Florida Mortgage Requirements: Credit, Down Payment, Insurance

Florida mortgage requirements start with the same federal lending benchmarks used nationwide — a credit score usually between 580 and 640, a down payment as low as 3% to 3.5%, and a debt-to-income ratio under 50% — and then add state-specific insurance, inspection, and tax costs that shape whether you can actually afford the home you qualify for. The financial thresholds get you approved; the Florida layer determines your real monthly payment.

Credit Score Minimums by Loan Program

The score you need depends on which loan you apply for. Conventional loans backed by Fannie Mae or Freddie Mac require at least 620, with the best interest rates reserved for scores above 740. FHA loans accept scores as low as 580 at the standard down payment, or 500 if you put more money down. VA loans, available to eligible service members and veterans, have no minimum set by the VA itself, though most lenders want to see at least a mid-500s score before approving the file.1U.S. Department of Veterans Affairs. A higher score does more than open the door. It lowers your interest rate, cuts your mortgage insurance cost, and in some programs raises the maximum debt-to-income ratio the lender will allow. Borrowers below 680 pay measurably more over the life of the loan, so a few months spent cleaning up credit before applying often pays for itself many times over.

Down Payment and Mortgage Insurance

Minimum down payments vary by program:

  • Conventional loans: 3% minimum for conforming loans, though some lenders require 5% or more depending on the borrower’s credit profile.
  • FHA loans: 3.5% with a credit score of 580 or higher, or 10% with a score between 500 and 579.2U.S. Department of Housing and Urban Development. Appendix 1.0 – Mortgage Insurance Premiums
  • VA loans: no down payment required for eligible borrowers.

Putting less than 20% down on a conventional loan triggers private mortgage insurance (PMI), which protects the lender if you default and stays on your bill until your equity reaches 20%.3Consumer Financial Protection Bureau. What Is Private Mortgage Insurance? PMI typically runs 0.5% to 1.5% of the loan amount per year, depending on your credit and down payment.

FHA mortgage insurance works differently and costs more. You pay 1.75% of the loan amount upfront at closing, plus an annual premium between 0.45% and 1.05% depending on your term and down payment.2U.S. Department of Housing and Urban Development. Appendix 1.0 – Mortgage Insurance Premiums At the minimum 3.5% down, the annual premium is 0.85% of the loan balance, and it lasts for the entire life of the loan — a meaningful difference from conventional PMI, which drops off once you hit 20% equity.

VA loans skip mortgage insurance entirely but charge a funding fee. First-time users putting down less than 5% pay 2.15%, which drops to 1.5% at 5% down and 1.25% at 10% or more.4U.S. Department of Veterans Affairs. Debt-to-Income and Employment

Your debt-to-income ratio (DTI) measures how much of your gross monthly income goes to debt. Lenders look at the front-end ratio (housing costs alone) and the back-end ratio (all monthly debts including the new mortgage, car loans, student loans, and minimum credit card payments). The back-end ratio usually sets your maximum loan amount.

Conventional loans underwritten through Fannie Mae’s automated system cap back-end DTI at 50%. Manually underwritten conventional loans cap at 36%, with lenders allowed to approve up to 45% when the borrower has strong credit scores and cash reserves.5Fannie Mae. Debt-to-Income Ratios FHA sets the standard ceiling at 43%, with higher ratios possible when the borrower shows significant compensating factors like substantial savings or minimal payment shock.6U.S. Department of Housing and Urban Development. Section F – Borrower Qualifying Ratios Overview FHA’s automated system approves ratios above 43% fairly regularly for otherwise strong files.

VA loans use 41% as a guideline rather than a hard cap, and they add a unique “residual income” test that measures whether enough money is left over each month after all obligations to cover basic living expenses. A borrower above 41% DTI can still qualify if residual income is strong.

Across all programs, lenders expect at least two years of stable employment in the same field. Gaps or recent job changes don’t automatically disqualify you, but the underwriter will ask for written explanations.

Documentation You’ll Need to Gather

Every application requires a package that proves you can afford the loan: W-2s and tax returns for the past two years, pay stubs covering the most recent 30 days, and bank statements showing assets for the down payment and closing costs. Self-employed borrowers face heavier scrutiny and should have two years of complete tax returns, including all schedules, plus a year-to-date profit-and-loss statement.

Any large deposit that doesn’t come from regular paychecks needs a paper trail. Lenders want to confirm your down payment isn’t borrowed money disguised as savings, so be ready to document gift funds, asset sales, and transfers between your own accounts. You’ll also need a government-issued photo ID and your Social Security number for the credit check. Anything unusual in your file — a collection account, an employment gap, a sudden balance change — will typically trigger a request for a signed letter of explanation. Keep it honest and specific.

Florida Insurance Requirements

This is where Florida diverges sharply from most of the country. Insurance isn’t just a closing-day checkbox; it’s an ongoing cost that shapes what you can actually afford, and lenders will not fund a loan without it.

Windstorm and Hazard Coverage

Every Florida mortgage requires standard hazard insurance covering fire, theft, and certain weather damage, plus windstorm or hurricane coverage. Depending on your location and insurer, the wind portion may be bundled into the standard policy or sold as a separate endorsement. In coastal areas or regions with high wind exposure, standalone windstorm policies can be a significant expense. Price insurance before you commit to a purchase price, because the total monthly payment often lands higher than buyers expect.

