Florida school zone speed limits are capped at 20 miles per hour in urbanized areas, and they are enforceable from 30 minutes before the school’s scheduled breakfast or first session until 30 minutes after dismissal. A local government can post a limit as low as 15 mph by regulation, and rural school zones on higher-speed roads may be posted differently based on an engineering study. If you are stopped by an officer for speeding inside an active zone, the fine is double the normal amount. If an automated camera catches you going more than 10 mph over, you get a flat $100 citation in the mail.
The Posted Limit
In an urbanized area, a school zone speed limit cannot exceed 20 mph and cannot drop below 15 mph unless a local government adopts a lower figure by regulation.1Florida Senate. Florida Code 316.1895 – Establishment of School Speed Zones, Enforcement; Designation Outside urbanized areas the 20 mph cap does not apply, so a rural school zone sitting on a higher-speed road may be posted at a different limit based on an engineering analysis of the specific site.
The rule to follow on the road is simple. Whatever number is on the sign, that is the limit while the zone is active. If flashing beacons are mounted on the sign, the reduced limit is in effect whenever those beacons are flashing.
When the Zone Is Active
The reduced limit begins 30 minutes before students start arriving for a regularly scheduled breakfast program or school session, continues through the session, and ends 30 minutes after students leave.1Florida Senate. Florida Code 316.1895 – Establishment of School Speed Zones, Enforcement; Designation This is a clock-based rule tied to the school’s published schedule. Whether or not you actually see any children does not matter. If the posted times apply or the beacons are flashing, you must slow down.
Zones are generally dark on weekends, holidays, and during summer break because no regular session is scheduled. Schools that run summer programs or special events can still activate the zone during those periods, which is why the flashing beacon is the real signal: beacon on, limit enforceable.
Signs must be uniform in size and color and must either state the enforcement times or use flashing beacons activated by a timer or similar automatic device.1Florida Senate. Florida Code 316.1895 – Establishment of School Speed Zones, Enforcement; Designation A sign that is obscured, damaged, or placed outside the uniform standard can be challenged, because an unenforceable sign weakens the zone it is supposed to establish.
What an Officer-Issued Ticket Costs
When a Florida officer stops you for speeding in an active school zone, the statutory fine is double the normal amount:2Florida Senate. Florida Code 318.18 – Amount of Penalties
- 1–5 mph over: $50 in a school zone (a flat amount rather than a doubled fine).
- 6–9 mph over: $25 normally, $50 in a school zone.
- 10–14 mph over: $100 normally, $200 in a school zone.
- 15–19 mph over: $150 normally, $300 in a school zone.
- 20–29 mph over: $175 normally, $350 in a school zone.
- 30+ mph over: $250 normally, $500 in a school zone.
That is only the fine. Florida adds mandatory court costs and surcharges on top: a $35 moving-violation court cost, a $12.50 administrative fee, a $10 Article V assessment, and several smaller charges. Local governments can add up to $45 more. The total out-of-pocket cost usually runs $60 to $100 above the fine itself.2Florida Senate. Florida Code 318.18 – Amount of Penalties
An officer-issued ticket also puts points on your license. Speeding up to 15 mph over the limit is 3 points; more than 15 mph over is 4 points.3Florida Senate. Florida Code 322.27 – Authority of Department to Suspend or Revoke Driver License Accumulate 12 points in 12 months and your license is suspended for 30 days; 18 in 18 months, three months; 24 in 36 months, a year. Points also tend to raise your insurance rates.
What a Camera Ticket Costs
Since July 2023, Florida counties and municipalities have been allowed to install automated speed detection cameras in school zones, and dozens have done so, including Tallahassee, Hillsborough County, Miami-Dade County, Sarasota, Hollywood, and Cape Coral.4Justia Law. Florida Code 316.1896 – Roadways Maintained as School Speed Zones; Speed Detection Systems
These cameras only trigger when a vehicle exceeds the posted school zone limit by more than 10 mph. Going 27 in a 20 zone will not set one off; going 31 in a 20 zone will. The system records the date, time, location, speed, and a photograph of the license plate.4Justia Law. Florida Code 316.1896 – Roadways Maintained as School Speed Zones; Speed Detection Systems
The fine is a flat $100 regardless of how fast you were going. That is less than you would pay for the same speed on an officer-issued ticket. More importantly, a camera citation carries no points on your license and cannot be used by your insurer to set rates.3Florida Senate. Florida Code 322.27 – Authority of Department to Suspend or Revoke Driver License
Ignoring the notice is costly. If you do not pay or respond within 30 days, the municipality escalates the matter to a uniform traffic citation sent by certified mail, which brings court fees and additional costs on top of the original $100.
Responding to a Camera Citation
Camera citations use an owner-liability model: the registered owner is responsible for the fine even if someone else was driving. Within 30 days of the notice of violation, you have three choices: pay the $100, request a hearing, or submit an affidavit raising one of the statutory defenses.4Justia Law. Florida Code 316.1896 – Roadways Maintained as School Speed Zones; Speed Detection Systems
The recognized defenses are narrow:
- Someone else was driving. You must identify that person by name, address, date of birth, and, if known, driver license number. If the vehicle was stolen, attach a copy of the police report.
- An officer already issued a citation at the scene for the same violation. Submit an affidavit with the citation’s serial number.
- The registered owner died on or before the violation date. The estate’s representative must provide a certified death certificate along with proof the vehicle was sold, the plate returned, or the vehicle reported stolen.
You cannot be charged a fee simply for requesting a hearing. Recorded video and photographs from the camera system must be destroyed within 90 days after final disposition of the case.4Justia Law. Florida Code 316.1896 – Roadways Maintained as School Speed Zones; Speed Detection Systems
When the Sign Itself Is the Problem
Because the enforceability of a school zone depends on signs and beacons that meet FDOT’s uniform standards, a sign obscured by foliage, damaged, or placed outside those specifications can give you a real argument in court. The statute requires periodic inspections by the local sheriff’s office, municipal police, or another qualified agent to catch exactly those problems.1Florida Senate. Florida Code 316.1895 – Establishment of School Speed Zones, Enforcement; Designation If you believe the sign at the location where you were cited was not visible or not compliant, photograph the site and raise it at your hearing.
