Food stamps in Vermont are administered under the name 3SquaresVT, and in 2026 a single person can qualify with gross monthly income up to about $2,461, while a family of four can earn up to roughly $5,088. Benefits load each month onto a Vermont EBT card that works like a debit card at grocery stores, farmers markets, and most food retailers across the state. The program is run by the Department for Children and Families.
Who Qualifies
Vermont uses a gross income ceiling set at 185% of the federal poverty level, which is more generous than the standard SNAP threshold used in most states.1Department for Children and Families. 3SquaresVT The 2026 monthly gross income limits by household size are:2HHS ASPE. 2026 Poverty Guidelines
- 1 person: $2,461
- 2 people: $3,336
- 3 people: $4,212
- 4 people: $5,088
Your household is the group of people who live together and regularly buy and prepare meals together. Net income counts too. After deductions for housing, childcare, a standard deduction, and 20% of earned income, what remains must fall within federal net income limits.
Households that include someone age 60 or older or a member with a disability may qualify even if gross income is over the limit, though the state will then look at what the household owns, excluding the home and certain retirement accounts.1Department for Children and Families. 3SquaresVT For everyone else, Vermont does not apply an asset test, so savings and property won’t disqualify you.
You must be a Vermont resident. Citizenship or a qualifying immigration status is required for the household members who are applying for benefits, but you don’t have to supply Social Security numbers for members who aren’t themselves seeking benefits.3Vermont Department for Children and Families. How Much You Can Receive
Monthly benefits depend on household size, income, and the deductions that apply to you. The maximum possible allotments for 2026:4USDA Food and Nutrition Service. SNAP Eligibility
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- Each additional person: add $218
Most households receive less than the maximum. The formula takes the maximum for your household size and subtracts 30% of your net monthly income. Because net income is calculated after deductions for rent or mortgage, utilities, dependent care, and earned income, reporting your full expenses on the application directly affects your benefit. Leaving a line blank for rent, heat, or childcare can cost you money every month.
How to Apply
Pull together these documents before you start:
- Social Security numbers for each household member who is applying.3Vermont Department for Children and Families. Application for Benefits
- Proof of identity, such as a driver’s license, state ID, or immigration documents.
- Income verification: recent pay stubs, Social Security award letters, or profit-and-loss statements for self-employment.
- Housing costs: rent or mortgage, property taxes, and utility bills.
Don’t wait until every document is in hand. Filing early locks in your application date, and approved benefits can be backdated to that date.5Vermont Department for Children and Families. 3SquaresVT in a SNAP Application The state will ask for anything else it needs after you submit.
Vermont offers three ways to file. The quickest is the MyBenefits online portal.6Vermont Department for Children and Families. MyBenefits Portal You can also mail a completed paper application to the Application and Document Processing Center in Waterbury, or hand-deliver it to a local Economic Services Division district office during business hours.
Two forms exist. Form 202 is the full application and also covers Reach Up and Fuel Assistance.3Vermont Department for Children and Families. What Happens After You Apply
A caseworker schedules a phone interview to go over the information you provided. This is a verification call, not a test. Standard processing takes 30 days from your filing date.
If your household is in immediate financial crisis, you may qualify for expedited processing, which puts benefits on your card within seven calendar days. Federal rules set three qualifying situations: monthly gross income under $150 with less than $100 in liquid assets, status as a migrant or seasonal farmworker with minimal income, or combined monthly income and liquid resources below your rent and utility costs.7eCFR. 7 CFR 273.2 You don’t request expedited service separately; the caseworker flags you for it automatically.
The decision arrives by mail. If approved, you receive a Vermont EBT card that works as a prepaid debit card for food purchases.8Vermont Department for Children and Families. The Vermont EBT Card
What the Card Buys
3SquaresVT covers most groceries: fruits, vegetables, meat, fish, poultry, dairy, bread, cereal, snack foods, non-alcoholic beverages, and seeds or plants that produce food. It does not cover alcohol, tobacco, cannabis-containing products, vitamins or supplements, hot prepared foods at the point of sale, pet food, cleaning supplies, or household paper products.9USDA Food and Nutrition Service. What Can SNAP Buy?
At participating farmers markets, Vermont’s Crop Cash program matches your SNAP spending dollar for dollar, up to $20 per market visit. The coupons buy local fruits, vegetables, herbs, and food-producing seeds or plant starts. The 2026–2027 season runs May 1, 2026 through April 30, 2027. Visit the market manager’s booth, swipe your EBT card, and the matching coupons are issued on the spot. Anyone receiving 3SquaresVT is automatically eligible.10NOFA Vermont. Crop Cash
Work Rules
Two layers of work rules apply, and falling out of compliance can cut off your benefits.
General Work Requirement
If you are between 16 and 59, you need to tell the Economic Services Division your employment status, accept a suitable job if offered, and not quit or reduce hours without good cause. You are exempt if you already work at least 30 hours a week (or earn at least $217.50 per week), are a student enrolled at least half-time, care for a young child or incapacitated household member, receive unemployment benefits, or have a documented medical condition that limits work.11Vermont Department for Children and Families. 3SquaresVT Work Rules
Time-Limited Benefits for Adults Without Dependents
A stricter federal rule applies to adults aged 18 to 54 who are not disabled, pregnant, or caring for children. Under ABAWD rules, you can only receive benefits for three months out of every three years unless you meet an 80-hour monthly activity threshold.12USDA Food and Nutrition Service. SNAP Work Requirements Paid or unpaid work, an approved job training program, or volunteering with a nonprofit or public organization all count. If medical issues, domestic violence, or housing instability prevent you from hitting 80 hours, a caseworker or community partner can complete Form 210A to waive the requirement for up to 12 months.11Vermont Department for Children and Families. 3SquaresVT Work Rules
Vermont also runs a voluntary employment and training program called ICAN that’s open to any 3SquaresVT recipient and can help satisfy the work requirement.1Department for Children and Families. 3SquaresVT
Reporting Changes and Recertifying
Once your benefits start, you need to report significant changes in household circumstances. The two that matter most: someone moving in or out, and your gross income rising above 130% of the federal poverty level. For 2026, that trigger is $1,729 per month for a single person and $3,575 for a family of four. Failing to report can result in an overpayment the state will recoup, or temporary disqualification.
Most households recertify every 12 months. Households where every member is 60 or older or has a disability and lives on a fixed income may be certified for up to 24 months. The Economic Services Division mails a recertification notice before your certification period ends. You complete the forms, provide any requested documents, and do another phone interview. Miss the deadline and benefits stop at the end of the certification period, so watch your mail during that final month.
If You Are Denied or Lose Benefits
If your application is denied, your benefits are reduced, or the state doesn’t act on your application within a reasonable time, you can request a fair hearing by contacting the ESD Benefits Service Center or writing to the ESD Deputy Commissioner.13Vermont Agency of Human Services. Fair Hearing Entitlement A fair hearing is an independent review where you can present evidence and explain your situation. If you request the hearing before your benefits are actually cut, you can usually keep receiving your current benefit amount while the appeal is pending. It costs nothing to file.
