Florida Pell Grant: Eligibility, FAFSA, and State Add-On Grants

To qualify for a Federal Pell Grant in Florida, you file the FAFSA, meet the income thresholds measured by your Student Aid Index, enroll in an eligible undergraduate program, and keep your academic progress on track. For the 2026–2027 award year, the maximum Pell Grant is $7,395 and the minimum is $740.1Federal Student Aid Partners. 2026-27 Federal Pell Grant Maximum and Minimum Award Amounts Pell eligibility also opens the door to several Florida state grants that layer on top of your federal award, provided you can document residency.

Who Qualifies for the Pell Grant

The Pell Grant is for low-income undergraduates working toward their first bachelor’s degree. Eligibility is driven by the Student Aid Index, the figure that replaced the Expected Family Contribution starting with the 2024–2025 cycle. If your SAI is zero or negative, you automatically qualify for the maximum Pell award.2Federal Student Aid. 2025-26 Student Aid Index (SAI) and Pell Grant Eligibility Guide If your SAI reaches $14,790 or higher — twice the maximum award — you are ineligible for any Pell Grant that year.1Federal Student Aid Partners. 2026-27 Federal Pell Grant Maximum and Minimum Award Amounts Anything in between produces a partial award.

Your actual amount also depends on enrollment intensity and the cost of attendance at your school. A full-time student with an SAI of zero receives the full $7,395. Someone attending half-time gets roughly half that figure.

Filing the FAFSA

The FAFSA is the single application that unlocks the Pell Grant and nearly every Florida state grant. You complete it at StudentAid.gov using your FSA ID, and you should list every Florida institution you are considering so your data reaches each financial aid office.

If you are a dependent student, your parent or stepparent must create their own FSA ID and separately log in to consent to the IRS pulling their tax information into your form. This consent step is mandatory, and your FAFSA cannot be fully processed without it.3Federal Student Aid. 2025-2026 Federal Student Aid Handbook – Application and Verification Guide A spouse whose income is relevant goes through the same process. Chasing a contributor’s login is one of the most common reasons FAFSAs stall, so build in extra time.

Florida’s priority deadline for state grant funds is May 15, 2026.4Federal Student Aid. FAFSA Application Deadlines Programs like the Florida Student Assistance Grant are awarded first-come, first-served until funds run out, so filing well before that date gives you the best shot at the state add-ons. The Pell Grant itself does not run out mid-year, but you still need a processed FAFSA on file.

Proving Florida Residency for State Grants

The Pell Grant has no state residency requirement. Every Florida state grant does. Under state law, you or your parent (if you are a dependent) must have established and maintained legal residency in Florida for at least 12 consecutive months before the first day of classes.5Florida Senate. Florida Statutes 1009.21 – Determination of Resident Status for Tuition Purposes

You submit at least two documents, and one must come from the primary list:

  • A Florida voter registration card
  • A Florida driver license or state ID card
  • A Florida vehicle registration
  • Proof of a permanent Florida home occupied as a primary residence
  • Proof of a Florida homestead exemption, which is conclusive on its own
  • Transcripts from a Florida high school covering multiple years, if you graduated within the last 12 months
  • Proof of permanent full-time Florida employment for at least 12 months

Your second document can come from the primary list or from a supplementary list that includes a declaration of domicile, a Florida professional or occupational license, 12 consecutive months of utility bills, or a lease with 12 months of payment history.5Florida Senate. Florida Statutes 1009.21 – Determination of Resident Status for Tuition Purposes Your institution verifies residency, so ask its admissions or financial aid office which documents it prefers.

Lifetime Limit and Summer Terms

Pell eligibility is not permanent. You can receive Pell funds for the equivalent of six scheduled awards, tracked as Lifetime Eligibility Used (LEU). Each full academic year of Pell equals 100% LEU, and the cap sits at 600%.6Federal Student Aid. 2025-2026 Federal Student Aid Handbook – Pell Grant Lifetime Eligibility Used For a full-time student attending every fall and spring, that works out to roughly 12 semesters. Part-time enrollment uses less LEU per semester but stretches across more calendar time.

If you take summer classes, you may receive up to 150% of your scheduled Pell Grant in a single award year under the Year-Round Pell provision. A student who uses the full award across fall and spring can still draw Pell for a summer term; the per-semester amount does not change, but you get an additional payment period beyond the usual two.7Federal Student Aid. 2024-2025 Federal Student Aid Handbook – Summer Terms, Crossover Payment Periods, and Year-Round Pell Summer Pell still counts against your LEU, so it accelerates the clock.

Dependency Status

Whether the FAFSA treats you as dependent or independent changes your aid picture. Reporting parental income often raises the SAI and reduces Pell. For the 2026–2027 FAFSA, you are automatically independent if you were born before January 1, 2003, are married, are a graduate student, are a veteran or active-duty service member, have dependents of your own, or were in foster care or under legal guardianship.

