Florida backflow requirements apply anywhere your plumbing connects the public water supply to something that could contaminate it: an irrigation line, a fire sprinkler system, a reclaimed water tap, even an outdoor hose bibb. Who Writes the Rules and Who Enforces Them
Rule 62-555.360 requires every community water system in Florida to run a cross-connection control program using backflow protection at service connections. The state rule is the floor. Your local utility writes the details on top of it: the forms you file, the deadlines for test results, any fees, and which specific device types the utility accepts for a given hazard. The utility also holds the enforcement power. When Your Property Needs a Backflow Preventer
The trigger is a cross-connection: any physical link between the potable supply and a source that could contaminate it. Florida sorts these into two hazard categories, and the category dictates the device.
High-Hazard Connections
High hazard means substances that are toxic or dangerous to human health. Common examples include fire suppression systems containing chemical additives, industrial process lines, boilers, medical and dental equipment, and any premises with a private well or other non-potable source that could physically connect to potable plumbing. Low-Hazard Connections
Low hazard means substances that would not endanger health but could affect the water’s taste, color, or odor. Irrigation systems without chemical injection and swimming pool fill lines are the usual residential examples. Situations That Almost Always Require Protection
- Irrigation systems. Florida has required backflow preventers on residential irrigation systems since 1990. A dedicated irrigation line tapped straight into the utility’s distribution system needs a Reduced Pressure Principle Assembly. An irrigation system that ties into your home’s internal plumbing may not need a separate device at the service connection, but internal protection is still required under the plumbing code.1Cornell Law School. - Reclaimed water service. A residential connection with no known cross-connection between the potable plumbing and the reclaimed system needs at least a dual check device. If a cross-connection is discovered or the reclaimed water is a high hazard, the utility will require you to upgrade to a Reduced Pressure Principle Assembly.1Cornell Law School. - Fire sprinkler systems. A wet-pipe fire protection system on potable water requires a Reduced Pressure Principle Assembly, whether it runs off a dedicated fire service or through your home’s plumbing. Any system using antifreeze or chemical additives is treated as high hazard with no exceptions.
- Outdoor hose connections. Every hose bibb, sillcock, or wall hydrant needs a vacuum breaker. A garden hose submerged in a pool or hooked to a chemical sprayer can contaminate the entire home supply without one. These inexpensive devices thread onto the faucet.

Devices Florida Approves
Florida approves several device types, ranked by protection level. Your utility decides which one matches the hazard on your property.
- Air gap. A physical vertical separation between the supply outlet and the receiving vessel’s rim. The gap must be at least twice the diameter of the supply pipe and never less than one inch. Extremely effective, but it breaks the pressurized line, so it is impractical for most service connections.2Florida Department of Environmental Protection. - Reduced Pressure Principle Assembly (RP or RPZ). The highest mechanical protection. Two independent check valves with a relief valve between them that dumps water to atmosphere if backflow is detected. - Residential Dual Check (DuC). The lowest level of testable protection. Intended only for single-family residential service with low-hazard conditions, often where reclaimed water is delivered and no cross-connection to the potable system is known. Installation Rules
A licensed plumber or state-licensed contractor must install the assembly. Florida does not let homeowners install these devices themselves on connections to the public water system, even under an owner-builder exemption, because the installation affects the community water supply. You need a plumbing permit from your local jurisdiction, and the utility may have its own approval process on top of that.
Reduced Pressure Principle Assemblies and Double Check Valve Assemblies typically install above ground directly behind the water meter. Most local programs require the bottom of the device to sit at least 12 inches above finished grade. That clearance keeps an RPZ’s relief valve out of any standing water and gives the tester room to attach gauges. Your utility may also set a maximum height for accessibility.
Thermal Expansion
Something most homeowners do not think about: before a backflow preventer goes in, your plumbing is an open system, and when your water heater warms water and it expands, the extra volume pushes back into the public main. Install a backflow preventer and that escape route closes. Your home is now a closed system, and the expansion has nowhere to go. Symptoms range from dripping faucets and a constantly cycling water heater relief valve to a ruptured water heater tank in the worst case.
The fix is a thermal expansion tank on the cold-water line near the water heater. Florida’s plumbing code requires provisions for thermal expansion in closed systems, and ignoring it can void your water heater warranty. If a backflow preventer is being added to a home that never had one, ask your plumber to install the expansion tank at the same time.
Testing and Reporting Schedule
Installing the device is the start, not the finish. Florida requires ongoing testing to confirm mechanical assemblies still work.

Your utility can require more frequent testing than the state minimum, and commercial properties with high-hazard connections often face tighter schedules.
Testing has to be done by a certified backflow prevention assembly tester. In Florida, the only accredited certification program is run by the University of Florida’s TREEO Center under authorization from the Florida Section of the American Water Works Association. The tester files a certified report with your local utility showing the assembly’s make, model, and serial number, the tester’s certification number, and the pressure readings. Submission deadlines vary; some utilities want the report within seven days, others allow longer. If the device fails, it must be repaired and retested. What It Costs
Equipment prices vary by device type. A Double Check Valve Assembly for a residential low-hazard connection usually runs a few hundred dollars. A Reduced Pressure Principle Assembly for a high-hazard connection often exceeds a thousand dollars, and larger commercial units cost significantly more. Add plumber’s labor and the permit fee on top of the device.
Testing by a certified tester generally costs between $100 and $200 for a standard residential inspection, with regional variation and higher prices for more complex systems. Failed tests bring repair costs. Some utilities add administrative or filing fees. These are recurring expenses for as long as you own the property.
Protecting the Assembly From Freeze Damage
Northern and central Florida see hard freezes several times a year, and an above-ground assembly full of water will crack when the temperature drops below freezing. A cracked device means no water until it is replaced and retested. RPZ assemblies are especially exposed because the relief valve has to discharge freely to atmosphere and cannot sit inside an enclosed pit.
An insulated enclosure rated for outdoor use is the most reliable protection. Prefabricated enclosures made for backflow assemblies have removable access panels so testers can still reach the test cocks and shut-off valves. In areas where freezes are a regular concern, a self-regulating heat cable or small slab heater inside the enclosure prevents ice during overnight cold. One caution: never wrap insulation over an RPZ’s relief valve discharge opening, because blocking it defeats the device’s safety function.
Penalties for Non-Compliance
When a utility finds an unprotected cross-connection, the state rule authorizes it to eliminate the connection, require installation of a backflow preventer, or discontinue water service.1Cornell Law School. Some give 30 days; some give less, particularly when contamination risk is immediate.
Beyond disconnection, local ordinances in many Florida municipalities authorize fines for continuing violations. The larger financial exposure is one most owners overlook: if a contamination event traces back to an unprotected cross-connection on your property, you could face liability for flushing and testing the public water main, notifying affected customers, and any resulting health claims. The device itself is cheap by comparison.
