To replace a lost, stolen, destroyed, or illegible Pennsylvania vehicle title, file a Pennsylvania duplicate title application on Form MV-38O with PennDOT’s Bureau of Motor Vehicles. The fee is $72.00, paid by check or money order to the Commonwealth of Pennsylvania.1Pennsylvania Department of Transportation. Are You the Right Person to File
Form MV-38O is for owners with no active lien on the vehicle. Under 75 Pa. C.S. § 1110, only the first lienholder or, if there is no lien, the owner or the owner’s legal representative may apply for a duplicate title.3Pennsylvania General Assembly. Pennsylvania Code Title 75 – Vehicles
If you are still paying off the vehicle, the lienholder controls the title, not you. The form states directly: “You are not entitled to possession of the certificate of title until such time as the lien is satisfied.”2Pennsylvania Department of Transportation. What You Need Before You Start
Most of these details appear on your vehicle registration card if you no longer have the title itself:
- The full 17-character Vehicle Identification Number (VIN), stamped at the base of the windshield on the driver’s side or on the driver’s door jamb.
- The current title number.
- The license plate number currently registered to the vehicle.
- The vehicle make and year, matching PennDOT’s records exactly.
- Each owner’s full legal name, current street address, and Pennsylvania driver’s license or photo ID number. Businesses use their Employer Identification Number instead.2Pennsylvania Department of Transportation. MV-38O – Application for Duplicate Certificate of Title by Owner
Check the VIN against your registration card before you copy it onto the form. One transposed digit and PennDOT will reject the whole package.
Filling Out the Form
Form MV-38O is a single page you download from PennDOT’s Driver and Vehicle Services website.5Commonwealth of Pennsylvania. Get a Duplicate Title Print it and complete it in ink; PennDOT does not accept electronic submissions of this form.
Section A asks for the vehicle information (VIN, title number, plate number, make, year). Section B collects owner information for every owner listed on the title. Section C is where you check the reason for the duplicate: lost, stolen, destroyed, or never received.
If you have moved since the title was originally issued, enter your new address. PennDOT mails the duplicate to the address on the form, so it needs to be current.
Signing: Self-Certification, Not Notarization
Form MV-38O does not require a notary. Each owner signs under a self-certification, and the form’s instructions state that “the vehicle owner(s) or authorized person’s signature(s) must be self-certified.”2Pennsylvania Department of Transportation. That self-certification is not a formality. False statements fall under 18 Pa.C.S. § 4904, Pennsylvania’s unsworn falsification statute. Every owner listed on the title must sign. If someone signs on another owner’s behalf, they need authority to do it; a power of attorney is the standard document.
Fee and Payment
The duplicate title fee is $72.00.1Pennsylvania Department of Transportation. Bureau of Motor Vehicles Schedule of Fees Make the check or money order payable to the “Commonwealth of Pennsylvania.” Do not send cash; the form warns against it directly.2Pennsylvania Department of Transportation. MV-38O – Application for Duplicate Certificate of Title by Owner If the amount is wrong or the check is made out to the wrong payee, PennDOT returns the entire package unprocessed.
Going through an authorized messenger costs more because the messenger charges a service fee on top of the $72.00. Messenger fees vary by provider.

Certified mail or a tracked delivery service is worth the small extra cost. If the envelope disappears, you start over with a new form and a new $72.00 payment.
Through an Authorized Messenger
PennDOT authorizes certain agent and messenger businesses to process title work through a direct online connection to PennDOT’s systems. Authorized online messengers can handle duplicate title applications and, in many cases, hand you the product across the counter the same day.7Commonwealth of Pennsylvania. How Long It Takes
One timing rule catches people off guard. If PennDOT recently processed a title transaction or an ELT lien release on your vehicle, you have to wait at least 10 days from that date before PennDOT can issue a duplicate. For a mailed application with no complications, allow roughly two to three weeks for the duplicate to arrive by regular mail. If nothing has shown up after 30 days, call PennDOT’s Customer Call Center at 717-412-5300 to check the status.8Commonwealth of Pennsylvania. Driver and Vehicle Services
If the Original Title Turns Up Later
Do not use it. Once PennDOT issues the duplicate, the original title is automatically void. Under 75 Pa. C.S. § 1110, if the original surfaces after the duplicate has been issued, you must return it to PennDOT with an explanation. Only the duplicate is valid, and any future transfer of ownership can only be made on the duplicate.3Pennsylvania General Assembly.