Flood Insurance

Federal law prohibits lenders from issuing a mortgage on a property in a Special Flood Hazard Area unless the borrower carries flood insurance for the life of the loan.7Office of the Law Revision Counsel. 42 USC 4012a – Flood Insurance Purchase and Compliance Requirements and Escrow Accounts This applies to virtually all residential loans.8National Flood Insurance Program. Eligibility

Florida goes further for Citizens Property Insurance customers. Any Citizens policyholder with wind coverage must also maintain flood insurance regardless of flood zone. The rule phases in by dwelling value: properties at $600,000 or more since 2024, $500,000 since 2025, $400,000 since 2026, and by January 1, 2027, all Citizens policyholders with wind coverage must carry flood insurance regardless of property value.9Citizens Property Insurance Corporation. Flood – Public Even outside a flood zone, if you’re insured through Citizens the flood policy is required.

Roof Age

Florida insurers have historically been reluctant to cover homes with older roofs, sometimes refusing coverage outright on roofs over 15 or 20 years old. Beginning July 1, 2026, SB 808 prevents insurers from automatically denying coverage or canceling a policy solely because a roof is more than 15 years old, though they can still require an inspection to determine remaining useful life. If a roof is approaching that age, an inspection before closing prevents last-minute insurance surprises.

Inspections That Can Make or Break Closing

Every mortgage requires an appraisal to confirm the property’s value supports the loan amount. The lender selects the appraiser; the borrower pays. Two more inspections matter in Florida even though they’re insurer requirements rather than lender requirements, because without insurance the loan doesn’t close.

A four-point inspection evaluates the roof, electrical system, plumbing, and HVAC on older homes. Citizens Property Insurance mandates it for any personal residential policy on a home more than 20 years old, and other insurers set their own thresholds.10Citizens Property Insurance Corporation. When Is a Four-Point Inspection Needed A failed four-point can derail a deal as effectively as a failed appraisal.

A wind mitigation inspection documents features that help the home resist hurricane damage: roof shape, attachment methods, impact-resistant openings. Florida law requires insurers to offer premium discounts for qualifying features.11Florida Office of Insurance Regulation. Premium Discounts for Hurricane Loss Mitigation The inspection costs a few hundred dollars and can cut annual premiums substantially. It isn’t required to get a mortgage, but skipping it leaves money on the table.

Florida Closing Costs You Won’t See in Other States

Florida imposes two state-level taxes on the mortgage itself that most other states don’t. The documentary stamp tax on the promissory note is $0.35 per $100 of the loan amount.12Florida Department of Revenue. Documentary Stamp Tax A separate nonrecurring intangible tax runs 2 mills, or $2 per $1,000 of the mortgage.13Florida Department of Revenue. Nonrecurring Intangible Tax On a $400,000 mortgage, those two taxes total $2,200 — $1,400 in documentary stamps plus $800 in intangible tax — due at closing and typically paid by the buyer. Build them into your cash-to-close estimate from the start.

File the Homestead Exemption Right After Closing

If the home will be your primary residence, applying for the Florida homestead exemption is one of your first post-closing moves. The exemption removes up to $25,000 from your home’s assessed value for all property tax purposes. An additional exemption applies to assessed value between $50,000 and roughly $76,411, though this portion does not reduce school district taxes. For 2026, that additional exemption is $26,411 after the annual cost-of-living adjustment.14Florida Department of Revenue. Additional Homestead Exemption Adjustment

You must own and occupy the home as your permanent residence as of January 1 of the tax year, and the application deadline is March 1 (March 2 for the 2026 tax year). You’ll need a Florida driver’s license, voter registration, or similar document showing the property as your address. The exemption doesn’t transfer automatically when you move, so file a new application after every purchase.

Once a homesteaded property is first assessed, annual assessment increases are capped at 3% or the change in the Consumer Price Index, whichever is lower.15Florida Department of Revenue. Save Our Homes Assessment Limitation Over time this creates a gap between assessed and market value worth thousands in annual tax savings. If you sell and buy another Florida home, up to $500,000 of that benefit can be ported to the new property, as long as the new homestead is established within three years of leaving the old one. The portability application is filed with the homestead exemption at the county property appraiser’s office.

First-Time Buyer and Hometown Heroes Assistance

Florida Housing Finance Corporation offers programs for first-time buyers and other eligible borrowers. To qualify as a first-time buyer, you must not have owned and occupied a primary residence in the past three years, which follows the standard federal definition.16Office of the Law Revision Counsel. 26 USC 36 – First-Time Homebuyer Credit

Florida Housing’s first mortgage program requires a minimum credit score of 640 and completion of an approved homebuyer education course.17Florida Housing Finance Corporation. Homebuyer Overview Income limits and maximum purchase prices vary by county and are updated annually. Qualifying borrowers get below-market interest rates and can stack down payment assistance on top.

The Hometown Heroes program provides down payment and closing cost assistance of up to 5% of the first mortgage loan amount, with a minimum of $10,000 and a maximum of $35,000. The assistance comes as a 0%, non-amortizing, 30-year deferred second mortgage, meaning no payments are due unless you sell, refinance, or stop using the home as your primary residence.18Florida Housing Finance Corporation. Hometown Heroes Program Eligible borrowers include healthcare workers, teachers, first responders, child care workers, active-duty military, and veterans working full-time for a Florida-based employer. The program is funded annually by the Florida Legislature, so availability depends on remaining funds in each cycle. Check availability early in your home search rather than assuming funds will still be there when you’re ready to close.
