Florida does not offer true LCSW reciprocity, but it has an endorsement pathway that gets you most of the way there. Under the Mobile Opportunity by Interstate Licensure Endorsement Act, an out-of-state clinical social worker with an active, clean license and recent practice history can obtain a Florida LCSW without resubmitting graduate transcripts or re-documenting supervised clinical hours. You still owe Florida a handful of its own requirements, and missing any of them can stall the application for months.
Who Qualifies for Endorsement
The MOBILE Act is codified at Florida Statute 456.0145, and Florida Statute 491.006 directs clinical social workers to it.1Florida Senate. Florida Code 456.0145 – Mobile Opportunity by Interstate Licensure Endorsement (MOBILE) Act2Florida Senate. Florida Code 491.006 – Licensure or Certification by Endorsement You qualify if all of the following are true:
- You hold an active, unencumbered license in another state in a profession the board considers similar in scope to Florida’s LCSW. No restrictions, probation, or suspension.
- You have a passing score on the ASWB clinical-level examination. Florida still requires this exam as of 2025.3Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Licensed Clinical Social Worker
- You have actively practiced clinical social work for at least two years within the four years immediately before you apply.1Florida Senate. Florida Code 456.0145 – Mobile Opportunity by Interstate Licensure Endorsement (MOBILE) Act
- You have no disciplinary action against any license in any state in the last five years, and no proceedings are currently pending.
- You have no adverse National Practitioner Data Bank report, unless the report was removed on appeal or the underlying conduct would not violate Florida law.3Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Licensed Clinical Social Worker
- You can pass a fingerprint-based background check.
The two-year practice requirement is the one that catches people. If you spent most of the last four years on extended leave or in a non-clinical role, you may not qualify through endorsement and will need to apply through the standard pathway instead.
What Endorsement Spares You
Standard Florida licensure under Statute 491.005 requires official transcripts from a CSWE-accredited master’s or doctoral program, at least 24 semester hours of clinically oriented coursework including psychopathology, and two years of post-graduate supervised clinical experience documented under a board-approved supervisor.4The Florida Legislature. Florida Code 491.005 – Licensure by Examination
Endorsement applicants skip all of that. The board’s guidance confirms that endorsement applicants need only the license verification, exam score transfer, and the Florida-specific coursework portions of the application.3Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Licensed Clinical Social Worker No transcripts, no coursework worksheets, no supervision affidavits.
What You Submit
The endorsement file is lighter than many applicants expect. You need:
- License verification from every state where you currently hold or have ever held a license. Each board completes Florida’s Certification/License Verification Form, showing license type, issuance date, current status, and discipline history. Some states offer online verification that includes discipline records, which Florida accepts in lieu of the paper form.3Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Licensed Clinical Social Worker
- ASWB clinical-level exam scores transferred directly from ASWB or another state licensing agency. The board will not accept scores you submit yourself.
- An eight-hour Florida laws and rules course from a board-approved provider listed on CE Broker.
- A three-hour HIV/AIDS course listed on CE Broker. You may submit an HIV/AIDS Affidavit instead of the course.
- A two-hour domestic violence course from a board-approved CE Broker provider. You have six months after licensure to complete this one; keep the certificate in your records rather than submitting it with the application.
Start the state-to-state license verifications early. Some boards take weeks to process the form, and your Florida application cannot move forward until each one arrives. If you answered “yes” to any question in the criminal history, health, or disciplinary sections of the application, upload a personal statement with supporting documents.
How to Apply, Fees, and Background Screening
You submit through the FL HealthSource portal at flhealthsource.gov: create an account, complete the application, upload documents, and pay electronically.5Florida HealthSource. Home – FL HealthSource
Upfront cost is $175: a $100 non-refundable application fee plus a $75 initial licensure fee.6Cornell Law Institute. Florida Administrative Code 64B4-4.002 – Application and Initial Active Status Licensure Fees The initial licensure fee is refundable in writing if the board finds you ineligible. Examination fees, if any apply to your situation, are separate.
After submitting, complete a fingerprint-based background check through an FDLE-approved Livescan provider. The Department of Health cannot issue your license until the screening clears.7Florida HealthSource. Florida Department of Health – Background Screening The steps:
- Create a profile in the Clearinghouse Applicant Initiated (CHAI) system.
- Use any FDLE-approved Livescan provider that participates in the Clearinghouse and captures a photograph.
- Bring your profession-specific ORI number, a valid photo ID, and your Social Security number or ITIN.
- Get your Transaction Control Number (TCN) from the provider before leaving the appointment; you will use it to track results.
- Complete the Privacy Policy Affirmation. Skip it and the screening will not process.
The Livescan provider bills you directly for the fingerprint capture, and fees vary. Results typically reach the Department within five days.
Review Timeline and the One-Year Trap
Florida law requires an initial review of your application within 30 days of submission, processed in the order received.8Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Licensing and Renewals If anything is missing, you will receive a deficiency letter at the email on your application (or your mailing address if no email is listed) listing exactly what to provide.
Here is where applications die. An incomplete application expires one year after the initial filing date. That deadline is statutory, and the board cannot extend it. If verification forms get lost, if you forget to transfer your ASWB scores, if a disciplinary explanation needs rewriting, the clock keeps running. Respond to deficiency notices quickly.
Once your file is complete and approved, you receive a license number and can confirm active status through the Department of Health’s license verification search tool.
If You Only Need to See Florida Clients Remotely
If you are not relocating and only want to treat Florida-based clients by telehealth, you may not need a full Florida LCSW. Statute 456.47 allows out-of-state clinicians to register as telehealth providers without a Florida license.9Florida Senate. Florida Code 456.47 – Use of Telehealth to Provide Services The requirements are narrower:
- An active, unencumbered out-of-state license in a profession substantially similar to a Florida-licensed provider.
- No disciplinary action in the past five years and no pending investigations.
- A registered agent in Florida designated for service of process.
- Professional liability coverage for telehealth services to Florida patients, at least equal to what Florida requires of its own licensees.
Telehealth registration covers synchronous and asynchronous services. It specifically excludes audio-only phone calls, emails, and faxes. If your model relies on phone-based sessions, this route will not cover you, and you need full endorsement.
Veterans Can Apply for a Fee Waiver
If you submit your application within 60 months of an honorable discharge from any branch of the U.S. Armed Forces, you may qualify to have the $100 application fee, the $75 initial licensure fee, and the initial unlicensed activity fee waived.10Florida Department of Health. Licensing for Military Veterans (VALOR) Veterans who apply within six months before or after discharge also qualify for expedited processing. The waiver does not cover exam fees, but the Florida Department of Veterans’ Affairs reimburses licensing exam costs up to $2,000 per test. Apply through the VALOR portal at flhealthsource.gov/valor or by mail using the Military Veteran Fee Waiver Request form.
After You Are Licensed
Florida LCSW licenses renew every two years on odd-numbered years, with the next renewal deadline on March 31, 2027. The active-to-active renewal fee is $155.11Florida Board of Clinical Social Work, Marriage and Family Therapy and Mental Health Counseling. Fees Each cycle requires 30 hours of continuing education, tracked through CE Broker, with mandatory topics in ethics or telehealth, medical errors, and (on a rotating basis) laws and rules and domestic violence. Fingerprints must be retained every five years, with the retention window opening 75 days before expiration and closing 15 days before; miss it and you start over with a new screening.7Florida HealthSource.
