If you are deciding between the Florida 2-15 and the 2-40 insurance license, the 2-15 is the better choice for almost everyone. It covers health insurance, life insurance, annuities, and variable contracts in a single credential, while the 2-40 is limited to health insurance only. The 2-15 costs you 20 extra hours of pre-licensing education and a slightly longer exam, and in exchange you can sell every product the 2-40 agent can sell plus a much larger catalog.
What Each License Lets You Sell
The 2-15 is formally the “Health and Life, Including Annuities and Variable Contracts” license. A life agent under Florida law can represent insurers for life insurance policies, fixed-dollar annuity contracts, and variable contracts; a health agent can represent HMOs and insurers transacting health insurance.1Florida Statutes. Florida Code 626.015 – Definitions The 2-15 combines both roles.
In practical terms, that means term life, whole life, universal life, and fixed annuities on the life side. On the health side: individual and group medical plans, disability income coverage, long-term care policies, Medicare supplements, and accidental death and dismemberment policies that fit Florida’s health insurance definitions.2Florida Department of Financial Services. 2-15 Resident Health and Life Agent License
The 2-40 is the Health Agent license. It authorizes major medical plans, dental and vision coverage, disability income, long-term care, and AD&D coverage that qualifies as health insurance under state definitions.3Florida Department of Financial Services. Resident Health License Life insurance, fixed annuities, and variable contracts are off the table.
Because the 2-15 includes both life and health authority, it absorbs the 2-40 entirely. If you already hold the 2-15, there is no reason to also hold the 2-40.
When the 2-40 Actually Makes Sense
The 2-40 is reasonable in a narrow set of situations. You work exclusively in employee benefits administration. You plan to sell only ACA marketplace plans. You need to get licensed quickly for a health-focused role and genuinely have no interest in life products. Even in those cases, many agents eventually come back for the 2-15 as their work expands.
For anyone else, including most new agents hired at agencies, the 2-15 is what employers prefer because it lets them put you on both life and health product lines without waiting for an upgrade.
What Each License Costs You to Earn
Both licenses run through the same Florida Department of Financial Services process, but the inputs differ.
Pre-licensing education is 60 hours for the 2-15, covering life insurance, health insurance, annuities, and variable contracts.2Florida Department of Financial Services. 2-15 Resident Health and Life Agent License For the 2-40 it is 40 hours focused on health insurance.3Florida Department of Financial Services. Resident Health License Your course completion is good for four years, so you cannot bank the hours indefinitely before applying.
The state exams are administered by Pearson VUE, and both require a 70% to pass. The 2-15 exam (code 0215) runs 2 hours and 45 minutes and covers life, health, annuities, and variable contracts. The 2-40 exam (code 0240) runs 2 hours and covers health only.4Pearson VUE. Insurance Licensing
The application fee is the same either way: $50 through the DFS MyProfile portal.5Florida Department of Financial Services. Fees and Payment Methods You also pay IdentoGO separately for fingerprinting.6NIPR. Florida Non-Resident Licensing Individual
Eligibility rules are identical for both: at least 18 years old, a bona fide Florida resident, and either a U.S. citizen or a legal alien with work authorization.3Florida Department of Financial Services. Resident Health License A criminal history does not automatically disqualify you, but you must disclose it.7Florida Statutes. Florida Code 626.621 – Grounds for Discretionary Refusal, Suspension, or Revocation of License or Appointment
Some professional designations can shortcut the process. Holders of the CLU, CPCU, ChHC, or RHU may be exempt from the pre-licensing course and sometimes the exam. A college degree with at least nine credit hours of insurance instruction, including specific coursework in the relevant line, can also substitute for the course and exempt you from the state exam.3Florida Department of Financial Services. Holding the License Is Not the Same as Being Able to Sell
Both licenses carry the same post-licensure trap. Florida requires you to be both licensed and appointed by an insurer before you can solicit or transact any insurance.8Florida Statutes. Florida Code 626.112 – License and Appointment Required An appointment is the formal authorization from a specific insurance company allowing you to sell its products. Without at least one, your license is paper.
Florida licenses are perpetual, so there is no fixed renewal date. But if your license sits for 48 consecutive months without any active appointment, it expires automatically.9Florida Department of Financial Services. Frequently Asked Questions At that point you would have to start the full process over: pre-licensing education, application, exam, the lot.
Variable Products Add Federal Requirements
This is a factor that pushes some agents toward the 2-15 and others away from it. The 2-15 authorizes variable annuity and variable life sales under Florida law, but those products are also securities under federal law. To actually sell them, you need to pass the FINRA Securities Industry Essentials (SIE) exam and the Series 6, which covers investment company and variable contracts products. The Series 7 is a broader alternative that also qualifies you for variable products.10FINRA. Series 6 – Investment Company and Variable Contracts Products Representative Exam
You cannot sign up for the Series 6 or 7 on your own. FINRA requires sponsorship by a member firm, such as a broker-dealer, before you are eligible to sit.10FINRA. Series 6 – Investment Company and Variable Contracts Products Representative Exam In practice, you need to be hired by or affiliated with a broker-dealer first.
Many 2-15 holders sell only fixed products and never pursue the securities registrations. That is perfectly legal. The variable authority just sits unused, and the 2-15 is still worth it for the life and fixed annuity authority alone.
If You Plan to Sell ACA Plans
Either license qualifies you at the state level to sell Affordable Care Act plans through the Federally-Facilitated Marketplace, but you also have to register and train annually with CMS. Plan year 2026 registration and training runs on the Marketplace Learning Management System. New agents complete the full Individual Marketplace training; returning agents who completed the prior year’s training can take a shorter update course.11Centers for Medicare & Medicaid Services (CMS). Registration and Training for Marketplace Agents and Brokers
CMS validates your National Producer Number against state licensing records and the NAIC database, so your Florida license must be in good standing before you can access marketplace systems.11Centers for Medicare & Medicaid Services (CMS). Continuing Education Is the Same Shape for Both
Once you are licensed, CE requirements do not depend on whether you hold a 2-15 or a 2-40. They depend on how long you have been licensed. Your first cycle starts the day you are licensed and ends on the last day of your birth month 24 months later; after that, the cycle repeats every two years.9Florida Department of Financial Services. Frequently Asked Questions
- Licensed fewer than 6 years: 24 hours total, including 4 hours of law and ethics update.12Florida Statutes. Florida Code 626.2815 – Continuing Education Requirements
- Licensed 6 or more years: 20 hours total, including 4 hours of law and ethics update.12Florida Statutes. Florida Code 626.2815 – Continuing Education Requirements
- Licensed 25 or more years with a CLU, CPCU, or qualifying degree: 10 hours total, including 4 hours of law and ethics update.12Florida Statutes. Florida Code 626.2815 – Continuing Education Requirements
So the ongoing cost is the same whichever license you pick. The only real difference between the two is at the front end and in what you can sell. Weighed against that, the extra 20 pre-licensing hours and the extra 45 minutes of exam time are a small price for the broader authority the 2-15 carries.
