Food stamps in Los Angeles are run through CalFresh, California’s version of the federal SNAP program, and are administered locally by the Los Angeles County Department of Public Social Services (DPSS). If your household income falls at or below 200 percent of the Federal Poverty Level, you can apply online through BenefitsCal or at a DPSS district office and receive a monthly grocery benefit loaded onto an EBT card.1Los Angeles County Department of Public Social Services. CalFresh A single person can get up to $298 a month and a family of four up to $994, depending on income and allowable deductions.2Santa Clara County Social Services Agency. Who Qualifies in Los Angeles County
California uses a modified categorical eligibility policy that sets the gross income cutoff at 200 percent of the Federal Poverty Level rather than the federal 130 percent, so more households qualify in LA than in many other states.3LSNC Guide to CalFresh Benefits. Summary of Basic Eligibility For the current benefit year, that means a single person can earn up to $2,610 per month in gross income, and a four-person household up to $5,360.4Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria
If you clear the gross income test, an eligibility worker subtracts deductions for things like rent, utilities, child care, and a standard earned-income reduction to arrive at your net income. That net figure has to be below 100 percent of the Federal Poverty Level, which currently works out to $1,305 per month for one person and $2,680 for four.4Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria Your net income is also what drives the size of your monthly check, so high housing or childcare costs can increase your benefit even if your paycheck looks decent.
California waives the asset test for most households under the same categorical eligibility rules. The exception is households with a member who is 60 or older or has a disability. In that case, federal rules cap countable liquid assets like cash and bank balances at $4,500, while your home and most vehicles don’t count.5Food and Nutrition Service. SNAP Eligibility
You have to live in Los Angeles County and be a U.S. citizen or hold qualifying immigration status. Legal permanent residents, refugees, asylees, and T or U visa holders are generally eligible.6California Department of Social Services. If You’re a College Student
Enrollment in a post-secondary program at least half-time, between ages 18 and 49, makes you presumptively ineligible unless you meet an exemption. The common ones are working at least 20 hours a week, participating in federal or state work-study, caring for a child under 6, being a single parent enrolled full-time with a child under 12, receiving CalWORKs, participating in a workforce training program, or being unable to work due to a physical or mental condition.8eCFR. 7 CFR 273.5 – Students Students under 22 living with their parents apply as part of the family household. A campus meal plan covering more than half your meals can also disqualify you.
If You’re an Adult Without Dependents
Adults aged 18 to 54 who are able to work and have no dependents are classified as ABAWDs and face a three-month limit on benefits in any three-year period unless they work or participate in a qualifying activity for at least 80 hours a month.9Food and Nutrition Service. SNAP Work Requirements Those hours can be paid work, volunteering, job training, or any combination. If you lose benefits for falling short, you have to complete a full 30-day period of qualifying activity to regain eligibility, or wait for a new three-year period.
How Much You Can Get
CalFresh amounts adjust each October based on the USDA’s Thrifty Food Plan. For October 2025 through September 2026, the maximum monthly allotments are:2Santa Clara County Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
- Each additional person: $218
These are ceilings. Most households get less, because the formula assumes you’ll spend roughly 30 percent of your net income on food and fills the gap up to the maximum for your household size. A household with zero net income receives the full amount.
Every dollar of allowable deduction raises your benefit, so missing deductions is one of the most common reasons people end up with a smaller check than they should. California automatically applies a 20 percent earned-income deduction to wages and tips, plus a standard deduction tied to household size. On top of that, you can claim an excess shelter deduction if rent plus utilities exceed half your adjusted income, a flat Standard Utility Allowance if you pay heating or cooling separately from rent, and uncapped deductions for dependent care and for medical expenses above $35 a month for elderly or disabled household members. Bring documentation for all of them. Eligibility workers don’t always ask about every category, and a high utility bill or medical costs can add $50 to $100 or more to your monthly benefit.
Documents to Gather Before You Apply
Pulling your paperwork together up front avoids the back-and-forth that stalls most cases. You’ll want:
- A government-issued photo ID for the head of household
- Social Security numbers for every household member applying for benefits
- Proof of LA County residency, such as a utility bill, lease, or mail showing your address
- Recent pay stubs, plus award letters for Social Security, unemployment, disability, or other non-wage income
- Your lease, mortgage statement, or property tax bill showing shelter costs
- A recent utility bill if you pay heating or cooling separately from rent
- Receipts for child care or care of a disabled household member
The actual form is California’s CF 285.10California Department of Social Services. CF 285 – Application For CalFresh Benefits If you can’t finish the full application at once, a form with just your name, address, and signature is enough to lock in your filing date. That date matters: if you’re approved, benefits are calculated back to when you filed.
