To renew a Florida Professional Certificate, every educator must complete at least one semester hour of college credit or 20 in-service points in training focused on teaching students with disabilities. That is the core of Florida’s SWD renewal requirements, and it has applied to every renewal application received since July 1, 2014, regardless of the subject you teach or whether your classroom is general education.1Florida Senate. Florida Statutes 1012.585 – Process for Renewal of Professional Certificates The training must be completed during the validity period of the certificate you are renewing, before its expiration date.
A combination of college credit and in-service points also works, as long as it adds up to the one-semester-hour equivalent.2Law.cornell.edu. Florida Admin Code Ann R 6A-4.0051 – Renewal and Reinstatement
What Counts as SWD Training
Rule 6A-4.0051 allows credit from any certification subject area tied to disability instruction, including hearing impairment, speech-language impairment, and visual impairment.2Law.cornell.edu. Florida Admin Code Ann R 6A-4.0051 – Renewal and Reinstatement In practice, coursework and workshops in these areas commonly qualify:
- Differentiated instruction for learners with varying needs
- Behavior strategies for students with emotional, behavioral, or developmental challenges
- IEP development, implementation, and compliance
- Assessment methods and accommodations for students with disabilities
- Federal and state disability law, including IDEA and Section 504
In-service points have to come from activities in an approved Florida District Professional Learning Catalog. College credit has to come from an institution recognized under Florida’s administrative rules.2Law.cornell.edu. Florida Admin Code Ann R 6A-4.0051 – Renewal and Reinstatement District workshops tend to be shorter and classroom-focused; college courses go deeper and can also build toward graduate degrees or new endorsements.
How the SWD Credit Fits Into Overall Renewal
A Professional Certificate is valid for up to five years. Full renewal requires six college credits or 120 in-service points (or an equivalent combination) across that period.1Florida Senate. Florida Statutes 1012.585 – Process for Renewal of Professional Certificates The SWD training comes out of that six-credit total. It is a carve-out, not an add-on.
If you hold more than one subject area and want to keep each of them, you also need at least three of your total credit hours (or equivalent points) in each specialization. Separate renewal rules apply to reading and educational leadership coverages. All of these category requirements — SWD, reading, educational leadership, subject-specific credits — share the same six-credit total rather than stacking on top of it. The common mistake is accumulating plenty of professional development overall but not tagging enough of it to each required category.
Ways to Satisfy the SWD Requirement Without a Course
Several alternatives count in place of the one credit or 20 points:
- A passing score during your current validity period on the Exceptional Student Education (K-12), Hearing Impaired (K-12), Visually Impaired (K-12), or Speech-Language Impaired (K-12) subject area exam. This option only applies when ESE coverage already appears on your certificate.2Law.cornell.edu. Florida Admin Code Ann R 6A-4.0051 – Renewal and Reinstatement
- Current National Board for Professional Teaching Standards certification in an Exceptional Needs Specialist area.2Law.cornell.edu. Florida Admin Code Ann R 6A-4.0051 – Renewal and Reinstatement
- Active NBPTS certification in any subject, which is deemed to meet all state renewal requirements for the life of the national certificate. A renewal application and fee are still required.1Florida Senate. Florida Statutes 1012.585 – Process for Renewal of Professional Certificates
If you already teach in an exceptional education setting, the subject area exam route is worth a look. One passing score adds ESE coverage to your certificate and satisfies the SWD renewal requirement at the same time.
Carryover of Extra SWD Credit
Credits above the minimum do not disappear. Florida law allows carryover of surplus credit in disability instruction, English-language learner training, and reading instruction into the next renewal cycle.1Florida Senate. Florida Statutes 1012.585 – Process for Renewal of Professional Certificates A full three-credit graduate course in special education, for example, covers the SWD mandate with one credit and leaves two credits that roll forward toward the next renewal’s six-credit total.
Deadlines and What a Lapse Costs
Your renewal application has to reach the Bureau of Educator Certification or your employing district before the expiration date printed on your certificate.3Florida Department of Education. Florida Educator Certification Renewal Requirements The renewed certificate is then valid for up to five years starting July 1 of the school fiscal year following receipt.
If the certificate has already expired, you still have a limited window. A late renewal is possible if the expiration was within the past year, all required credits (including SWD) were completed before the certificate expired, and the application reaches the Bureau before July 1 of the year after expiration.1Florida Senate. Florida Statutes 1012.585 – Process for Renewal of Professional Certificates A $30 surcharge is added to the $75 renewal fee, for a total of $105.4Florida Department of Education. Certification Application Fee Schedule
The timing detail that trips people up: SWD training completed after the certificate expires cannot be applied retroactively to a late renewal. The credit has to be in hand before the expiration date. Missing both the expiration and the one-year late window pushes you into a separate reinstatement process with additional requirements.
Pending Changes to Watch
Florida’s 2026 legislative session includes CS/SB 206, which would expand disability training by adding autism-specific components. The bill proposes requiring educator preparation programs to offer autism instruction and would create an Autism Educator Loan Forgiveness Program with annual payments for qualifying teachers. It also references modifications to Section 1012.585, the statute that governs certificate renewal.5Florida Senate. CS/SB 206 – Students with Autism Spectrum Disorder If enacted, the bill could change what counts toward the SWD requirement or add new training categories for future renewal cycles. Updates from the FLDOE would spell out any new obligations.
