Georgia 100% Disabled Veteran Benefits and Exemptions

A veteran rated 100% disabled by the VA qualifies for a stack of Georgia 100 percent disabled veteran benefits that operate independently of federal VA payments. The headline item is a homestead property tax exemption worth up to $126,526 in assessed value for the 2026 tax year. Around it sit a vehicle tax waiver, free license plates, a free driver’s license, discounted hunting, fishing, and state park fees, a state hiring preference, a local business occupation tax exemption, dependent education aid, and free skilled nursing care at a state veterans home. Each is claimed separately, and most start with the same two documents: a VA Summary of Benefits letter showing the 100% permanent and total rating, and a DD Form 214 showing an honorable discharge.

Homestead Property Tax Exemption

Under O.C.G.A. § 48-5-48, a qualifying veteran exempts the greater of $32,500 or the maximum federal housing grant amount under 38 U.S.C. § 2102 from the assessed value of their primary residence. For the 2026 tax year, the indexed figure is $126,526.1Georgia Department of Revenue. Local Government Services Division Memorandum – 2026 Homestead Maximum for Disabled Veterans and Surviving Spouses On a modest home it can wipe out the property tax bill entirely; on higher-value property it still saves thousands a year.

Eligibility requires that the veteran own and occupy the home as a primary residence, hold an honorable discharge, and carry a 100% total disability rating. Veterans paid at the 100% rate through individual unemployability also qualify, as do those eligible for certain statutory awards for loss of limbs or vision.2FindLaw. Georgia Code Title 48 Revenue and Taxation 48-5-48 Once granted, the exemption stays in place year to year without refiling, as long as the conditions still hold.

If the veteran dies, the exemption passes to the unmarried surviving spouse or minor child who continues living in the home. The surviving spouse must remain unmarried to keep it.1Georgia Department of Revenue. Filing Deadline

You must have owned the property on January 1 of the tax year. The traditional filing deadline is April 1, though Georgia now allows applications through the end of the 45-day window to appeal your annual notice of assessment, which extends past April in most counties.3Department of Revenue. Vehicle Tax Exemption and Free Plates

Under O.C.G.A. § 48-5-478, one motor vehicle owned by or leased to a 100% disabled veteran is exempt from all ad valorem taxes, including the Title Ad Valorem Tax. TAVT is a one-time tax paid when a vehicle is titled in Georgia, currently 7% of fair market value.5FindLaw. Georgia Code Title 48 Revenue and Taxation 48-5C-1 On a $35,000 vehicle, that saves $2,450 at titling. The exemption covers only one vehicle at a time. If you sell or trade it, the exemption can move to the replacement, but it cannot sit on two vehicles at once.6FindLaw. Georgia Code Title 48 Revenue and Taxation 48-5-478

If the veteran dies, the unmarried surviving spouse or minor child can keep the vehicle tax exemption after meeting standard registration requirements.6FindLaw. Georgia Code Title 48 Revenue and Taxation 48-5-478

Separately, O.C.G.A. § 40-2-69 entitles disabled veterans to free motor vehicle license plates for up to two personal-use passenger vehicles or motorcycles. The annual registration fee is waived. Once the VA confirms the disability as permanent, the free plates and revalidation decals renew automatically without new proof each year.7Justia. Georgia Code 40-2-69 – License Plates for Veterans Veterans whose disability has not yet been rated permanent must submit an updated VA letter each year.

Free Veteran Driver’s License

Any honorably discharged Georgia veteran, at any disability level, can receive a veteran-designated driver’s license at no cost under O.C.G.A. § 40-5-36. The statute bars the Department of Driver Services from charging any fee for issuance or renewal.8Justia. Georgia Code 40-5-36 – Veterans Licenses, Honorary Licenses Bring a DD Form 214 (Member 4 copy), proof of Georgia residency, and standard identifying documents to a DDS office for the vision exam and issuance.9Georgia Department of Veterans Service. State Income Tax

VA disability compensation is not federally taxable, and because Georgia bases its state income tax on federal adjusted gross income, those payments are also tax-free at the state level. The same applies to disability pension payments and grants for adaptive housing or vehicles.10MyArmyBenefits. Georgia Military and Veterans Benefits

Veterans with other retirement income can also use Georgia’s retirement income exclusion. Taxpayers under 65 who are permanently disabled can exclude up to $35,000 a year; those 65 and older can exclude up to $65,000. Qualifying income includes pensions, annuities, interest, dividends, rental income, and capital gains.

