A Galveston County homestead exemption lowers the taxable value of your primary residence by at least $140,000 for school district taxes, plus $3,000 for county taxes and whatever optional reductions your city or special district has adopted. You apply by filing Texas Comptroller Form 50-114 with the Galveston Central Appraisal District (GCAD) between January 1 and April 30 of the tax year. The exemption is one of the largest tax breaks available to Texas homeowners, and it layers with an appraisal cap and, for older or disabled owners, a school tax freeze.
Who Qualifies
Three things have to be true. You own the property, directly or through a qualifying trust. The home is designed and used as a residence. And you occupy it as your principal residence.1State of Texas. Texas Code Tax Code 11.13 – Residence Homestead The appraisal district looks at occupancy as of January 1, so being in the home on that date generally gets you the full exemption for the year.
Bought after January 1? You may still qualify for a pro-rated exemption, as long as the property doesn’t already carry someone else’s homestead exemption for that year and you aren’t claiming one on a different property.2Travis Central Appraisal District. Are You Eligible for a Pro-Rated Homestead Exemption? The exemption extends to up to 20 acres surrounding the home when the land and improvements share the same ownership.1State of Texas. Texas Code Tax Code 11.13 – Residence Homestead
Heirs can qualify too. Texas treats an heir who uses the home as a principal residence as the sole recipient of any exemption under § 11.13, even without a formal title transfer through probate.1State of Texas. Texas Code Tax Code 11.13 – Residence Homestead
What You Save
School districts must exempt $140,000 of your home’s appraised value. The Texas Constitution adds a $3,000 exemption for county taxes.1State of Texas. Texas Code Tax Code 11.13 – Residence Homestead Cities and special districts in Galveston County may adopt an optional exemption of up to 20 percent of appraised value, with a $5,000 floor.3Texas Comptroller of Public Accounts. If You’re 65 or Older, or Disabled
School districts must exempt an additional $60,000 on top of the standard amount, bringing the school district total to $200,000. Other taxing units in Galveston County can elect to add their own over-65 or disabled person exemptions.4Galveston Central Appraisal District. Homestead This category also triggers a school tax ceiling, described below.
Disabled Veterans and Surviving Spouses
A veteran rated 100 percent disabled due to a service-connected condition receives a total exemption from property taxes on their residence homestead, and every taxing unit in Galveston County must honor it.5State of Texas. Texas Code Tax Code 11.131 – Residence Homestead of 100 Percent or Totally Disabled Veteran The same full exemption extends to the surviving spouse of a veteran who was receiving the benefit at death, and to the surviving spouse of a service member killed in action. A partially disabled veteran whose home was donated by a charitable organization also receives a full exemption from all taxing units.4Galveston Central Appraisal District. Homestead
The 10 Percent Appraisal Cap
Homestead status also caps how fast your taxable value can grow. Under Texas Tax Code § 23.23, the appraised value of a homestead cannot rise more than 10 percent per year, plus the value of any new improvements.6State of Texas. Texas Tax Code – TAX 23.23 If comparable homes in your neighborhood jump 30 percent in a year, your appraised value still cannot grow by more than 10. The cap takes effect after you’ve owned and occupied the home with an active homestead exemption for at least one full calendar year starting January 1.2Travis Central Appraisal District. Are You Eligible for a Pro-Rated Homestead Exemption? In a rising market, this protection often saves more over time than the flat exemption does.
The School Tax Ceiling for Over-65 and Disabled Owners
Once an over-65 or disabled person exemption is in place, the dollar amount you owe in school taxes is frozen. Even if the appraised value keeps climbing, the school tax bill stays the same.4Galveston Central Appraisal District. Homestead The ceiling only adjusts upward if you add improvements to the property, and only by the amount attributable to the new construction. Taxing units cannot repeal or modify the freeze.7City of Galveston. Agenda Item 16361
How to Apply
GCAD administers all homestead exemptions in Galveston County. Everyone uses the same statewide form: Texas Comptroller Form 50-114, “Application for Residence Homestead Exemption.”3Texas Comptroller of Public Accounts. Property Tax Exemptions It’s a PDF available on the Comptroller’s website and through GCAD.
On the form, you check which exemptions you’re claiming: general homestead, disabled person, age 65 or older, 100 percent disabled veteran, surviving spouse, or donated residence of a partially disabled veteran.8Texas Comptroller of Public Accounts. Residence Homestead Exemption Application You provide your property account number or legal description and the date you began occupying the home as your principal residence. GCAD’s website has search tools for looking up your account number.
ID Requirements
Include a copy of your Texas driver’s license or state-issued ID card. The address on it must match the property address on the application.8Texas Comptroller of Public Accounts. Residence Homestead Exemption Application An ID still showing a P.O. Box or an old address will get the application rejected. Update it with DPS before you file.
A few applicants can skip the address match. Active-duty military and their spouses qualify for a waiver, as do holders of certain confidential driver’s licenses. Residents of health or aging facilities who can’t maintain an ID at the property address may be exempt from the ID requirement entirely.8Texas Comptroller of Public Accounts. Residence Homestead Exemption Application If none of those apply and you still lack proper ID, an affidavit with alternative documentation such as utility bills can substitute.

Deadlines and Late Filing
The standard window is January 1 through April 30 of the tax year.10Texas Comptroller of Public Accounts. Residence Homestead Exemptions Filing by April 30 gets the exemption onto your fall tax statement and lets your mortgage escrow adjust for the lower payment.
Miss it, and you still have time. A late application for any residence homestead exemption, including over-65 and disabled person exemptions, may be filed up to two years after the standard deadline.10Texas Comptroller of Public Accounts. Residence Homestead Exemptions Late filing can recover the benefit retroactively, but the longer you wait, the longer you pay more than you need to.
After You File
The chief appraiser checks your application against county records. If approved, you get a notice, and the exemption appears on your next spring appraisal notice. Check the fall tax bill to confirm it was applied. Over-65 and disabled homeowners should also verify that the tax ceiling shows up on the school district line.
Your Mortgage Payment
If your mortgage has an escrow account for property taxes, the new exemption should lower your monthly payment. The servicer runs an annual escrow analysis and adjusts the payment based on expected tax disbursements.11Consumer Financial Protection Bureau. Escrow Accounts Timing depends on the servicer’s computation year, so the change may not hit right away. If nothing moves after the next annual escrow statement, call the servicer with a copy of the exemption approval notice.
If You’re Denied
A denial comes with a written explanation. You can protest to the Appraisal Review Board (ARB), and the appraisal district cannot charge a fee for that protest.12State of Texas. Texas Tax Code – TAX 41.41 Most denials come down to an ID address mismatch, missing documentation, or a question about whether the home is truly your principal residence. Fix the underlying issue and refile. Use the ARB protest if you believe the denial itself was wrong.
Penalties for False Claims
Claiming an exemption on a property that isn’t your principal residence has real consequences. If the chief appraiser finds you received an exemption on two or more residences in the same tax year, the standard late-payment penalties are replaced by a flat 50 percent penalty on the unpaid tax, plus one percent interest for each month the tax remains delinquent.13State of Texas. Texas Tax Code – TAX 33.01 The same 50 percent penalty applies if someone claims an over-65 exemption while under 65. Filing false information can also trigger criminal liability under the Texas Penal Code.14State of Texas. Texas Tax Code – TAX 11.43
