Food stamps eligibility in PA starts with income: if your household’s gross monthly income is at or below 200% of the federal poverty level, you clear the main hurdle. For 2026, that means $2,660 a month for a single person and $5,500 for a family of four. Pennsylvania also waives the federal asset test for most applicants, so savings and vehicles will not knock you out. Beyond income, you need to live in Pennsylvania, meet work rules if they apply to you, and be a U.S. citizen or a qualifying lawful permanent resident.
2026 Income Limits by Household Size
Pennsylvania uses a policy called Broad-Based Categorical Eligibility, which raises the SNAP income ceiling from the standard federal 130% of poverty to 200%.1Food and Nutrition Service. Broad-Based Categorical Eligibility Gross income is what the household earns before taxes or deductions. If your household falls at or below the figures below, you pass the gross income test:2HHS ASPE. 2026 Poverty Guidelines – 48 Contiguous States
- 1 person: $2,660 per month
- 2 people: $3,607 per month
- 3 people: $4,553 per month
- 4 people: $5,500 per month
- 5 people: $6,447 per month
- 6 people: $7,393 per month
- 7 people: $8,340 per month
- 8 people: $9,287 per month
For each person beyond eight, add about $947. These numbers update every January with the new federal poverty guidelines, so check the current figures before you apply.
A Second Income Test for Elderly or Disabled Households
If anyone in your household is 60 or older or has a disability, you also have to pass a net income test. Net income is what remains after allowable deductions like shelter, dependent care, and medical expenses. The net income limit is 100% of poverty, which comes out to $1,330 per month for a single person in 2026.
No Asset Limit in Pennsylvania
Under Broad-Based Categorical Eligibility, Pennsylvania does not impose an asset limit on SNAP applicants.1Food and Nutrition Service. Broad-Based Categorical Eligibility Your bank balance, savings, and vehicle values will not disqualify you as long as your income is within the limits above. The standard federal caps of $2,750 for most households and $4,250 for households with elderly or disabled members do not apply here.
Who Counts as Your Household
Household size sets which income limit applies to you, so getting this right matters. SNAP defines your household as the people who live with you and normally buy and prepare food together. Spouses must be in the same SNAP household, and so must children under 22 who live with a parent, regardless of whether they eat separately.3Food and Nutrition Service. SNAP Eligibility – Section: Who Is in a SNAP Household? A roommate who buys their own groceries and cooks on their own can usually apply as a separate household.
Work Requirements
Most SNAP recipients aged 18 to 64 must register for work, accept a suitable job if offered, and avoid quitting a job without good cause. On top of that baseline, a stricter rule applies to able-bodied adults without dependents.
Rules for Able-Bodied Adults Without Dependents
Recent federal changes expanded the ABAWD category to adults aged 18 through 64 who do not have a dependent child under 14.4Commonwealth of Pennsylvania. SNAP Work Requirements That is a significant jump from the previous age ceiling of 54 and the previous dependent-child threshold of under 18. If you fall in this group, you must work or participate in a qualifying training program for at least 20 hours per week, averaged monthly. If you do not, your benefits are limited to three months in any 36-month period. You can regain eligibility by working at least 80 hours in a 30-day period.5Office of the Law Revision Counsel. 7 USC 2015 – Eligibility Disqualifications
Who Is Exempt
You are exempt from the general work registration requirement if you are pregnant, have a verified physical or mental condition that prevents you from working, are caring for a dependent child under 14, or already work at least 30 hours a week. Pennsylvania also exempts people who are homeless, people expected to return to work within 60 days, and anyone living more than two hours round-trip from an employment and training site.6Pennsylvania Code. 55 Pennsylvania Code 501.6 – Employment and Training Program For a medical exemption, submit Form PA 1921 through your County Assistance Office.4Commonwealth of Pennsylvania. Citizenship and Residency
You must live in Pennsylvania and apply through the county where you reside. There is no minimum length of residency, so recent arrivals can apply right away.
U.S. citizens are eligible if they meet the other requirements. For non-citizens, the rules changed substantially under the One Big Beautiful Bill Act of 2025, which narrowed SNAP access so that only lawful permanent residents meeting certain conditions, along with a few other limited categories, remain eligible.7Food and Nutrition Service. SNAP Eligibility for Non-Citizens Refugees, asylees, and parolees who used to qualify may no longer be eligible. Federal implementation guidance is still rolling out, so non-citizens should contact a County Assistance Office directly before applying.
College Students
Students enrolled at least half-time in a college or university face an extra condition: they must meet at least one specific exemption. The most common ones are working 20 or more hours per week, participating in a federal or state work-study program, caring for a young child, or receiving TANF. Students under 18 or over 49 are also exempt from the student restriction.
If you are enrolled less than half-time, the student rules do not apply and you qualify on the same terms as anyone else. Students who get the majority of their meals through a campus meal plan are ineligible regardless of enrollment status.
Deductions That Can Help You Qualify
Even if your gross income is above what you expected, deductions reduce the net income used in the benefit calculation and can be the difference between qualifying and not, particularly for households with elderly or disabled members who must pass the net income test.
Every household gets a standard deduction. For fiscal year 2026, that is $209 per month for households of one to three, $223 for four, $261 for five, and $299 for six or more.8Food and Nutrition Service. SNAP FY 2026 Maximum Allotments and Deductions Working households deduct an additional 20% of earned income. If shelter costs (rent or mortgage, property taxes, insurance, and utilities) exceed half of what is left after other deductions, you can claim the excess as a shelter deduction. Pennsylvania uses a Standard Utility Allowance so you do not have to itemize every bill.
Households with an elderly or disabled member can deduct out-of-pocket medical costs above $35 a month.9Food and Nutrition Service. SNAP Medical Expenses Handbook Qualifying costs include insurance premiums, prescription copays, dental and vision care, hearing aids, transportation to medical appointments, and service-animal expenses, as long as insurance or a third party has not reimbursed them. This deduction is often missed.