How to Apply
The fastest route is BenefitsCal at benefitscal.com, where you can complete the application, upload documents, check your case status, and later submit required reports from the same account.11BenefitsCal. Home – BenefitsCal You can also mail or hand-deliver a completed CF 285 to your local DPSS district office.
DPSS will then schedule a mandatory eligibility interview, almost always by phone, though you can request an in-person meeting. The worker goes over your household, verifies income, and asks about deductions. For a standard application, the county has up to 30 days from your filing date to decide.12California Department of Social Services. Initial Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs You’ll get the decision in the mail as a Notice of Action, and if approved, your EBT card and benefit amount follow.
Expedited Benefits Within Three Days
Some households qualify for benefits within three calendar days instead of 30. You’re eligible for expedited processing if any one of these applies:11BenefitsCal. Home – BenefitsCal
- Your gross monthly income is $150 or less and you have $100 or less in cash and bank accounts
- Your monthly rent, mortgage, and utilities combined exceed your total gross income plus liquid resources
- You’re a migrant or seasonal farmworker with $100 or less in liquid resources
Mention expedited service when you submit your application. DPSS will schedule your interview within three days and load the card right away if you qualify.
Using Your EBT Card
Benefits land on your EBT card in the first ten days of each month, on a date tied to the last digit of your case number: a case ending in 1 pays on the 1st, a case ending in 2 pays on the 2nd, and so on through the 10th for cases ending in 0. Unused benefits roll over, but if your card sits unused for 365 straight days, the balance is forfeited. Make at least one small purchase a year to keep it active.
CalFresh covers any food meant for home consumption, including produce, meat, dairy, bread, snacks, non-alcoholic beverages, and even seeds or plants that grow food.13Food and Nutrition Service. What Can SNAP Buy? What it won’t cover:
- Alcohol and tobacco
- Hot prepared foods at the point of sale (a rotisserie chicken from the hot case is out; a cold deli sandwich is usually fine)
- Vitamins, supplements, and medicines, including anything with a Supplement Facts label
- Food or drinks containing cannabis or CBD
- Live animals, except shellfish and fish removed from water
- Pet food, cleaning supplies, paper products, and hygiene products
The hot-food rule is the one most people trip on. The same item cooled down on a shelf would be eligible.13Food and Nutrition Service. What Can SNAP Buy?
Restaurant Meals Exception
LA County runs the Restaurant Meals Program, which lets certain households use EBT to buy prepared meals. Everyone in the household must be homeless, 60 or older, or disabled.14Los Angeles County Department of Public Social Services. Restaurant Meals Look for restaurants displaying the program sign, or ask your eligibility worker for a current list.
Keeping Your Benefits After You’re Approved
CalFresh carries three ongoing obligations. Miss any of them and you can lose your benefits.
Semi-Annual Report (SAR 7)
Every six months you have to complete and return a SAR 7 form updating DPSS on your income, living situation, and household composition.15Los Angeles County Department of Public Social Services. Semi-Annual Reporting It has to be signed after the last day of the report month and returned by the 5th of the following month.16California Department of Social Services. SAR 7 Eligibility Status Report – For Cash Aid and CalFresh Missing it usually means benefits are suspended or terminated, and you may need a new interview to be reinstated.
Mid-Period Changes
Outside the SAR 7 schedule, you have 10 days to report certain changes. The big one is total monthly household income rising above the Income Reporting Threshold printed on your SAR 7 for your household size. Address changes and certain legal status changes also fall in that 10-day window.15Los Angeles County Department of Public Social Services. Semi-Annual Reporting
Annual Recertification
At the end of your certification period, you have to submit a recertification application and sit through another interview. DPSS mails you the form before your deadline. Turning it in late can cause a gap in benefits, and if you miss by more than 30 days, you’ll have to start over with a brand-new application.17California Department of Social Services. Recertification for CalFresh Benefits You can handle recertification through BenefitsCal, which saves a trip to the office.
