Opening the Online Map
Go to co.fulton.pa.us/map.php, or reach the same tool from the Online Land Records page on the county website. A short disclaimer about data accuracy appears first; click through it and the ArcGIS-based viewer opens on Fulton County.2County of Fulton, PA. Online Mapping Tool The viewer has standard zoom and pan controls and works from a phone or a computer.
You can toggle between a parcel-line view and aerial imagery that shows buildings, driveways, tree lines, and terrain. The aerial layer is useful for getting a sense of what sits on a property and how it relates to neighboring parcels and roads.
Finding a Specific Parcel by UPI
The fastest way to a specific property is to type its Uniform Parcel Identifier into the search field. Every taxable parcel in the county carries a UPI, defined by Pennsylvania law as a number sequence tied to the parcel shown on the recorded county tax map.3Pennsylvania General Assembly. Uniform Parcel Identifier Law, Act of Jan 15, 1988, PL 1, No 1 The same number links the map to the recorded deed and to the assessment record.
Your UPI appears on a recent property tax bill, on the recorded deed, and on the Notice of Assessment mailed by the county. If you don’t have any of those, zoom into the municipality on the map and click the parcel directly. When land is subdivided or combined, the Fulton County Assessment Office assigns new UPIs, typically within one business day of receiving the request with a survey or subdivision plan.3Pennsylvania General Assembly. What the Free Map Shows and What It Doesn’t
The GIS viewer shows parcel outlines, approximate dimensions, and aerial photos. Those boundary lines drive how the county calculates acreage and applies local millage. Fulton County publishes current mill rates on the Assessment Office page, and a 2026 millage rate spreadsheet is posted there for download.4County of Fulton, PA. Assessment Office

The Tax Map Is Not a Survey
The parcel lines exist for assessment purposes. The people who maintain the map are not licensed surveyors, and the lines are drawn from historical records that may not match ground conditions. If you’re buying or selling land, placing a fence near a property line, or working through a dispute with a neighbor, hire a licensed professional land surveyor. A surveyor uses physical markers, deed descriptions, and precision equipment to establish where the property legally begins and ends. Treat the tax map as the county’s best approximation for tax purposes and the survey as the legal answer.
Fixing an Error or Appealing an Assessment
If the map shows the wrong acreage, an outdated parcel configuration, or an assessed value you believe is wrong, Pennsylvania’s Consolidated County Assessment Law gives every aggrieved property owner the right to appeal to the county Board of Assessment Appeals.5Pennsylvania General Assembly. Pennsylvania Code Title 53 – Section 8844
In Fulton County, the annual deadline is September 1.4County of Fulton, PA. Assessment Office The appeal must be in writing on the board’s form and must include your name and address, a description of the property, and the assessment you’re contesting. Forms are on the Assessment Office page and at the courthouse.
Once filed, the board mails hearing notice at least 20 days in advance. Bring evidence: a recent survey, comparable sales, or documentation of a mapping error. A decision is due within 90 days. If the outcome doesn’t satisfy you, you have 30 days to appeal to the Fulton County Court of Common Pleas.5Pennsylvania General Assembly. Pennsylvania Code Title 53 – Section 8844 Miss September 1 and you wait a full year.
Programs That Can Lower What You Owe
Two Pennsylvania programs, both run through the Assessment Office, can reduce the tax bill on a parcel shown on the map.
Homestead and Farmstead Exclusion
If the parcel is your primary residence, the Homestead Exclusion reduces the assessed value used to calculate school property taxes. Farms that also serve as an owner’s home may qualify for a separate Farmstead Exclusion covering farm buildings used for commercial agricultural production on at least ten contiguous acres.6Pennsylvania Department of Community and Economic Development. Property Tax Relief Through Homestead Exclusion The application deadline is March 1 for relief in the following tax year. It isn’t automatic, and a new owner (including someone who inherits the property) must file a fresh application.
Clean and Green Preferential Assessment
Landowners with at least ten acres in agricultural use, agricultural reserve, or forest reserve can enroll in Clean and Green for an assessment based on use value rather than market value.7Commonwealth of Pennsylvania. Clean and Green Parcels under ten acres can still qualify if the land produces at least $2,000 in annual farm income. Land enrolled as Agricultural Reserve must stay open to the public for passive recreation at no charge. Applications and program details are on the Fulton County Assessment Office page.4County of Fulton, PA. Assessment Office Withdrawing or converting enrolled land to a non-qualifying use triggers rollback taxes plus interest, so call the office before changing how you use the land.
