Florida Licensure by Endorsement: Eligibility, Documents, and Fees

Florida licensure by endorsement lets you turn an active professional license from another state into a Florida license without redoing your original schooling or sitting for the full licensing exam again. Two state agencies handle the process. The Department of Health (DOH) licenses health care practitioners through its Division of Medical Quality Assurance. The Department of Business and Professional Regulation (DBPR) handles fields like construction, real estate, cosmetology, accounting, and veterinary medicine.1MyFloridaLicense.com. What Services Require a DBPR License Figure out which one regulates your profession before you do anything else, because the application forms, fees, and specific requirements are not the same.

Who Qualifies: Health Care Professions

Nurses, physicians, physician assistants, dentists, pharmacists, psychologists, mental health counselors, speech-language pathologists, and dozens of other clinical roles fall under DOH. Most of them now use a single eligibility framework created by the 2023 MOBILE Act, codified at Florida Statutes section 456.0145.2Florida Senate. Florida Statutes 456.0145 – Mobile Opportunity by Interstate Licensure Endorsement (MOBILE) Act

To qualify for endorsement under the MOBILE Act, you must:

You are automatically ineligible if you have a pending complaint before any licensing entity, have been convicted of or pled no contest to certain crimes, or appear on the federal Office of Inspector General’s exclusion list.2Florida Senate. Florida Statutes 456.0145 – Mobile Opportunity by Interstate Licensure Endorsement (MOBILE) Act

Who Qualifies: DBPR Professions

DBPR professions do not use the MOBILE Act. Each profession’s own practice act spells out the endorsement or reciprocity rules, so a contractor and a real estate broker face very different checklists.

Construction contractors show how specific it gets. Under section 489.115, the Construction Industry Licensing Board grants certification by reciprocity only if your state has a reciprocal agreement with Florida. You still have to pass the Florida Business and Finance exam and attest that you have passed an exam covering the Florida Building Code. You must submit personal and business credit reports with a FICO score, and carry public liability insurance plus workers’ compensation coverage or an exemption.5MyFloridaLicense.com. Before you gather a single document, pull up the specific endorsement or reciprocity checklist for your profession on the DBPR or DOH website.

Background Check and Disqualifying Convictions

Every applicant, DOH or DBPR, must complete a fingerprint-based criminal background check. As of July 1, 2025, all health care practitioners must comply with background screening that includes fingerprint processing through the Florida Department of Law Enforcement and a national FBI check.6FL HealthSource. Screening Requirements You submit fingerprints electronically through an approved LiveScan provider right after filing your application. The provider sets the price, not the state.

Section 456.0635 creates mandatory waiting periods after certain convictions before you can be licensed in a health care profession. Felonies tied to Medicaid or Medicare fraud, controlled substances, or insurance fraud trigger these exclusions:

  • First- or second-degree felony: more than 15 years after your sentence and any probation ended.
  • Third-degree felony (most offenses): more than 10 years after sentence and probation ended.
  • Third-degree felony for simple drug possession: more than 5 years after sentence and probation ended.7Official Internet Site of the Florida Legislature. Florida Statutes 456.0635 – Health Care Practitioner Licensure Disqualifications

Violent felonies, sex offenses, and crimes directly related to professional practice get the closest scrutiny and usually require full board review regardless of how much time has passed. Current placement on the HHS Office of Inspector General’s exclusion list is a flat bar.7Official Internet Site of the Florida Legislature. Florida Statutes 456.0635 – Health Care Practitioner Licensure Disqualifications If you have a record, file the application anyway and disclose everything. Let the board make the call.

Florida-Specific Courses and Exams

Holding an out-of-state license does not get you out of certain Florida-only training. Health care practitioners commonly need continuing education on:

  • HIV/AIDS, covering Florida law on testing, confidentiality, counseling, and partner notification.
  • Prevention of medical errors, required for all licensed health care practitioners under section 456.013(7).
  • Domestic violence, required periodically for most health care professions.8Florida Department of Health. Continuing Education

Several boards also require a Florida Laws and Rules course covering the statutes and administrative code for your profession. Nurses endorsed through the active-practice pathway under section 464.009 must finish this course within six months after licensure.4Florida Board of Nursing. Nursing Licensure by Endorsement Application Some courses must be done before you apply; others can wait until after your license issues. Check your board’s checklist.

For construction, the Florida-specific hurdle is a test. All contractor applicants seeking certification by reciprocity must pass the Florida Business and Finance examination, offered at computer-based testing centers in Florida and internationally.9Department of Business and Professional Regulation. Documents to Gather Before You Apply

Incomplete documentation is the single most common cause of delay. Start pulling these together weeks in advance.

License verification from every state you’ve been licensed in. It must be sent directly from each issuing board to the Florida board. Nurses can use the NURSYS electronic verification system, which delivers a report to the Florida Board of Nursing right after you pay online. NURSYS charges $30 per license type for each state you are endorsing into, so verifying an RN and LPN license costs $60.10Nursys NCSBN. Nurse License Verification for Endorsement FAQs If your state does not participate in NURSYS, request a paper verification from that board. For most non-nursing professions, paper is your only option. DOH also verifies applicant credentials through the National Practitioner Data Bank.2Florida Senate. Florida Statutes 456.0145 – Mobile Opportunity by Interstate Licensure Endorsement (MOBILE) Act

Official sealed transcripts mailed directly from your school to the Florida board, if your profession requires them. Don’t open them. Don’t hand-deliver them. Registrars often take two to four weeks.

