When Form C-69QCR Applies

The form is for employers whose UI tax account shows more paid in than owed. The most common cause is overreporting wages on a quarterly filing, which inflates the tax bill. Other triggers include a retroactive change to your tax rate, a duplicate payment, or paying tax on wages above the $9,000-per-employee annual taxable wage base.2Texas Workforce Commission. There’s a hard deadline. TWC cannot approve a refund or adjustment that would require removing benefit wage credits charged more than three years before the date you file the application.3Texas Public Law. Texas Labor Code 213.071 – Credit or Refund of Overpayment Old overpayments don’t wait.

Correct the Wage Report First

If the overpayment came from bad numbers on a quarterly report, fix the report before you request the refund. TWC handles wage corrections through a separate workflow from the refund request itself.

After You File

TWC reviews the request against your account history. If the overpayment checks out, the agency’s first move under the statute is to adjust your future contribution payments, and it issues a cash refund only when that adjustment can’t be made.3Texas Public Law. Corrections can cut the other way. If the adjusted report shows you actually underpaid, TWC bills you for the difference.
