Free Cell Phones for Seniors in California: Eligibility and Carriers

Low-income seniors in California can get free cell phones and free monthly wireless service through the state’s LifeLine program. The state discount of up to $19.00 a month, stacked with the federal Lifeline subsidy, brings the plan cost to zero at several carriers, and a few of those carriers include a basic smartphone at no charge when you enroll.¹ The program isn’t limited to seniors, but older Californians on SSI, Medi-Cal, or a Veterans pension are among the easiest applicants to approve.

Who Qualifies

There are two ways in, and you only need one.

Through a Public Assistance Program

If you, or anyone in your household, is enrolled in any of these programs, you qualify automatically:¹

Medi-Cal
Supplemental Security Income (SSI)
CalFresh (SNAP)
Federal Public Housing Assistance or Section 8
Low Income Home Energy Assistance Program (LIHEAP)
Women, Infants and Children (WIC)
National School Lunch Program
CalWORKs / TANF (including GAIN and Welfare-to-Work)
Federal Veterans and Survivors Pension Benefit Program
Tribal TANF, Bureau of Indian Affairs General Assistance, or Head Start Income Eligible (Tribal only)

For most seniors, SSI and Medi-Cal are the common paths in. The Veterans pension route qualifies applicants directly and is often overlooked.²

Through Income

If no qualifying program applies, you can still qualify on household income alone. For June 1, 2026 through May 31, 2027, the annual limits are:³

1 person: $24,600
2 people: $33,300
3 people: $42,100
4 people: $50,800
Each additional person: add $8,700

One more rule catches many applicants. Only one LifeLine benefit is allowed per household, meaning everyone at the same address who shares income and expenses.⁴ A married couple living together gets one free phone between them, not two.

Documents to Have Ready

Get your paperwork together before you start. Everyone needs proof of identity and a California address, which a current California driver’s license or state ID usually handles on its own. If the address on your ID is out of date, add a recent utility bill or lease.

If you qualify through a public assistance program, bring an ID card from that program or a current notice of eligibility or decision letter.¹

If you qualify through income, acceptable proof includes the front page of your prior year’s state or federal tax return, three consecutive months of pay stubs or income statements from the past 12 months, or a benefits statement from Social Security, the Veterans Administration, or a retirement pension. Alimony and child support documentation also counts when those are your income sources.¹

How to Apply

The application has three steps. Pick a participating wireless provider and sign up for service. Apply for LifeLine benefits through that provider or directly at californialifeline.com. Then submit your qualifying documentation.¹

You can apply online, by mail, or by phone. The online portal at californialifeline.com is the fastest, and most carriers will walk you through the whole process when you enroll, which is usually the simplest option if the paperwork feels overwhelming. Processing typically takes a few weeks once your documentation is complete. If the administrator cannot verify what you submitted, you’ll get a notice asking for more information. Once approved, your carrier turns on service and ships your phone if one is included.

Carriers That Include a Free Phone

Not every LifeLine carrier gives you a device. Some only discount the service and expect you to bring your own phone. The carriers below currently bundle a free smartphone in California, though the exact model and availability depend on your zip code. The provider search tool at californialifeline.com will show which carriers serve your address.

Assurance Wireless

Assurance Wireless includes a free phone for eligible California customers along with 10GB of high-speed data and unlimited talk and text on the T-Mobile network.⁵ The phone is a basic Android smartphone, video streams in standard definition, and unused data does not roll over.

AirTalk Wireless

AirTalk includes a free smartphone and offers more than one plan. The standard plan gives 12GB of data with unlimited talk and text at no cost, and a data boost plan raises that to 25GB, also with no monthly charge.⁶ Some plans include international calling to over 200 countries, useful for seniors with family abroad.

SafeLink Wireless

SafeLink operates in California and applies both the federal and state LifeLine discounts to eligible accounts.⁷ Other providers participate as well, and coverage varies by area.

Set your expectations at a basic smartphone rather than a flagship. The devices handle calls, texts, web browsing, video visits with a doctor, and standard apps, which is what most seniors actually need.

Keeping the Service Once You’re Approved

Two ongoing rules cause more service loss than any other part of the program.

Yearly Recertification

You have to prove you still qualify every year. The renewal window opens 105 days before your anniversary date. The administrator first tries to confirm your eligibility automatically by checking databases like CalFresh, and if that works, you’re renewed with no action required.⁸

If automatic verification fails, a renewal form comes in the mail. You have 44 days to return it with your documentation. Miss that, and you get one second-chance form with an additional 20 days. Miss that too, and your discount is removed. Your service either shifts to the full retail rate or gets disconnected.⁸

Use the Phone at Least Once Every 30 Days

If your LifeLine service costs you nothing out of pocket, you have to use it at least once every 30 days. A call, a text, or data use all count. Go 30 days without any activity and you’ll get a 15-day warning. Ignore the warning and the service is shut off.⁴ If you’re going into the hospital or traveling, send a quick text before the 30-day window closes.

If the Phone Breaks or Gets Lost

The federal LifeLine subsidy does not cover the hardware itself. The FCC treats the free phone as something the carrier chooses to include, not a program benefit.⁹ Replacement is entirely up to your carrier. Some offer one replacement for a small fee, others expect you to buy a new device or bring your own. Ask your provider what their policy is before you need it, and use a case in the meantime.

A Larger Benefit on Tribal Lands

Seniors living on federally recognized Tribal lands in California qualify for a bigger discount: up to $34.25 a month toward phone or internet service, plus a one-time Link Up discount of up to $100 for initial connection costs.¹⁰ Additional qualifying programs for Tribal residents include Bureau of Indian Affairs General Assistance, Head Start Income Eligible, Tribal TANF, and the Food Distribution Program on Indian Reservations.¹