The application form and supporting documents for your profession, from the DOH or DBPR website. Expect to attach a Social Security number, proof of any legal name change, and board-specific supplemental forms. Contractors should also have credit reports and insurance documentation ready.5MyFloridaLicense.com. Reciprocity – Certified General Contractor (CILB 32)

Fees

Endorsement fees vary widely by profession and change between licensing cycles. Confirm the current amount on your board’s website before paying. A few examples for scale:

  • Registered nurse or licensed practical nurse: $110 to the Board of Nursing, plus the separate LiveScan fingerprinting fee and any verification charges.11Florida Board of Nursing. Nursing (RN and LPN)
  • Physician assistant (MOBILE endorsement): $305 total, split into a $100 nonrefundable application fee, a $200 initial license fee, and a $5 unlicensed activity fee.12Florida Board of Medicine. Fees PA for MOBILE Endorsement
  • Registered contractor: $305 if submitted before September 1, 2026, dropping to $205 after that date.13MyFloridaLicense.com. Registered Contractors Fee Information

DBPR accepts electronic checks and Visa, Mastercard, American Express, and Discover for online applications. You can mail a check or money order, but the application isn’t complete until payment arrives.14MyFloridaLicense.com. Licensing Portal – FAQ

Submitting and How Long It Takes

DBPR applications go through myfloridalicense.com. DOH health care applications go through flhealthsource.gov. Paper is still accepted for most professions, but online submissions move faster and let you track status.

After you file, the agency has 30 days to notify you of any errors, missing documents, or additional information it needs. Respond quickly, because the processing clock does not restart until the agency receives what it asked for.15Florida Senate. Florida Statutes 120.60 – Licensing

State law requires the agency to approve or deny a completed application within 90 days unless a shorter deadline applies. If the agency misses that deadline without acting, the application is considered approved by default, but you have to notify the agency clerk in writing that you intend to rely on this provision before acting on it.15Florida Senate. Florida Statutes 120.60 – Licensing Clean applications usually finish well under 90 days. Cases involving criminal history, multiple-state verifications, or full board review can run close to the limit.

Military Members and Spouses

If you or your spouse serves or has served in the U.S. Armed Forces, Florida offers meaningful shortcuts across both DOH and DBPR professions.

Active duty service members, veterans with an honorable discharge, their spouses, and surviving spouses can have the initial licensing fee waived. Submit the Military Member/Veteran/Spouse Fee Waiver and Military Service Verification Form with your application, along with military orders, a DD-214, or a marriage certificate as applicable. The waiver covers all professions except the federally required $80 national registry fee for certified appraiser applicants.16MyFloridaLicense.com. Military and Veteran Spouses

Military-affiliated applicants who hold a valid license in another state, D.C., a U.S. territory, or a foreign jurisdiction are not required to pass a Florida examination. You still submit a copy of your out-of-state license and the statutes or rules defining your scope of practice there.16MyFloridaLicense.com. Military and Veteran Spouses

Under a 2022 law (SB 562), DBPR must process completed applications from military spouses within seven days. The requirement covers more than 20 professions.17MyFloridaLicense.com. Floridas Military Spouses Receive Expedited Processing and Licensure Within Seven Days A background check is still required, so get your LiveScan fingerprinting done immediately after you submit to keep it from becoming the bottleneck.

You May Not Need Endorsement at All

If your profession is in an interstate licensing compact, you may be able to practice in Florida without a Florida license. A compact license or privilege to practice lets you work across member states. Florida currently takes part in several health care compacts:

  • Nurse Licensure Compact (NLC): RNs and LPNs with a multistate license from their home state can practice in Florida without a separate Florida license. To hold a multistate license, your primary residence must be in a compact state, you must have passed the NCLEX, and you must have no felony convictions or nursing-related misdemeanor convictions.18FL HealthSource. Compact
  • Interstate Medical Licensure Compact (IMLC): Florida became the 40th member state in 2024, giving physicians an expedited route to licenses in member states.
  • Psychology Interjurisdictional Compact (PSYPACT): Psychologists can offer telepsychology or conduct temporary in-person practice in member states.
  • Counseling Compact: Florida joined as the 8th member state in 2022. Applications for practice privileges are expected to open in late 2025.18FL HealthSource. Compact
  • Audiology and Speech-Language Pathology Compact (ASLP-IC): Florida joined in 2024; the compact commission is still being set up.

A nurse practicing in Florida under a multistate license issued by another state does not pay Florida licensing fees and does not complete Florida continuing education. The home state’s rules control.19Florida Board of Nursing. Frequently Asked Questions If you move to Florida and make it your primary residence, you must apply for a Florida multistate license, because the compact ties your license to your home state. Nurses coming from a non-compact state have to go through the standard endorsement process.

If Your Application Is Denied

A denial comes as an Intent to Deny Order that lists the reasons and explains how to challenge the decision.20FL HealthSource. If My Application Is Denied, Can I Appeal the Decision Under Chapter 120 of the Florida Statutes, you can request an administrative hearing. If you dispute the facts the board relied on, the case goes to an administrative law judge at the Division of Administrative Hearings. If you accept the facts but disagree with how the board applied the law, you can request an informal proceeding before a board-designated officer.15Florida Senate. Florida Statutes 120.60 – Licensing The order will spell out the deadline. Miss it and your request can be dismissed outright. If you think the denial is wrong, talk to a Florida administrative law attorney before the clock runs out.

Don’t Start Working Before You’re Approved

Practicing a health care profession in Florida without an active license is a third-degree felony, with a minimum mandatory fine of $1,000 and at least one year of incarceration. If unlicensed practice causes serious bodily injury, the charge rises to a second-degree felony. Even apart from criminal charges, DOH can issue a cease-and-desist order and impose administrative fines of $500 to $5,000 per incident, with each day of continued unlicensed practice treated as a separate violation.21Official Internet Site of the Florida Legislature. Florida Statutes 456.065 – Unlicensed Practice of a Health Care Profession If your endorsement is dragging, follow up on your application status. Don’t start seeing patients or clients.