Hunting, Fishing, and State Park Access

Georgia does not give disabled veterans a free lifetime hunting and fishing license, but O.C.G.A. § 27-2-4 offers a deeply discounted three-year license. A permanently and totally disabled veteran certified by the VA pays $15 for a combined three-year hunting and fishing license, or $9 for hunting-only or fishing-only. The license must be renewed and eligibility recertified every three years.11Justia. Georgia Code 27-2-4 – Honorary and Discounted Hunting and Fishing Licenses

Under O.C.G.A. § 12-3-9.1, certified disabled veterans receive a 25% discount on fees at any state park, historic site, or recreational area operated by the Department of Natural Resources. That covers entrance fees, cabin and campsite rentals, golf course fees, and other facility charges, and it extends to immediate family members sharing overnight accommodations. Group facilities are not included.12Justia. Georgia Code 12-3-9.1 – Discount for Certified Disabled Veterans The Annual ParkPass is $70 at regular price, or $52.50 with the veteran/military discount. Discounted passes are purchased in person at a park.13Georgia State Parks. ParkPass

State Employment Preference

Georgia’s civil service adds 10 points to the passing exam score of any veteran with at least a 10% service-connected disability rating, under O.C.G.A. § 45-2-22. The benefit is all-or-nothing at the 10% threshold, so a 100% rated veteran gets the same 10-point bump as one rated 10%.14Justia. Georgia Code 45-2-22 – Disabled Veteran Entitled to Additional Ten Points on Civil Service Examination Score Points apply only to passing scores, and the preference replaces rather than stacks with other scoring benefits.

Occupation Tax Exemption for Businesses

A disabled veteran who runs a business or practices a profession in Georgia can be exempt from local occupation taxes, administrative fees, and regulatory fees under O.C.G.A. § 43-12-1. You need a certificate of exemption issued by the Commissioner of Veterans Service.15Justia. Georgia Code 43-12-1 – Exemption From Payment of Occupation Tax, Administrative Fee, or Regulatory Fee

The exemption covers taxes and fees, not licensing. A veteran who wants to work as a real estate broker still has to get the license from the Georgia Real Estate Commission, and businesses that need a certificate of public convenience and necessity still need one. Treat it as a fee waiver, not a licensing shortcut.

Education Benefits for Spouses and Children

The spouses and children of veterans rated 100% permanent and total can receive Dependent Education Assistance through the VA’s Chapter 35 program. Both spouses and dependent children get up to 36 months of benefits covering college tuition, on-the-job training, and apprenticeship programs. Spouses must use the benefit within seven years of the date the veteran received the P&T rating. Dependent children are eligible between ages 18 and 26.16Georgia Department of Veterans Service. Chapter 35 – Dependent Education Assistance

Eligible children currently receive about $1,400 a month from their 18th birthday through high school graduation, and the first five months after turning 18 do not count against the 36-month cap. Congress is ending the high school portion of this benefit on August 1, 2026; after that, DEA will apply only to post-secondary education and training.16Georgia Department of Veterans Service. Chapter 35 – Dependent Education Assistance

Georgia’s HERO (Helping Educate Reservists and their Offspring) Scholarship pays up to $2,000 per year for a maximum of four years, capped at $8,000 total. It is a state-funded grant, separate from federal DEA.17GAfutures.org. Georgia HERO Scholarship Program Information and Application

State Veterans Nursing Home

Georgia operates state war veterans nursing homes, including the facility in Augusta administered through Augusta University. Admission is limited to Georgia residents who served on active duty during qualifying wartime periods, received a discharge under conditions other than dishonorable, and are approved for skilled nursing care by the VA. The residency rule calls for at least two years of continuous Georgia residence immediately before applying, or five of the past 15 years.18Augusta University. Georgia War Veterans Nursing Home

For veterans rated 70% or higher service-connected, or those admitted for a service-connected condition, the VA pays the daily fee in full. A 100% disabled veteran typically has zero out-of-pocket cost for skilled nursing care at a state veterans home.18Augusta University. Georgia War Veterans Nursing Home

How to Apply

Nearly every benefit here starts with the same two documents: a VA Summary of Benefits letter showing 100% permanent and total, and a DD Form 214 confirming honorable discharge. The VA letter can be requested at 1-800-827-1000 or downloaded through the VA’s online portal.19Georgia Department of Veterans Service. 2024 Georgia Veterans Benefits Keep multiple copies; different offices want their own.

The Georgia Department of Veterans Service can verify eligibility and help assemble paperwork through its field service offices, but it does not process the benefits directly. Filing goes to whichever agency runs the specific benefit:
