To earn Florida EMT certification, you need to finish a Florida Department of Health–approved training program, pass the National Registry of Emergency Medical Technicians (NREMT) cognitive exam, and send a $35 application to the Florida Department of Health (DOH) with proof of your training and a current CPR card. From the first day of class to the certificate in your hand usually takes a few months.
Who Can Apply
Training programs set the entry bar: you must be at least 18 and hold a high school diploma or GED. Those thresholds come from the schools themselves, not the certification statute.
The statute does require two sworn attestations on your application. You confirm that you are not addicted to alcohol or any controlled substance, and that you are free from any physical or mental condition that would impair your ability to perform EMT duties.1Florida House of Representatives. Florida Code 401.27 – Personnel; Standards and Certification These are statements you sign, not exams you sit for.
Finish an Approved Training Program
Your program has to be approved by the DOH and built around either the EMT-Basic National Standard Curriculum or the National EMS Education Standards from the U.S. Department of Transportation.1Florida House of Representatives. Florida Code 401.27 – Personnel; Standards and Certification Community colleges and vocational schools across Florida run them, and most finish in roughly a semester.
Expect classroom lectures, hands-on skills labs, and supervised clinical rotations. Programs at Florida community colleges typically run about 11 credit hours. Tuition at public institutions generally falls between $500 and $1,500, depending on the school and your residency status.
You also need a current CPR card before you apply for the certificate. The DOH accepts American Heart Association BLS for Healthcare Providers, American Red Cross CPR for Professional Rescuer, or an equivalent approved by the Bureau of EMS.2Florida Department of Health. Emergency Medical Technicians and Paramedics Most schools want this card in hand before clinical rotations start, so take care of it early.
Pass the NREMT Cognitive Exam
Every candidate trained in Florida has to pass the NREMT cognitive exam before the state will issue a certificate.2Florida Department of Health. Emergency Medical Technicians and Paramedics You have two years from the end of your training program to pass it. Let that window close and your course completion no longer counts.1Florida House of Representatives. Florida Code 401.27 – Personnel; Standards and Certification
The exam is computer adaptive. It adjusts question difficulty based on your answers and stops asking in a category once you’ve shown entry-level competency.3National Registry of Emergency Medical Technicians. About the EMT Examination You register and pay the $80 fee directly through the NREMT.
You get six attempts. After three failures, you must complete remedial education before trying again. Acceptable options include the EMT 20-credit National Competency Component, a state or CAPCE-approved EMT refresher course, or equivalent education from an approved provider.3National Registry of Emergency Medical Technicians. About the EMT Examination Each retest costs another fee.
Apply to the Florida Department of Health
With your course completion, current CPR card, and passing NREMT score in hand, you send a certification application to the DOH. The fee is $35, paid by money order or cashier’s check, and it is nonrefundable.4Florida House of Representatives. Florida Code 401.34 – Fees Applications stay valid for one year from the date you submit, so don’t file before you’ve finished testing.2Florida Department of Health. Emergency Medical Technicians and Paramedics
Once the DOH has your passing NREMT score and the rest of your file is clean, the certificate is issued within 30 days.2Florida Department of Health. Emergency Medical Technicians and Paramedics
If You Have a Criminal Record
The application asks whether you have ever been convicted of or pled no contest to any crime, in any jurisdiction, whether or not adjudication was withheld. That reaches well beyond felonies. Any yes answer means you’ll need to send supporting documentation along with the application:2Florida Department of Health. Emergency Medical Technicians and Paramedics
- A law enforcement background check from each state where a felony occurred
- Court records showing final disposition for every case, including arrest affidavits and probation documents
- Proof of civil rights restoration, if applicable
- A written personal statement explaining the circumstances
- Reference letters (optional, but useful)
A record is not an automatic bar, but it triggers a review and slows things down. The more complete your packet, the faster the DOH can decide.
Trained Out of State or in the Military
If your training happened outside Florida, you must hold current NREMT certification at the time you apply. If it has lapsed, you’ll need to recertify with the NREMT before Florida will process your paperwork. You also submit the same CPR card and pay the same $35 fee.2Florida Department of Health. Emergency Medical Technicians and Paramedics
Military-trained EMTs with current NREMT certification follow the same out-of-state process and pay the same fee. The NREMT runs a dedicated pathway for military medics (Army 68W, Navy HM, and Air Force 4N0X1) that can let you sit for the cognitive exam without a full civilian training program. NREMT certification earned during service may also be eligible for reinstatement after separation. Florida offers a VALOR Pathways program through its online licensing portal to help veterans move through the application.
One point for anyone relocating: Florida is not a member of the EMS Compact (REPLICA), which lets EMTs and paramedics practice across state lines in member states without a new certificate. The compact has 25 member states as of 2025; Florida is not one.5EMS Compact. Home You need a Florida certificate before you work in Florida, even with an active credential in a compact state.
Renewing Every Two Years
Florida EMT certificates run on a two-year cycle. Current certificates expire at midnight Eastern Time on December 1, 2026, with the next cycle ending December 1, 2028.6Florida Department of Health. Emergency Medical Technicians and Paramedics Recertification The renewal fee is $20.4Florida House of Representatives. Florida Code 401.34 – Fees
To renew, finish a DOH-approved refresher training program of at least 30 hours during the renewal period, with at least two of those hours covering pediatric emergencies.6Florida Department of Health. Emergency Medical Technicians and Paramedics Recertification The refresher can be spread across multiple sessions over the two years. Florida also lets you skip the refresher entirely by passing a challenge examination.1Florida House of Representatives. Florida Code 401.27 – Personnel; Standards and Certification You must keep a current CPR card throughout the period, and renewal is handled through the DOH online portal.
If Your Certificate Lapses
Miss the renewal deadline and your certificate automatically becomes inactive. What it takes to come back depends on how long it has been inactive.7Legal Information Institute. Florida Admin Code 64J-1.011 – Involuntary Inactive Certification
- Within the first two-year cycle after expiration: finish the standard 30-hour recertification, pay the renewal fee, and pay a $25 late fee.
- Within the second cycle (years two through four): finish the standard recertification plus an additional 30 hours of refresher training, pay all applicable fees, and pass the certification exam before that cycle ends.
- More than four years after expiration: your reactivation will be denied. You start over as an initial applicant, including a new training program.
The statute adds a hard outer limit. A certificate inactive for more than six years expires permanently and cannot be reinstated under any pathway.1Florida House of Representatives. Florida Code 401.27 – Personnel; Standards and Certification The cost and effort of reactivation climb sharply with every cycle you let pass, so renew on time.
