Health Insurance Associate (HIA) covers the health portion. Both pathways still require the state exam.

When You Can Skip the Exam

Two paths waive the state exam. A college degree that includes at least nine credit hours of insurance instruction covering health, life, annuities, and variable contracts qualifies you to apply without testing, with an official transcript. The Chartered Life Underwriter (CLU) designation from the American College of Financial Services also qualifies, with an original letter from the college.1Florida Department of Financial Services. 2-15 Resident Health and Life Agent License

If you held an equivalent resident license in another state for at least one continuous year and apply within 90 days of establishing Florida residency, you skip both the coursework and the exam. Past 90 days, applicants from reciprocal states within the last four years skip the coursework but still take the exam.

Fingerprinting

Florida uses IdentoGO for electronic LiveScan fingerprinting. The fee is $49.50 plus local county sales tax.4MyFloridaCFO. Fingerprinting Information Register and pay on the IdentoGO site, then choose a LiveScan location from the list that appears during registration. Select the correct reason code so your results route to the Department of Financial Services.

Your prints run against state and federal criminal databases. A record is not an automatic bar, but felonies and some misdemeanors draw closer review, and dishonesty-related felonies trigger the federal prohibition described above.

Submitting the Application

All licensing runs through MyProfile, the Department of Financial Services online portal.5Florida Department of Financial Services. DICE – MyProfile Create an account, then use the portal to submit your application, respond to deficiencies, and view your license when it issues. The form asks for residential addresses and five continuous years of employment history with no gaps, so pull that together before you start.

The filing fee is $50.6Online Sunshine. Florida Code 624.501 – Fees Have your pre-licensing course completion certificate number ready; the system asks for it. Your course provider usually sends proof of completion to the department within 21 days of your passing date, but entering the certificate number yourself avoids delays.1Florida Department of Financial Services. 2-15 Resident Health and Life Agent License

The State Exam

Once your application is processed and your fingerprint results clear, you receive authorization to schedule the exam through Pearson VUE.7Pearson VUE. The 2-15 exam runs 165 multiple-choice questions: 150 scored, plus 15 unscored pretest questions you cannot identify. Variable Annuities Need Separate FINRA Registration

The 2-15 gives you the Florida authority to transact variable contracts, but variable annuities are securities under federal law, and the state license by itself is not enough. Florida bars selling variable life, variable annuity contracts, or other variable contracts without passing a state-approved variable contracts exam.11Online Sunshine. Florida Code 626.7845 – Variable Life Insurance, Variable Annuity Contracts Federal securities law adds a separate FINRA registration on top.

FINRA’s Investment Company and Variable Contracts Products registration requires two exams: the Securities Industry Essentials (SIE) and the Series 6.12FINRA. Series 6 – Investment Company and Variable Contracts Products Representative You can sit for the SIE on your own, but the Series 6 requires sponsorship from a FINRA member firm, so you need to be affiliated with a broker-dealer before you take it.13FINRA. Securities Industry Essentials Exam Passing the SIE alone does not qualify you to sell anything; you need both exams and a firm affiliation.

If you plan to sell only fixed life insurance, fixed annuities, and health insurance, you do not need FINRA registration. If you want to work with variable products, line up a carrier with a broker-dealer affiliate before you start chasing the Series 6.

Carrier Appointments Before You Can Write Business

Holding the license is not the same as being able to sell. At least one insurance company must appoint you, and the insurer pays a $60 state appointment fee for each line of authority, covering both the original appointment and biennial renewal.6Online Sunshine. Florida Code 624.501 – Fees The insurer normally pays this. Your authority to write business depends on having at least one active appointment in place.

Renewal and Continuing Education

The 2-15 license runs on a two-year renewal cycle, and you must complete continuing education before each renewal. The requirement is 24 hours per cycle: a 4-hour law and ethics update specific to life and health, plus 20 elective hours.14MyFloridaCFO. Continuing Education

After six years of licensure, the elective portion drops from 20 hours to 16, for a total of 20. Agents licensed 25 or more years who also hold a CLU, CPCU, or qualifying insurance degree can reduce electives further to 6 hours.15Online Sunshine. Florida Code 626.2815 – Continuing Education Requirements Missing the CE deadline can lapse your license, and selling without an active license is a separate violation.

If You Live Outside Florida

Everything above assumes you are a Florida resident. If you are licensed and in good standing in another state, you can apply for a Florida nonresident 2-15 without Florida’s pre-licensing coursework or exam, provided your home state extends the same courtesy to Florida residents. Florida has reciprocal agreements with U.S. territories including Puerto Rico, Guam, and the U.S. Virgin Islands, and limited reciprocity with most Canadian provinces for certain license types.16MyFloridaCFO. Reciprocating States Nonresident appointment fees match the $60 per insurer resident rate, and you apply through the same MyProfile portal.
