Property tax rates in Fort Bend County are not set by a single authority. Every parcel sits inside several taxing jurisdictions — the county, an independent school district, sometimes a city, and often one or more special districts — and each adopts its own rate per $100 of assessed value. Your total rate is the sum of all of them. For 2025, Fort Bend ISD alone adopted $1.0569 per $100, and that is only the school slice before the county, any city, and any Municipal Utility District rates are added on top.1Fort Bend ISD. Why Two Neighbors Can Pay Different Rates
Texas Tax Code Section 26.05 requires each taxing unit’s governing body to adopt an annual rate with two components: one for operations and one for debt service on bonds the unit has issued.2State of Texas. Texas Code Tax – Assessment The county government, school districts, cities, and special-purpose districts such as MUDs and Levee Improvement Districts all do this independently. Nobody consolidates them.
The practical result: a home in Sugar Land carries a different combined rate than one in Missouri City, and a home in an unincorporated area skips the city layer entirely but usually picks up MUD charges for water, sewer, and drainage. Two houses on the same street can land in different MUDs and end up with different totals.
Because Texas has no state income tax, these local rates carry most of the funding weight for schools, roads, law enforcement, fire, and water infrastructure, and they shift every year as boards work through their budgets and outstanding debt.
Recent Adopted Rates for Major Jurisdictions
The Fort Bend Central Appraisal District publishes the adopted rates for every taxing entity in the county each year but does not set or calculate them. Rates below are per $100 of assessed value.

City rates vary widely. Sugar Land’s 2025 rate is $0.3588. Missouri City came in at $0.5708 for 2024, and the City of Katy at $0.4250.3Sugar Land, TX. How the Rate Turns Into a Bill
Every January 1, the Fort Bend Central Appraisal District appraises property at market value.6Fort Bend Central Appraisal District. Appraisal Timeline The district handles only valuation; it has no role in setting rates. Once your taxable value is set (market value minus any exemptions), the calculation is:
(Taxable Value ÷ 100) × Combined Tax Rate = Tax Owed
A home appraised at $400,000 with a $140,000 school homestead exemption has a taxable value of $260,000 for the school district portion. At a school rate of $1.05, the school taxes alone are $2,730. Then the county, any city, and any special district rates stack on top, each applied to the taxable value that jurisdiction recognizes. Because exemptions differ by jurisdiction, the taxable value used for the school portion is not always the same as the one used for the county or city portion.
Exemptions That Lower the Value the Rate Is Applied To
Exemptions cut the taxable value before the rate is applied, so they reduce the bill directly. You apply once through the Fort Bend Central Appraisal District, and the general filing deadline is April 30 of the tax year.7Texas Comptroller of Public Accounts. General Residence Homestead
If you own and occupy the home as your primary residence, the school district exemption is $140,000 off the appraised value, a figure raised from $40,000 through legislative action and a constitutional amendment voters approved in 2023.8State of Texas. Texas Tax Code 11.13 – Residence Homestead The county adds a separate $3,000 exemption for its own taxes, and many cities and special districts offer optional homestead exemptions of their own.
Applying requires a Texas driver’s license or state ID showing the property’s address. Military members and certain judges and peace officers whose addresses are excluded from their licenses can use alternative documentation.9Fort Bend Central Appraisal District. Over-65 and Disabled Homeowners
Homeowners who are 65 or older or who have a qualifying disability get an additional $60,000 school district exemption on top of the standard $140,000, for a combined $200,000.8State of Texas. Texas Tax Code 11.13 – Residence Homestead The bigger benefit for many is the school tax ceiling: once you qualify, the dollar amount the school district collects from your homestead cannot rise above what you paid the first year you qualified, no matter how much the home appreciates. Disabled Veterans
Veterans with a service-connected disability rating from the VA qualify for exemptions that scale with the rating:
- 10% to 29%: up to $5,000 off the property’s value
- 30% to 49%: up to $7,500
- 50% to 69%: up to $10,000
- 70% to 99%: up to $12,000
- 100%: total exemption from property taxes on the residence homestead

Protesting the Appraised Value
The other lever, besides exemptions, is the appraised value itself. If the appraisal district set your value too high, you can protest. Texas law allows protests on grounds including excessive value, unequal appraisal compared to similar properties, and errors in the property description.13State of Texas. Texas Tax Code 41.41
The deadline is May 15 or 30 days after the appraisal district mails your notice of appraised value, whichever is later.14Fort Bend Central Appraisal District. Appeals15State of Texas. Texas Tax Code 41.44 – Notice of Protest You can file online through FBCAD’s portal, by mail, or in person in Rosenberg. There is no filing fee. Many protests settle in an informal conference with an appraiser; if not, the case goes to a formal hearing before the Appraisal Review Board.
A late protest is possible before the appraisal records are approved (typically late July), but you must show good cause and the ARB chairman decides whether to accept it.
Payment Deadlines and Penalties

Starting February 1, a delinquent bill picks up a 6% penalty plus 1% interest. Each following month adds another 1% penalty and 1% interest. On July 1 the penalty jumps to a flat 12% of the delinquent amount regardless of how many months have passed, and interest keeps accruing at 1% per month.18State of Texas. Prolonged delinquency can lead to a tax lien and, ultimately, judicial foreclosure.
Quarterly Installments for Over-65, Disabled, and Veteran Homeowners
If you qualify for the over-65, disabled, or disabled veteran homestead exemption, you can pay in four equal quarterly installments without penalty or interest. The first installment plus a written notice of intent to pay in installments must be submitted before February 1. The remaining three are due before April 1, June 1, and August 1.19State of Texas.
