Form SIA1: NYC Special Inspection Agency Registration, Endorsements, and Renewal

To register a Special Inspection Agency with the NYC Department of Buildings, complete Form SIA1 online, print it, gather your supporting documents, and mail the signed package with a check to the DOB’s Licensing and Exams Unit at 280 Broadway. The base fee is $200 plus $30 for each endorsement category, and the registration is good for three years.¹ Without an approved registration, your firm cannot legally certify that construction work in New York City meets the approved plans or the NYC Building Code.

Confirm Your Firm and Directors Qualify

Under 1 RCNY §101-06, a Special Inspection Agency must employ at least one full-time primary director and may have up to four full-time technical directors. All of them must be registered design professionals who directly supervise every inspection the agency performs. The primary director has to hold at least one of these licenses: Registered Design Professional (a New York State licensed Professional Engineer or Registered Architect), Master Electrician, Master Fire Suppression Piping Contractor, Oil Burning Equipment Installer, or Master Plumber.²

The license type on your director bench controls what you can register for. Only directors who are PEs or RAs can seal inspection reports for the structural and general building categories, so a firm led by, say, a Master Plumber alone will be limited in what endorsements it can pursue.

Your agency also has to operate independently of the contractors performing the work. Third-party verification is the whole point of the program, and the DOB reviews ownership structure and business relationships to make sure that independence is real.

Pick Your Registration Class

Class determines the size and complexity of the projects your agency can inspect, and you select it on the SIA1 itself. Choose before you start the form.

Class 1 can inspect any project, including new major buildings, large-scale demolitions, and complex alterations. Class 1 agencies must obtain accreditation from the International Accreditation Service (IAS) or an equivalent body for every endorsement category they register under, assessed against ISO/IEC 17020 and IAS AC291 criteria.³
Class 2 covers most projects but is excluded from new construction of a major building, full demolition of a major building, alterations involving removal of an entire story or more, partial demolition of 20,000 square feet or more (or 20 percent or more of gross floor area), and enlargements exceeding 10,000 square feet.²
Class 3 is limited to the construction, demolition, or alteration of one-, two-, or three-family dwellings and to alterations of any building involving less than 10,000 square feet of gross floor area in total.²

One category-level restriction cuts across class: underpinning, mechanical means and methods of demolition, and protection of excavation sides deeper than 10 feet can only be inspected by Class 1 or Class 2 agencies. Class 3 firms are locked out of those regardless of project size.² Agencies can upgrade their class later by obtaining additional accreditations and hiring qualified personnel.

Select Your Endorsement Categories

The SIA1 asks you to list every inspection category, called an endorsement, that your agency will perform. Each one adds $30 to the base $200 fee.¹ Endorsements are organized into broad groups covering general building construction, fire protection and fire-resistant construction, plumbing and mechanical systems, and structural materials and construction operations (structural steel welding, high-strength bolting, nondestructive testing, cast-in-place and precast concrete, masonry, wood systems, soils, deep foundations, underpinning, excavation support, and more).

You can only register for categories your directors and technical staff are qualified to inspect. Appendix A of 1 RCNY §101-06 spells out the credentials required for each: typically a PE or RA license plus one or more years of relevant experience at the primary level, and either a relevant degree or specific certifications (ICC, ACI, AWS, among others) with field experience at the supplemental level.² Match each endorsement on your application to the specific staff member who will supervise it, because the DOB will check that the person you list actually holds what Appendix A requires.

Gather Documents and Insurance Before You Start

Assemble everything below before opening the form. Missing or expired paperwork is one of the most common reasons applications stall.

Professional liability insurance of at least $500,000 for Registered Architects and Professional Engineers.
General liability insurance of at least $1,000,000 per occurrence for licensed trades.
Workers’ compensation insurance or a waiver.¹
State-issued ID for each director.
Proof of business address and a filing receipt from the New York State Department of State.⁴
Accreditation certificate if you are registering for any Class 1 endorsement categories.⁵
Director credentials: license numbers, years of experience, and documentation of relevant certifications for every primary and technical director.

Fill Out the SIA1

The SIA1 is filled out electronically through the DOB website and then printed.⁶ The electronic portion captures your EIN, contact information, the endorsement categories, and each director’s professional details. It also generates a cover sheet showing the total payment due based on the endorsements you selected.

Several sections require handwritten entries and wet signatures after you print, so a fully digital submission is not accepted:

Section 4: PE and RA directors handwrite their Social Security Number.
Section 9: each director completes the fines and convictions disclosure.
Section 10: each director completes the licensing history.
Section 12: the agency owner signs, dates, and notarizes the form.
Section 13: PE and RA directors print their name, sign, affix their professional seal, and date the form.⁷

Mail the Package and Payment

The DOB does not accept SIA registration applications through eFiling or the NYC Development Hub. The completed package has to be mailed. Include a check or money order payable to the NYC Department of Buildings for the exact amount shown on your SIA cover sheet.⁶ A mismatched payment will delay processing.

The math is $200 plus $30 for each endorsement. A firm registering for five endorsements pays $350.¹

After Approval and the Three-Year Renewal

Once the DOB approves the application, your agency receives a unique SIA registration number that goes on every inspection report and project filing.

Registration is valid for three years.⁸ To renew, use the separate renewal application through the DOB’s electronic renewal system rather than the original SIA1 PDF, then print and mail it with updated documents. The renewal fee is $90 plus $30 per endorsement.¹ Submit the renewal between 30 and 60 days before expiration; filing with fewer than 30 days left adds a $50 late fee. Handle any changes (new endorsements, director updates, insurance amendments) before you start the renewal, because the DOB will not process amendments while a renewal is pending.