If none of those apply but you cannot provide parental information because of an abusive home, parental abandonment, estrangement, incarceration, or human trafficking, you can indicate unusual circumstances on the FAFSA and skip the parent questions. The form will process with an interim SAI, but you must then contact your school’s financial aid office.8Federal Student Aid. What Should I Do if I Have an Unusual Circumstance and Cannot Provide Parent Information Only a financial aid administrator can finalize a dependency override, and the decision cannot be appealed to the Department of Education. Expect to provide documentation such as court records, letters from social workers, or written statements explaining your situation.

Keeping the Grant: Satisfactory Academic Progress

Pell and Florida state grants both require Satisfactory Academic Progress. Federal rules set three benchmarks your school must enforce:

  • By the end of your second academic year, you need at least a C average or its equivalent. Many schools apply this standard from the start.
  • You must successfully complete at least 67% of all credit hours you attempt, including hours attempted at prior institutions.9Federal Student Aid. Satisfactory Academic Progress
  • You cannot exceed 150% of the published credit hours required for your program. For a 120-credit bachelor’s degree, that is 180 attempted credits.

Withdrawals and failed courses count as attempted but not completed, which pulls your pace down faster than many students expect. If you drop below SAP, your school suspends aid eligibility until you either win an appeal based on documented hardship or bring your record back into compliance on your own.

If Your Finances Have Changed

The FAFSA pulls from a prior tax year. If your situation has shifted since then, you can request a professional judgment review from your school’s financial aid office. Common triggers include job loss, divorce, a drop in income, or unusually high medical expenses not covered by insurance.10Federal Student Aid. How Do I Report My Family’s Special Financial Circumstances on the FAFSA Form

Submit your FAFSA first, then contact the aid office and bring documentation: termination letters, tax returns, medical bills, or similar records. A financial aid administrator can adjust specific data elements used in the SAI calculation or modify your cost of attendance, but cannot change the formula itself.11Federal Student Aid. 2025-2026 Federal Student Aid Handbook – Special Cases A successful adjustment can lower your SAI enough to increase your Pell Grant or qualify you for state grants you missed. The administrator’s decision is final.

Florida Grants That Build on Pell Eligibility

Several Florida programs use your Pell determination as a filter, so getting your FAFSA in early matters for these as much as for Pell itself.

Florida Student Assistance Grant

The Florida Student Assistance Grant (FSAG) is the state’s primary need-based grant for degree-seeking undergraduates at state universities and Florida College System institutions. Awards range from $200 to a maximum set each year in the state budget, recently reaching $2,610.12Online Sunshine. Florida Statutes 1009.50 – Florida Public Student Assistance Grant Program You must enroll in at least six credit hours per term, and eligibility is capped at 110% of the credit hours your degree requires.

Applying for Pell is a statutory requirement for FSAG, and your Pell entitlement feeds into the assessment of your resources.12Online Sunshine. Florida Statutes 1009.50 – Florida Public Student Assistance Grant Program Institutions cannot award FSAG to a student whose expected family contribution exceeds one and a half times the maximum Pell-eligible contribution. If your finances are too high for any Pell consideration, FSAG is also off the table. Renewal requires at least a 2.0 cumulative GPA and completion of a set number of credits each term: 12 for full-time, 9 for three-quarter time, 6 for half-time.13Florida Office of Student Financial Assistance. First Generation Matching Grant

This grant is designed for students whose parents have not earned a bachelor’s degree. Eligibility requires Florida residency, enrollment in at least six credit hours, demonstrated financial need, and Pell Grant eligibility. Awards vary by institution and available funding, and at many schools you are considered automatically based on your FAFSA.

EASE Grant (Private College Students)

If you attend an eligible private, nonprofit Florida college or university, the William L. Boyd, IV, Effective Access to Student Education Grant provides tuition assistance. It targets students at private institutions regardless of income, so Pell eligibility is not the gating factor it is for FSAG and First Generation. Your institution identifies eligible students and processes the grant.

Tax Treatment of Grant Funds

Grant money applied to tuition, required fees, and required books and supplies is tax-free. Grant money used for anything else, including room and board, transportation, and personal expenses, counts as taxable income you must report on your federal return.14Internal Revenue Service. Topic No. 421, Scholarships, Fellowship Grants, and Other Grants If your total grant aid exceeds your tuition and required costs, the difference is technically income even without a W-2 for it.

Your school reports scholarship and grant amounts on IRS Form 1098-T each January. Compare Box 5 (scholarships and grants) against your qualified expenses; if Box 5 is larger, the excess is the amount you may need to report. Students with large grant packages at low-tuition schools are the most likely to face this, and it is worth running the numbers before tax season.
