Food Stamps in Sacramento: Income Limits, Deductions, and Benefits

To get food stamps in Sacramento County, your household’s gross monthly income generally has to be at or below 200% of the federal poverty level, and your net income after deductions has to be at or below 100% of that level. For a single person, the gross limit is $2,610 per month; for a family of four, it’s $5,360.1Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria The program is called CalFresh in California, and the Sacramento County Department of Human Assistance processes most applications within 30 days.2Sacramento County Department of Human Assistance. Gross Monthly Income Limits by Household Size

California applies what’s called Modified Categorical Eligibility, which sets the gross income ceiling at 200% of the federal poverty level for most CalFresh households. Gross income is everything your household earns before taxes, retirement contributions, or insurance premiums are taken out. The following limits are in effect from October 1, 2025 through September 30, 2026:1Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria

  • 1 person: $2,610
  • 2 people: $3,526
  • 3 people: $4,442
  • 4 people: $5,360
  • 5 people: $6,276
  • 6 people: $7,192
  • 7 people: $8,110
  • 8 people: $9,026
  • Each additional person: add $918

These numbers refresh every October when the federal poverty guidelines are updated. A household of three earning $4,500 gross each month would just clear this first hurdle, since the limit is $4,442. Passing the gross test doesn’t guarantee benefits on its own. The county still has to run the net income calculation.

Net Income Limits After Deductions

Once your household passes the gross screen, the county calculates net income, which must land at or below 100% of the federal poverty level. The current net income limits are:3USDA Food and Nutrition Service. SNAP FY2026 Income Eligibility Standards

  • 1 person: $1,305
  • 2 people: $1,763
  • 3 people: $2,221
  • 4 people: $2,680
  • 5 people: $3,138
  • 6 people: $3,596
  • 7 people: $4,055
  • 8 people: $4,513
  • Each additional person: add $459

Those thresholds look narrow, but the deductions do a lot of work. The county subtracts the following from your gross income, in order:

  • A standard deduction of $209 for households of one to three, $223 for four, $261 for five, and $299 for six or more.4USDA Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions
  • An earned income deduction of 20% of wages and self-employment profit, to account for taxes and work-related costs.
  • Out-of-pocket dependent care costs you pay so a household member can work or attend training, deducted in full.
  • Legally required child support paid to someone outside the household.
  • Excess shelter costs, explained below.

The Shelter Deduction in Sacramento

If your rent or mortgage plus utilities adds up to more than half of your income after the other deductions, the amount over that halfway mark is subtracted from your countable income, up to a cap of $744 per month for most households.4USDA Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions This is the deduction that flips many Sacramento households from ineligible to eligible. Rents in the metro area routinely exceed what the formula considers affordable, and that gap gets taken off your countable income.

You don’t have to produce every utility bill. California assigns a Standard Utility Allowance, updated each year by the California Department of Social Services, that handles the utility side of the shelter calculation.

Different Rules for Elderly or Disabled Households

If anyone in your household is 60 or older or has a qualifying disability, the eligibility math changes meaningfully. Those households skip the gross income test entirely and only need to meet the net income limit.1Los Angeles County Department of Public Social Services. CalFresh Eligibility Criteria The $744 shelter deduction cap also disappears, so the full excess shelter amount comes off countable income.

There’s also a medical expense deduction that other households don’t get. If the elderly or disabled member’s out-of-pocket medical costs run over $35 per month, everything above that threshold is subtracted from countable income.5USDA Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled Qualifying costs include prescription medications, dental work, eyeglasses, hearing aids, medical equipment, transportation to appointments, insurance premiums, and copays that no one else is paying. For someone living on a fixed Social Security check, this deduction often decides eligibility.

What the County Counts as Income

Two categories matter: earned income (wages, salary, tips, and self-employment profit) and unearned income (Social Security, unemployment, disability payments, pensions, child support received, and similar sources). If money flows into your household regularly and you can use it, CalFresh generally counts it.

A few things are excluded. Combat pay for military members, certain educational financial aid used for tuition and fees, and one-time payments that can’t be reasonably anticipated don’t count. In-Home Supportive Services wages are counted as income for CalFresh, which surprises some applicants. Child support assigned to the state, as it is for CalWORKs families, isn’t counted against the household, though the $100 or $200 child support pass-through for CalWORKs families is counted.

Self-employment income is based on net profit after business expenses, typically pulled from tax records or bookkeeping logs. Gig work and sporadic freelance income count too. Leaving any of it off the application is one of the fastest routes to an overpayment later.

Assets Usually Don’t Matter

Federal rules set asset limits of $3,000 for most households and $4,500 for households with an elderly or disabled member. California’s Modified Categorical Eligibility effectively waives the asset test for nearly all CalFresh applicants. In Sacramento, the county won’t deny you because you have money in a savings account, own a car, or hold a retirement account. Your home, personal belongings, and retirement funds like 401(k)s and IRAs are not counted in any case.

Liquid resources do come up in one narrow place: the three-day expedited benefits screen for emergency situations. For standard eligibility, assets aren’t a barrier.

Students and Non-Citizens

Two groups face eligibility rules beyond the income tables.

Students enrolled at least half-time in higher education are generally excluded from SNAP unless they meet a specific exemption. Common exemptions in California include working an average of 20 hours per week, being approved for a federal or state work-study program (eligibility starts at approval, before the first shift), receiving a TANF-funded Cal Grant A or B, parenting a child under 12 while enrolled full-time or a child under 6 while enrolled part-time, participating in a CalFresh Employment and Training program or another approved job training program, enrolling in Extended Opportunity Programs and Services or a Workforce Innovation and Opportunity Act program, or not planning to register for the next school term. The California Department of Social Services publishes a student eligibility decision tree that walks through each exemption.6California Department of Social Services. Policy Guidance

Immigrant adults in a qualified status generally have to wait five years after entering the country before they can receive regular CalFresh benefits, and those five years don’t need to be consecutive. Several categories skip the wait entirely: children under 18 with qualified status, refugees, asylees, people granted withholding of deportation, Cuban or Haitian entrants, trafficking victims, lawful permanent residents with at least 40 qualifying quarters of U.S. work history, veterans and active military members along with their spouses and dependent children, and anyone receiving disability benefits. DACA recipients are not eligible for CalFresh. When one household member is ineligible due to immigration status, the county excludes that person from the household size but may still count a portion of their income when calculating benefits for the eligible members.

How Much You Could Receive

Benefits are loaded onto an EBT card each month. The maximum allotment depends on household size, and your actual benefit equals the maximum minus 30% of your net income, on the assumption that households should spend about 30% of their own resources on food. The current maximum monthly amounts are:7Santa Clara County Social Services Agency. CalFresh Program Monthly Allotment and Income Eligibility Standards Charts

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183
  • 6 people: $1,421
  • 7 people: $1,571
  • 8 people: $1,789
  • Each additional person: add $218

A household with zero net income receives the full maximum. Most approved households land somewhere between the minimum and the maximum depending on countable income after deductions. The lower your net income, the higher your benefit.

Pull together pay stubs from the last 30 days for all working household members. If anyone is self-employed, bring tax records or bookkeeping logs showing income and expenses. For unearned income like Social Security or unemployment, bring award letters or recent bank statements. List every income source on the form, including irregular gig work and child support. A missing source creates delays and can trigger overpayment issues later.
