GA Port Credentialing Requirements: TWIC, GPA Badge, and Denials

Working inside a Georgia Ports Authority terminal takes two separate credentials, and you have to earn them in order. First comes a federal Transportation Worker Identification Credential (TWIC) from the TSA. Then, with a valid TWIC in hand, your employer sponsors you for a GPA-issued badge through the Georgia port credentialing requirements managed by GPA’s Protective Services division. The TWIC alone costs $124 and current processing can run past 45 days, so if you have a start date, begin that application now rather than waiting on your employer.1Transportation Security Administration. TWIC

Step One: Get Your TWIC

Federal law bars anyone from entering a secure area of a port facility without a TWIC unless an escort who holds one is with them.2Office of the Law Revision Counsel. 46 USC 70105 – Transportation Security Cards GPA mirrors that rule in practice: no TWIC, no GPA badge.3Georgia Ports Authority. Garden City Terminal Users Guide If TSA denies your TWIC, the GPA process never begins.

The TWIC is issued by the Transportation Security Administration, is valid for five years, and requires an in-person visit to a TSA enrollment center for identity documents and fingerprints.4Transportation Security Administration. TWIC Frequently Asked Questions You can locate the nearest enrollment center and start pre-enrollment through TSA’s online portal.5Transportation Security Administration. Fees: $124 for a new TWIC or an in-person renewal, $116 online, and $93 if you already hold a commercial driver’s license with a hazardous materials endorsement or a FAST card. The discounted TWIC expires when the underlying credential does, not five years out. TSA recommends enrolling at least 60 days before you need the card.1Transportation Security Administration. TWIC

Criminal History That Will Stop a TWIC

Most TWIC denials come out of the background check. TSA keeps two lists: offenses that disqualify you permanently and offenses that disqualify you for a defined period. Review these before you pay the enrollment fee.

Permanent disqualifiers include espionage, sedition, or treason; federal terrorism offenses or comparable state convictions; crimes involving a transportation security incident; improper transportation of hazardous material; unlawful possession, use, or dealing in explosives; murder; bomb threats against public transportation, government facilities, or infrastructure; and certain RICO violations where the underlying crime is itself a permanent disqualifier. A conviction, guilty plea, or no-contest plea for any of these means a lifetime TWIC bar, no matter how old.6Transportation Security Administration. Disqualifying Offenses and Other Factors

Temporary disqualifiers block a TWIC for seven years from the conviction date or five years from release from incarceration, whichever is later. The list covers unlawful firearm or weapon offenses; fraud, identity theft, or money laundering (welfare fraud and passing bad checks are excluded); bribery, extortion, or smuggling; immigration violations; drug trafficking or possession with intent to distribute; arson, kidnapping, robbery, or voluntary manslaughter; rape or aggravated sexual abuse; assault with intent to kill; and fraudulent entry into a seaport. Being wanted or under indictment for any felony on either list also disqualifies you until the warrant clears or the indictment is dismissed.6Transportation Security Administration. Disqualifying Offenses and Other Factors

TSA offers a waiver process for temporary disqualifiers. You can request one during or after enrollment, and TSA weighs the nature of the offense, time elapsed, and evidence of rehabilitation.

Step Two: Your Employer Sponsors the GPA Badge

You cannot apply for a GPA credential on your own. A business has to register with GPA credentialing first, submitting a company registration form for review. One registration covers the company, and the business designates a corporate point of contact and alternate who have authority to request badges for employees.7Georgia Ports Authority. Credentialing

Once the company is on file, the account representative submits each individual credential request through GPA’s online web portal. All forms go through the portal; GPA no longer accepts paper applications dropped at a center.7Georgia Ports Authority. Credentialing The request captures your personal information, employer details, and the representative’s authorization confirming you have a legitimate need for terminal access.

Step Three: What to Bring to the Credentialing Center

After the online request is in, you visit a GPA Credentialing Center in person. There are two:

  • Savannah: 102 Main Street (GPA Annex 2), Highway 25, Garden City, GA 31408. Open Monday through Friday, 6:00 a.m. to 5:30 p.m.
  • Brunswick: 25 Joe Frank Harris Blvd., Brunswick, GA 31520.7Georgia Ports Authority. Credentialing

Bring your TWIC and two valid forms of identification. At least one must be a recent photo ID. GPA’s accepted documents include a driver’s license, passport, state ID, U.S. military ID, alien registration card, birth certificate, voter registration card, school ID, military dependent ID, merchant mariner’s document, ILA union card, driver health card, federal ID, or firearms permit.8Georgia Ports Authority. New Motor Carrier General Information

If you will drive a personal or commercial vehicle onto the terminal, the application needs the make, model, year, and license plate. Commercial motor carriers must have Radio Frequency Identification (RFID) tags on every tractor used for container pickup and delivery, obtained at the Credentialing Center.9Georgia Ports Authority. Motor Carriers

Staff verify your paperwork, take your badge photo, and may collect fingerprints to check against law enforcement databases. Processing time depends on volume and the status of your background check. Once approved, the badge is printed and issued on site, and you must display it on your outer clothing whenever you are on a GPA restricted marine terminal.7Georgia Ports Authority. Credentialing

Insurance If You Drive on the Terminal

Any business operating vehicles on GPA terminals must carry automobile liability insurance of at least $1,000,000 combined single-limit for bodily injury and property damage. If the policy uses split limits, you need at least $1,000,000 for bodily injury and $1,000,000 for property damage. The policy must be at least as broad as the latest edition of the Business Automobile Policy from the Insurance Services Office. These limits apply to any vehicle owned, leased, borrowed, or otherwise used on terminal facilities.10Georgia Ports Authority. Insurance

Independent owner-operators should check their policy against these thresholds before the first trip. Many standard commercial auto policies carry lower limits, and showing up without adequate coverage means you are not getting in.

If Your Credential Is Denied

A GPA denial is appealable, but the appeal runs through your employer and the clock is short. The company submits a letter to the Chief of Police at P.O. Box 2406, Savannah, Georgia 31402, outlining the company’s desire to retain you and requesting an appeal. That letter must arrive no later than 14 calendar days after the date on your denial letter. Miss the window and the denial stands.7Georgia Ports Authority. Credentialing

Once received, the Chief of Police reviews the request with GPA legal counsel. Applicants with valid grounds are scheduled for a hearing with an arbitrator and notified within 10 calendar days of receipt. The arbitrator’s findings go to GPA executive leadership for a final determination.7Georgia Ports Authority. Credentialing Tell your employer the day you receive the denial so they can draft and mail the letter in time.

Keeping the Badge, Changing Jobs, and Replacements

GPA badges are not permanent, and GPA can revoke a credential at any time if it determines revocation is in the best interest of protecting GPA assets, personnel, or facilities. Start renewal well before expiration, and track your TWIC date alongside it: the TWIC is valid for five years and TSA recommends beginning renewal at least 60 days out.1Transportation Security Administration. TWIC

If you leave or are terminated, your employer must retrieve the GPA badge and return it to GPA.7Georgia Ports Authority. Credentialing A badge does not travel with you to a new job. Your next employer has to sponsor a fresh credential request through their own registered account.

Report a lost or stolen badge to GPA’s Public Safety department promptly so the old one can be deactivated and a replacement issued. Replacement badges typically carry a fee; contact the Credentialing Center directly for current pricing, as GPA does not publish a fixed replacement schedule online.
