Free health insurance in Florida is available mainly through Medicaid and Florida KidCare, but the state’s income limits are among the strictest in the country. Who Qualifies for Florida Medicaid

Medicaid covers doctor visits, hospital stays, prescriptions, and preventive care at no cost to the enrollee. Whether you qualify depends on income, household size, and which category you fall into. The Coverage Gap for Adults Without Children

This is the part of Florida’s system that catches people off guard. Because the state has not expanded Medicaid, an estimated 388,000 residents fall into a coverage gap: they earn too much for Florida Medicaid but too little to qualify for marketplace premium tax credits, which only start at 100% of the poverty level. The Affordable Care Act assumed every state would expand Medicaid to fill the space below that line, and Florida has not.

Free Coverage for Children Through Florida KidCare

Florida KidCare is the state’s program for children whose families earn too much for Medicaid but can’t afford private insurance. Automatic Eligibility for Former Foster Youth

If you aged out of Florida’s foster care system at 18, you qualify for Medicaid until age 26 with no income test. You do not need a separate application. If Your Income Is Just Over the Limit

The Medically Needy Program

Florida’s Medically Needy program, sometimes called “share of cost,” works like a monthly deductible for people whose income or assets sit slightly above Medicaid limits. The state assigns a share of cost based on household size and gross monthly income. Each month, you submit medical bills to DCF, and once those bills equal your share, Medicaid pays for the rest of your care for the remainder of that month.9Department of Children and Families. You apply through the same DCF application used for regular Medicaid.

$0-Premium Marketplace Plans

Residents above the Medicaid line can shop on HealthCare.gov, where premium tax credits sometimes bring a plan’s monthly cost to $0. The picture shifted in 2026: the enhanced premium tax credits available since 2021 expired at the end of 2025, so subsidies are smaller for many income levels and the “subsidy cliff” at 400% of the poverty level has returned.10KFF. How to Apply

Medicaid and Medically Needy applications go through the Florida Department of Children and Families. Before you start, gather proof of income (pay stubs, tax returns, or an employer letter), proof of Florida residency, Social Security numbers for everyone in the household, birth certificates for children, and, for non-citizens, immigration documents. Having everything ready keeps the process from stalling.

If You’re Denied

A denial notice explains the reason. The most common ones are income miscalculations, missing documents, and household information that doesn’t match what DCF has on file. Read the notice carefully; often the fix is submitting one missing pay stub.
