Florida CDL permit requirements start with age and a regular license: you must be at least 18, already hold a valid Florida Class E driver’s license, pass a DOT physical with a certified medical examiner, and pass the written knowledge exams for the class of vehicle you plan to drive. The permit itself, called a Commercial Learner’s Permit (CLP), costs $75, is valid for one year, and must be held for at least 14 days before you can take the skills test for a full CDL.1eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP)
Age and License Eligibility
You must be 18 to apply. Drivers under 21 are limited to intrastate commercial driving, meaning no crossing state lines for commercial purposes until your 21st birthday, at which point the restriction comes off.2Florida Department of Highway Safety and Motor Vehicles. Commercial Driver License
You also need a valid Florida Class E (regular operator’s) license before you apply. Federal rules require your CLP to be issued by the same state that issued your regular license, so if you hold an out-of-state license you have to transfer it to Florida first.1eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP) As part of the application you certify that you are not disqualified from commercial driving in any state and that you do not hold a driver’s license in more than one state.3eCFR. 49 CFR 383.71 – Driver Application and Certification Procedures
Documents to Bring
Walk in with everything on this list. One missing item means a second trip.
- Proof of identity and citizenship: a valid U.S. passport, certified birth certificate, or permanent resident card. Non-citizens who are not lawful permanent residents apply through a separate non-domiciled CLP process.3eCFR. 49 CFR 383.71 – Driver Application and Certification Procedures
- Social Security verification: your Social Security card, a W-2, or an SSA-1099 showing the full number.
- Two documents proving your Florida residential address, such as a lease, utility bill, or bank statement. A Florida Class E license you have held for more than six consecutive months also qualifies.2Florida Department of Highway Safety and Motor Vehicles. Commercial Driver License
- Your valid Florida Class E driver’s license.
- Your current DOT medical card (see below).
DOT Medical Exam
Every applicant has to pass a DOT physical performed by a medical examiner listed on the FMCSA’s National Registry of Certified Medical Examiners. A standard family doctor cannot sign off unless they are on that registry; you can search for a certified examiner on the FMCSA website.4Federal Motor Carrier Safety Administration. National Registry of Certified Medical Examiners
If you meet the federal standards, the examiner issues a Medical Examiner’s Certificate (Form MCSA-5876), commonly called the DOT medical card.5Federal Motor Carrier Safety Administration. Medical Examiners Certificate (MEC), Form MCSA-5876 Bring the card to your CLP appointment. The federal vision rule requires at least 20/40 acuity in each eye (corrected is fine), at least 70 degrees of horizontal field of vision in each eye, and the ability to recognize standard traffic signal colors.6eCFR. 49 CFR 391.41 – Physical Qualifications for Drivers
Self-Certification of Driving Type
On the application you choose one of four FMCSA driving categories, and the choice determines whether you must keep a federal medical certificate on file with the state.7Federal Motor Carrier Safety Administration. How Do I Determine Which of the 4 Categories of Commercial Motor Vehicle (CMV) Operation I Should Self-Certify
- Non-excepted interstate: you drive across state lines and must keep a current federal medical certificate on file with FLHSMV. Most long-haul and regional drivers choose this.
- Excepted interstate: you cross state lines, but only for federally exempt activities such as transporting school children, government employees, or certain farm operations within 150 air-miles.
- Non-excepted intrastate: Florida-only driving, subject to state medical standards.
- Excepted intrastate: Florida-only driving in activities the state exempts from medical certification.
If you pick non-excepted interstate, letting your medical certificate lapse in the state database can cause your CLP (and later your CDL) to be downgraded.
Knowledge Exams
FLHSMV will not issue the CLP until you pass the required written tests at a service center.
- General Knowledge: required of everyone. Covers safe driving, cargo, vehicle systems, hazardous conditions, and pre-trip inspections.
- Air Brakes: required if your vehicle has air brakes. Skip it and your CLP gets an air brake restriction, meaning you cannot operate a vehicle so equipped.
- Combination Vehicles: required for Class A applicants who will drive a tractor-trailer or similar combination.
Endorsements each have their own test. Only three can be added to a CLP: passenger (P), school bus (S), and tanker (N). Every other endorsement, including hazardous materials, has to wait for the full CDL.8Federal Motor Carrier Safety Administration. Drivers If you fail a knowledge test, you can retake it, typically for a $6.25 retest fee; the wait between attempts varies by location, so ask your examiner.
Fees
Budget for the following at application time:9Florida Department of Highway Safety and Motor Vehicles. Fees
- CLP/CDL fee: $75.00
- Each endorsement: $7.00
- Tax collector service fee: $6.25 (waived for veterans with proof of veteran status)
Applying at a tax collector office rather than a direct FLHSMV location adds the $6.25 service fee on top of the base cost. Once you pass and pay, you leave with a paper permit while the physical card is processed.
What the Permit Lets You Do, and What It Doesn’t
A CLP is a practice permit, not a license. Every time you operate a commercial vehicle, a CDL holder with the correct class and endorsements must be in the front passenger seat and actively supervising you. In a bus, that CDL holder may sit immediately behind the driver. Solo driving is never allowed.1eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP)
Endorsement-specific limits apply on a CLP:
- Passenger (P) or School Bus (S): no actual passengers. The only people on board can be test examiners, federal or state inspectors, other trainees, and your supervising CDL holder.
- Tank (N): empty tanks only. A tank that previously held hazardous materials cannot be operated unless it has been fully purged.
- Hazardous materials: not permitted on a CLP under any circumstances.
The permit is valid for one year from the issue date, and you must hold it for at least 14 days before taking the CDL skills test.1eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP) If it expires before you pass the skills test, you reapply and retake the knowledge exams. There is no grace period.
Entry-Level Driver Training
ELDT is a separate federal requirement that sits between your CLP and your skills test. You must complete it through an FMCSA-approved provider if you are getting a Class A or Class B CDL for the first time, upgrading from Class B to Class A, or adding a P, S, or H endorsement for the first time. The rule has been in force since February 7, 2022.10Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT)
Training combines classroom theory and behind-the-wheel instruction. Federal rules set the curriculum but do not fix a minimum number of hours, so program length and price vary; what matters is that your provider is listed on the FMCSA Training Provider Registry.11Federal Motor Carrier Safety Administration. Training Provider Registry The provider must submit your completion certification to the registry by midnight of the second business day. You cannot schedule the skills test until that record posts.
Drivers who held a Class A or B CDL before February 7, 2022, are generally exempt from ELDT for that same class, even if the license later lapsed. The same carve-out applies to the P, S, and H endorsements. The exemption only covers credentials you previously held.
A Note on Hazmat
If a hazardous materials endorsement is your eventual goal, know that it cannot be issued on a CLP at all. It requires a full CDL, a TSA security threat assessment with fingerprints, and (for first-time applicants) ELDT.12Transportation Security Administration. HAZMAT Endorsement Plan the TSA step well in advance, because processing can take about 60 days.
