Georgia Alternative Fuel Vehicle Fee: Amounts, Payment, and Penalties

Georgia’s alternative fuel vehicle fee is an annual charge on electric vehicles and certain other alternative fuel vehicles, meant to replace the gas tax revenue those vehicles would otherwise generate. For non-commercial EVs, the most recently published rate is $219.84 per year. The amount adjusts every July 1 under a statutory formula, and no exemptions exist — not for government vehicles, farm vehicles, or vehicles adapted for disability use.1Georgia Department of Revenue. 2024 Alternative Fuel and Low-Speed Vehicles Annual Licensing Fees

Which Vehicles Owe the Fee

Fully electric vehicles owe the fee no matter what license plate the owner chooses. If your car runs solely on electricity, you pay.1Georgia Department of Revenue. 2024 Alternative Fuel and Low-Speed Vehicles Annual Licensing Fees

Plug-in hybrid electric vehicles and flex fuel vehicles (such as those running on E-85 ethanol blends) owe the fee only if the owner elects an alternative fuel vehicle license plate. Keep a standard plate on a plug-in hybrid and the fee does not apply.2Department of Revenue. Several vehicle types are outside the fee entirely:

Current Amounts

The Georgia Department of Revenue publishes updated rates each year. For registrations with start or renewal dates between July 1, 2024 and June 30, 2025:1Georgia Department of Revenue. 2024 Alternative Fuel and Low-Speed Vehicles Annual Licensing Fees

  • Non-commercial motor vehicle: $219.84 per year
  • Commercial motor vehicle: $329.86 per year
  • Low-speed vehicle (top speed 20 to 25 mph): $102.87 per year

The National Conference of State Legislatures lists Georgia’s non-commercial rate at $234.97 in its most recent update, reflecting a subsequent adjustment.3National Conference of State Legislatures. Heavy Vehicle Surcharges

Electric trucks and other heavy alternative fuel vehicles owe an additional highway impact fee based on gross vehicle weight rating. Vehicles weighing 15,500 to 26,000 pounds owe an extra $50 per year, and those over 26,001 pounds owe an additional $100 per year.4Justia Law. Georgia Code 40-2-151.1 – Highway Impact Fees for Heavy Vehicles

Why the Amount Changes Each Year

The fee is not flat. Each July 1 it adjusts based on the change in average motor vehicle fuel efficiency reported by the U.S. Department of Energy, multiplied by the change in the Consumer Price Index for the applicable year.1Georgia Department of Revenue. 2024 Alternative Fuel and Low-Speed Vehicles Annual Licensing Fees As gas-powered cars get more efficient and inflation rises, the AFV fee trends upward.

When and How to Pay

The fee is due when you first register the vehicle in Georgia and at every annual renewal.2Department of Revenue. Annual Alternative Fuel Vehicle Fees – FAQ For individually registered vehicles, the renewal date is typically the owner’s birthday; businesses and fleets follow the schedule set by the DOR. The AFV fee is collected on top of your standard registration fees and ad valorem tax, not in place of them.

Payment channels:

  • Online through the Georgia DRIVES e-Services portal (credit card or electronic check)
  • In person at a county tag office (cash, check, or card)
  • By mail, where the county accepts it — processing times vary, so submit early

No Exemptions

Georgia law provides no exemptions or exclusions from the fee. Government vehicles, farm vehicles, school buses, and disability-equipped vehicles all owe it if they meet the definition of an alternative fuel vehicle.2Department of Revenue. Annual Alternative Fuel Vehicle Fees – FAQ Online sources that describe government-owned or disability-adapted vehicles as exempt are incorrect. The DOR’s own FAQ addresses this directly.

What Happens If You Don’t Pay

Because the AFV fee is collected with your registration renewal, failing to pay it means your registration cannot be renewed. Driving with expired registration is a misdemeanor under O.C.G.A. § 40-2-8, which can produce fines and citations from law enforcement.5Justia Law. Georgia Code 40-2-8 – Operation of Unregistered Vehicle or Vehicle Without Current License Plate

Late renewal also triggers financial penalties. The DOR assesses a late fee of 10% of the ad valorem tax owed plus 25% of the license plate fees, with a minimum ad valorem penalty of $5.6Department of Revenue. Motor Vehicles Fees, Fines, and Penalties Vehicles with outstanding unpaid fees may have holds placed on their registration, preventing title transfers or sales until the balance is cleared.

Federal Credits That Can Offset the Cost

The AFV fee itself is not deductible on your federal return. Only the portion of a vehicle registration fee that is based on the vehicle’s value qualifies as a deductible personal property tax on Schedule A, and Georgia’s AFV fee is flat regardless of value.7Internal Revenue Service. 2025 Instructions for Schedule A (Form 1040) – Itemized Deductions Georgia’s separate ad valorem tax on vehicles is value-based, and the value-based portion remains deductible if you itemize.

Two federal credits can offset overall EV ownership costs. The New Clean Vehicle Credit provides up to $7,500 for qualifying new electric vehicles. Modified adjusted gross income cannot exceed $300,000 for married couples filing jointly, $225,000 for head of household, or $150,000 for all other filers, and the vehicle’s sticker price cannot exceed $80,000 for SUVs, vans, and pickup trucks, or $55,000 for sedans and other vehicles.8Internal Revenue Service.
